CHAIR CARL GLICK, PRESIDING MINUTES ITEM 1: CALL TO ORDER Chairman Carl Glick called the meeting to order at 7:00 p.m. 1-a. Roll Call Members Present: Glick, Bryson, Goecke, Erwin, Morse, Jackman, Nord Others Present: Councilman Bannock, Building Official Springer, Administrative Assistant Kebschull, Contract Secretary Roper ~} 1-b. Agenda Approval MOTION: Commissioner Bryson MOVED to approve the agenda and requested UNANIMOUS CONSENT and Commissioner Morse SECONDED the motion, There were no objections. SO ORDERED. 1-c. Approval of Minutes -- November 8, 2000 MOTION: Commissioner Nord MOVED to approve the minutes of November S, 2000 and requested UNANIMOUS CONSENT. Commissioner Goecke SECONDED the motion. SO ORDERED. 1-d. Consent Agenda -None ITEM 2: SCHEDULED PUBLIC COMMENT -- None ITEM 3: CONSIDERATION OF PLATS -- None ITEM 4: PUBLIC HEARINGS -- None ~ ITEM 5: OLD BUSINESS -- None ITEM 6: NEW BUSINESS -- None ITEM 7: PENDING ITEMS -- None ITEM 8: CODE ENFORCEMENT -- None ITEM 9: REPORTS 9-a. City Council -- Councilman Bannock gave a brief report based on the November 15 and December 6 agendas included in the packet. 9-b. Borough Planning -- Commissioner Bryson gave a report on the November 13 and December 1 l agendas included in the packet. 9-c. Administration -- Kebschull informed the Commission there could be many home occupation permits to come before them in the next few months. Kebschull explained that when discussing the fire inspection requirement with the State, it was brought to the City's attention there were several day-care providers who work out of their homes. These individuals will be contacted and informed of the requirement to have a home occupation permit and the fire inspection. ITEM 10: PERSONS PRESENT NOT SCHEDULED -- None ITEM 11: INFORMATION ITEMS 11-a. KPB Administrative Approval -Iola Subdivision No. 2 11-b. ACS Wireless Letter dated October 31, 2000 11-c. Commission Meeting Schedule for 2001 11-d. "Zoning Bulletin" (Oct. 10, 25, & Nov. 25+~ issues) 11-e. Commission Roster 11-f. Letters to Commissioners Glick and Bryson dated 11/28/00 ITEM 12: COMMISSION COMMENTS & UESTIONS Commissioner Glick asked Bryson about the bike path at bridge access. Commissioner Bryson reported a preliminary meeting was held on December 5 with the agencies involved, including DOT, Kenai River Center, etc. He noted, a public hearing would be held in January. ITEM 13: MOTION: Commissioner Goecke MOVED to adjourn. There were no objections. SO ORDERED. PLANNING 8v ZONiNG COMMISSION MEETING DECEMBER 13, 2000 PAGE 2 The meeting adjourned at 7:30 p.rn. Respectfully submitted, 0 Barbara Roper, act Secretary Work Session Report A brief work session on the sign code was held immediately following the regular Commission meeting. Geocke stated his pleasure with the increase in size for commercial signs and, in general, thought staff did a good job with the suggested amendments. Bryson requested some clarification on conservation zone signage and Bannock stated his concern in regard to Section 14.20.220(x)(3) that allows the city to erect signs as they deem necessary. He noted, he didn't feel the city should have more rights than an ordinary citizen. It was suggested Bannock discuss his concerns with the city attorney. Kebschull reported she would schedule a public hearing on the issue for the Commission's first meeting in January. PLANNING & ZONING COMMISSION MEETING DECEMBER 13, 2000 PAGE 3
