NOTES
Council present: Mayor P. Porter, Vice Mayor R. Marquis, R. Molloy, T. Bookey, B.
Gabriel, T. Navarre, M. Boyle
Others present: Speaker M. Chenault, Staff Representative for Senator Micciche. Staff
Representative for K. Olson, City Manager R. Koch, City Attorney S.
Bloom, and City Clerk S. Modigh
Mayor Porter began the work session at approximately 5:00 p.m.
City Manager Koch provided an overview of the City’s Capital Improvements Program (CIP)
Priorities for State and Federal funding requests for fiscal year 2015:
1. Construct New City Light/Heavy Equipment Storage Building -- $2,500,000.00 (State
Funding Request)
2. Paving & Improvements to City Streets -- $1,000,000.00 (State Funding Request)
3. Wastewater Treatment Plant Upgrades Phase II -- $1,840,553.00 (State & Federal
Funding Request)
4. New Fire Engine -- $500,000.00 (State Funding Request)
5. Improvements to the City of Kenai Recreation Center -- $500,000.00 (State Funding
Request)
6. Vehicle Storage Facility for Kenai Senior Center Vehicles -- $400,000.00 (State Funding
Request)
7. Kenai Industrial Park Construction Phase II -- $500,000.00 (State Funding Request)
8. New Fee Shacks and Automated Pay Parking/Camping Systems (4) -- $225,000.00
(State Funding Request)
• Kenai River Bluff Erosion Stabilization -- $24,000,000 (Federal Funding Request)
• Kenai Old Town Pedistrian Walkway System -- $150,000 (State Funding Request)
• Mommsen Subdivision, First Street Re-construction -- $470,000 (State Funding
Request)
• City of Kenai Turf Field Facility -- $4,000,000 (State Funding Request)
• Public Safety Building, Renovate/Reconstruct Evidence Room/Safe -- $195,000(State
Funding Request)
• Public Safety Building, HVAC Improvements (State Funding Request)
• Public Safety Building, replace Exterior Windows with Ballistic Windows -- $50,000
(State Funding Request)
• Lower Kenai Drift Boat Pull-Out – Unknown – Greater than $3,500,000 (State & Federal
Funding Request)
• Kenai Spur Highway, Supplemental Appropriation -- $10,000,000 (State Funding
Request)
• Kenai Municipal Purpose Facility Locker Room Construction -- $125,000 (State Funding
Request)
• Kenai Community Library, New “Radio Frequency Identification (RFID)” System –

• New Soccer Field, Visitors Center, and Leif Hanson Park Irrigation Systems -- $250,000

• Inlet Woods Storm drain System -- $25,000-$1,000,000 (State Funding Request)
Ryan Tunseth, Director of the Boys and Girls Club thanked Council for including improvements
to the Recreation Center on its list of priorities.
Speaker Chenault advised the City to request the actual amount of funding needed for the
Kenai Spur Highway instead of cutting the amount to complete half of the project. Speaker
Chenault further cautioned about making a State priority a City priority.
Council continued to discuss the list of priorities and Council Member Gabriel requested to have
the River Feasibility Study added to the priority list.
The work session was adjourned at 6:26 p.m.
