Subject: Discussion/Recommendation – Revised Fiscal Years 2025-2028 Capital
Improvement Plan
The FAA is requesting the City to review the Airport capital projects for fiscal years
2025-2028 and submit by October 1, 2024. They are in the final stages of developing
their plan for FY25 and are soliciting any last updates from the City.
Submission requirements are the City’s intentions for the program type (BIL, AIP, etc.),
prioritized project list broke down by fiscal year, total project estimate, breakout of
proposed funding sources, and capital improvement program data sheets (CIPDS).
CIPDS must include: breakout of major work element costs, thorough description of
project scope, adequate documentation of eligibility and justification, and a descriptive
sketch or marked up aerial image identifying the scope of work, location, and physical
boundary of the project elements. Pavement projects should include the Pavement
Condition Index (PCI).
This is the final opportunity to adjust the FY25 program without need for special
justifications. The Airport has made one change to the FY25 program with the
movement of the Apron Pavement Maintenance from FY24 to FY25. The project was
added to ACIP late last year in October. The FAA attempted to fund this last year, but
the Airport was notified in July that discretionary funding would not be available. This
project is 100% designed. Additional changes to FY26-FY28 could be made prior to the
routine submittal of the ACIP in February.
The FAA will let us know which projects they anticipating being able to support
contingent on such factors as fund availability, favorable environmental findings, and
timely grant application submission.

The age and Pavement Condition Index (PCI) of the surfaces in this project warrant the inclusion of crack sealing
and seal coating to preserve the existing surfaces in usable condition. The most recent pavement Inspection Report
was completed in 2021 and shows the apron was in place for 11 years with an average PCI of 76, which warrants
preventative/corrective maintenance. Taxiway Juliet was 9 years old at the time of the inspection and had an average
PCI of 78.

The DOT& PF Alaska Airport Pavement Inspection Report for the Kenai Airport published in August 2021 identified a
Pavement Condition Index (PCI) average of 46 for Runway 02L/20R due to excessive reflective cracking. A geotechnical
evaluation was conducted and revealed that the deterioration is not due to failure of the base and subbase and
rehabilitation is warranted. 02L/20R was previously rehabilitated in 2007 and has exceeded the 10-year life span.
Current lighting is more than 15 years old, has exceeded its useful life, and is in need of repairs.
A failing storm water drainage system servicing the north end of the runway infield has also failed and is need of repairs.
