CLERK'S CONFERENCE ROOM CHAIR HELEN BROWN, PRESIDING MEETING SUMMARY ITEM 1: CALL TO ORDER & ROLL CALL Chair Brown called the meeting to order at approximately 7:05 p.m. Roll was confirmed as follows: Commissioners present: K. Shearer, L. Seymour, P. Barter, H. Brown Commissioners absent: M. Dimmick, S. Hatch, M. LeFebvre Others present: Parks & Recreation Director R. Frates, Council Member L. Swarner A quarum was present. ITEM 2: ELECTION OF CHAIR AND VICE CHAIR MOTION: Commissioner Baxter MOVED to nominate Kay Shearer as chair and Commissioner Seymour SECONDED the motion. There were no objections. SO ORDERED. MOTION: Commissioner Baxter MOVED to nominate Lori Seymour as vice chair and Commissioner Shearer SECONDED the motion. There were no objections. SO ORDERED. ITEM 3: AGENDA APPROVAL Frates noted the following: ADD TO: Item 7-f. Discussion -- March Meeting Date Item 7-g. Discussion -- Thank You letter to local businesses MOTION: Commissioner Shearer MOVED to approve the agenda with the above additions and Commissioner Baxter SECONDED the motion. There were no objections. SO ORDERED. ITEM 4: APPROVAL OF MEETING SUMMARY -- September l 1, 2007 MOTION: Commissioner Shearer MOVED to approve the meeting summary of September 11, 2007 as presented and Commissioner Baxter SECONDED the motion. There were no objections. SO ORDERED. ITEM 5: PERSONS SCHEDULED TO BE HEARD -- None ITEM 6: OLD BUSINESS -- None ITEM 7: NEW BUSINESS 7-a. Discussion -- Pole Decorations Frates presented an update on existing pole decorations. Commissioner comments included: Suggested more colorful decorations be chosen. • The cost of 54 new decorations would be approximately $22,000. • Suggested a tree for Leif Hansen Memorial Park; noting the cost of an 1$ foot tree would be approximately $8500. • The "look" of the current decorations should be updated to include decorations on every pole from Rogers Road to just past the Kenai Visitors Center. MOTION: Commissioner Shearer MOVED to recommend the City purchase new winter pole decorations and a lighted tree for Leif Hansen Memorial Park with specific decorations to be determined at a later date. Commissioner Seymour SECONDED the motion. There were no objections. SO ORDERED. 7-b. Discussion -- Summer Banners Frates reported the Parks & Recreation Department installs 34 banners each summer along the Kenai Spur Highway, Airport Way and Willow Street; noting the banners are in great shape, but if more were to be added, the budget needed to be discussed; an additional 20 banners would be needed to place a banner on every pole from Rogers Road to just past the Kenai Visitors Center; approximately $1300 would be needed for brackets, $6720 for banners and $1500 for Leif Hansen Memorial Park banners if there was an interest. Commissioner comments included: They liked the banners and the current theme, and wanted to see additional banners. BEAUTIFICATION COMMISSION MEETING JANUARY 8, 2008 PAGE 2 • Banners should be placed along the Kenai Spur Highway from Rogers Road to just past the Kenai Visitors Center. • Banners would be a good addition to Leif Hansen Memorial Park. MOTION: Commissioner Baxter MOVED to recommend the City spend $9500 to purchase summer banners and brackets for the 2008 summer season for the Kenai Spur Highway and Leif Hansen Memorial Park. Commissioner Shearer SECONDED the motion. There were no objections. SO ORDERED. 7-c. Discussion -- City-owned Land at Airport Way and Spur Highway Brown explained this property and perhaps others such as off Lawton (old fire training site) would be good locations for an "Art in the Park" project; noting she had a sculpture she created for the 2001: A Fish Odyssey show she would be willing to donate to the city. MOTION: Commissioner Shearer MOVED to recommend the City accept Helen Brown's sculpture to be placed at a location deemed appropriate and other art accepted and placed in a future art park. Commissioner Seymour SECONDED the motion. There were no objections. SO ORDERED. 7-d. Discussion -- Beautification Budget Frates reviewed the draft FY2009 budget and reported the largest impacts would be for winter pole decorations and a used wide-area mower for maintaining the new soccer fields. ?-e. Discussion -- America in Bloom Frates reviewed the information included in the packet and requested the Commission explore the America in Bloom website for information and ideas; suggested the moving of the Old Town cabins with landscaping and working with various interest groups could make an interesting contest idea; and, asked the program be discussed at the next meeting. 7-f. Discussion -- March Meeting Date Commissioner Shearer reported she would be absent at the next meeting (March 11, 2008) and requested a different meeting date. Frates noted he would discuss the following dates with the City Clerk: March 20, 24, 25 or 26, 2008. BEAUTIFICATION COMMISSION MEETING - JANUARY 8, 2008 PAGE 3 7-g. Discussion -- Thank You letter to Local Businesses Commissioner Baxter suggested a thank you letter to local businesses for their participation in decorating during the winter. Frates agreed to write a letter on behalf of the commission to be published in the Peninsula Clarion. ITEM 8: REPORTS 8-a. Committee Chair -- None 8-b. Parks 8v Recreation Director -- Frates noted the department was working on the FY2009 budget and a grant from the Land and Water Conservation Fund for a restroom facility at the new soccer fields. 8-c. Frates, Parks & Recreation Directo Date: 3/19/08 RE: Summer Banners As indicated at our last regular meeting, I'd like to go through the process of selecting new banners for this summer. There is a two to three week production time, so there should be plenty of time for an order to be placed and delivered for a May installation. Attached is Resolution No. 2008-04 appropriating $9,400 for this project. I plan on spending an additional $2,000 from the current FY budget, bringing the total to $11,400. Approximately $3,000 of this will need to go toward the purchase of brackets. I will bring a catalog to the meeting along with some pricing to assist with the selection process. Frates, Parks & Recreation Directo Date: 3/19/08 RE: Flower Designs (boxes & circle planters) Attached are last season's designs. Please review these for any modifications or suggestions prior to our March 25te meeting. There was mention at our last meeting adding some ivy geraniums to at least some of the boxes. This could be easily accomplished by replacing the nasturtiums in a few boxes. I have inquired about ivy geraniums with Susan (Fireweed Herb Garden & Gifts) and she recommends we purchase these at Trinity Greenhouse. Fireweed will not be growing these and thinks Trinity has had huge success with the variety they grow. Please call me at 283-3692 if you have any questions. Discussion/Recommendations -- Dip Net Fishery Sandahl briefed the Commission on the joint work session held with the Harbor Commission. Frates noted the recommendation was for parking and camping fees to be increased to $15.00. The Commission supported the increase. City Attorney Graves addressed questions concerning access and the Public Trust Doctrine. Jim Butler, Box 191 Kenas -- Butler addressed safety concerns and the need for habitat protection. Commissioner recommendations included adding fish cleaning stations, fines for littering, and restricting traffic from traveling north on the beach. MOTION: Commissioner Hull MOVED to recommend City Councii accept the first five recommendations of the Administration's Dip Net Fishery Report along with the following: 1. Add fish cleaning stations and fines for littering. 2. Explore permitting for commercial beach traffic traveling north on North Beach and restrict non-commercial as part of #7. 3. Discussion -- Drift Boat Pull-Out/Budget Recommendation. Sandahl reiterated the need for a drift boat pullout on the lower river and suggested it be included in the Parks FY2009 budget. Commissioner comments included: _ Make sure the pullcut is fcr drift boats cnly. o Kenai Landing on Drift Only days is hard to reach. Monies for the pullout should be added to the Parks budget. ITEM 7: NEW BUSINESS 7-a. Discussion -- Kenai Soccer Park Sign and Support Facility Frates reported he worked with a local sign company and had a draft for a design for the new 4' x 14' soccer field signs, which was included in the packet. A metal sign with vinyl lettering was recommended for durability. PARKS AND RECREATION COMMISSION MEETING JANUARY 3, 2008 PAGE 2 Commissioner comments included: Liked the sign itself, but thought the sign should read "Kenai Sports Complex" rather than "Kenai Soccer Park." Noted the fields would not be exclusive to soccer. 7-b. Discussion -- Senior League/Little League Field Commissioner Hull reported he coaches and umpires for the American Legion and uses the Senior League Field often; noted the following issues and deficiencies: 1. The lip around the field. 2. Suggested the infield be expanded ten feet. 3. Right field was developing a low spot. 4. Pitcher's mound and home plate need to be reworked and have better soil added. 5. The left field fence should be raised to protect players on field #4. 6. The bottoms of the fences were starting to curl and become a danger. Frates requested Hull meet with the Little League liaison and himself to discuss these issues. He reported the Oilers would be upgrading the pitcher's mound and home plate next season and parks would address the other issues. MOTION: Commissioner Wortham MOVED to have Parks explore moving the baseball fields over to the Kenai Sports Complex (Section 36), starting with an American Legion-sized field. Discussion -- Marathon Pond/Community Skating Pond Sandahl stated he had been approached about adding a community skating area or. the pond along Marathon Road. It was noted the area was owned by the City but leased by the University of Alaska. This discussion has come up previously and at that time, it was felt that packets should continue to be provided as a hard copy. Presently, packets are copied and mailed to all seven of the commissions/committees provided through this office as well as the Planning & Zoning Commission. To maintain consistency and less confusion, this method will continue. However, on the same day the packets are prepared and copied (which is done a week prior to the meeting), the packets are also uploaded as a PDF file to the city's webpage where it could be downloaded and saved to a hard disk if so desired. We have been uploading complete packets of all the commissions/committees since our new copier/scaainer was ir_stalled. The scanner only scans in black sad white and that is why we try to provide color copies of maps, etc. in packet envelopes along with the hard-copied packet. It is my understanding, a member indicated the City Council's packets are sent to them as a PDF file. This is incorrect. At their direction, the council members receive a hazd copy of the meeting packet. In addition, a copy of the packet is placed on the city's webpage where it can be viewed or downloaded and saved if desired. The applicant has submitted a site plan showing the proposed building, access, parking, snow storage areas, landscaping, and signage. This site plan identifies the four out-lots and are in the process of being subdivided from the larger parcel. Those areas are not included in the landscaping/site plan for this development. There are four types of landscaping defined in KMC 14.25.040: a. Perimeter/Buffer Landscaping -involves the land areas adjacent to the lot lines within the property boundary and serves to separate and minimize the impact between adjacent uses. The plan for this development provides for landscaping along perimeter of the development with grass trees, and shrubs. There is a large area to the east of the building running along the eastern property line that will not be developed. The property will be accessed via the Kenai Spur Highway and Marathon Road. Both access roads are landscaped along the sides with trees and shrubs. The landscaped areas along the property lines meet the minimum 10-foot requirement of KMC 14.25.040 (b)(1). Interior Landscaping -involves areas exclusive of the perimeter and parking lot areas. The landscaping plan provides landscaping along the perimeter of the site, along the access routes, and large grassy areas adjacent to access routes. An area along the eastern boundary is undisturbed. The plan provides a sidewalk pathway about mid-point off the Kenai Spur Highway access. This area is landscaped and offers benches and trashcans for pedestrians. The plan shows an asphalt path from the Kenai Spur Highway to this point. c. Parking Lot Landscaping -involves areas adjacent to or within parking lots and access drives. The plan provides for landscape beds at the western end of parking aisles. There are four landscaped islands mid- point in the parking lot. d. .Street Righ±-of-Way Landscaping -intent to soften the impact of land uses along rights-of-way but does not obscure land uses from sight. The right-of-way landscaping is described in the perimeterlbuffer landscaping section. A letter requesting an exception form the screening requirement accompanies the plan. The justification for the exception notes that the dumpster is moved frequently and relocated throughout the site for various processes and projects. This exception appears reasonable as long at the dumpster is not visible from the North Willow Street right-of-way. o On January 22, 2008, during a site visit, it was noted that there is another dumpster placed at the front of the site clearly visible from North Willow Street. Code requires any dumpster on the site must be screened with asight-obscuring structure made of wood or concrete. During the initial review, the requirements of KMC 14.25 were noted and the applicant was advised to provide a final plan that met those requirements. The revised site plan was updated. This is an addition to an existing building. The property is zoned Light Industrial and is located across from the Kenai Airport on North Willow Street. Between October 2006 and October 2007 extensive clearing of the site occurred. The City was not contacted in regard to the clearing and it appears this violated KMC 14. 25.015; it is assumed the clearing took place to provide an area to store materials for the business. Photographs of the site taken on January 22, 2008, show a storage yard clearly visible from North Willow Street. Kenai Municipal Code 14.20.130 (f) (2) requires, "....Any visible storage from a collector street or main thoroughfare shall be enclosed with an eight-foot (8') high fence of good appearance...." The City has allowed natural screening in lieu of the fencing; however, due to the extensive clearing, it appears that the site plan will need modification to provide for screening from North Willow Street. Any excavation into the City of Kenai's right-of-ways will require excavation permits from the City of Kenai. b. Interior Landscaping -involves areas exclusive of the perimeter and parking lot areas. There is minimal interior landscaping in this plan. There is a landscaped island in the parking lot on the northern end of the site. The parking lot restricts further interior landscaping. c. Parking Lot Landscaping -involves areas adjacent to or within parking Tots and access drives. As noted, there is minima! interior landscaping due to the size of the parking lot and the need to allow for snow removal. The plan does provide for some landscaped islands in the parking area. d. The right-of-way landscaping is described in the perimeter/buffer landscaping section. The developer is providing for a mix of landscaping materials including: Colorado Green Spruce, Paper Birch, Amur Chokecherry, Canada Red Select Cherry, Quaking Aspen, Hedge Cottoneaster, Dwarf Mugo Pine, Bush Cinquefoil "Gold Drop", Vanhoutte Spirea, Common Purple Lilac, Iris, and grass seed. Kenai Municipal Code 14.25.045 identifies the objectives for the site plan. The site plan provided in this application meets the objective of the code. The plan provides for location of the building, access to and from the site, traffic patterns, parking lot layout, snow storage areas, and location for signage. The site provides for 458 standard parking spaces and 12 handicap spaces exceeding the City's parking requirements. The parking lot will be paved. The plan is not to place a dumpster at this site. The store will have an enclosed trash compacter. If a dumpster is placed on the property in the future, it must be located in an obscured location and screening will be required. Prior to the placement of any dumpster, the location and screening construction must be approved by the City. The Building Official will determine if the sign location meets the code requirements when the building permit is issued. The site plan shows a pylon sign located at the access off Airport Way and a monument sign at the entrance off Marathon Road. These signs are considered freestanding signs. The code allows for one freestanding sign per parcel. The access off Airport Way is a separate parcel and will require a sign variance for the off-premise sign. Based on the information provided on drawing C1.1, it appears the pylon sign may be oversized and higher than the code allows. The size does not appear consistent with the dimensions provided on drawing C1.0. This property is zoned General Commercial. Freestanding .signs may be up to 120 square feet and not more than 32 feet high. If the proposed sign does not meet these requirements, a variance would be required. The developer may want to consider modifying these curbs to accommodate the snow removal. The site plan shows a "truck route" onto Marathon Road that is offset from the future access for the Wal-Mart development. City Engineer: Snow storage areas shown are also drainage swales and appear adequate for on-site storage. Administration will continue to monitor the drainage plan as well as other infrastructure issues. Consideration should be given to realignment of the northerly Marathon Road access. Section KMC 14.25.030 details Landscaping/Site Plan submittal requirements. This is the final landscape/site plan for the planned development for Arctic Barnabas Ministries. A preliminary landscape/site plan was reviewed and approved in August 2007 to allow for site preparation. The preliminary plan included an aircraft hangar and office building. This plan has expanded to include a cafe. The preliminary plan had two accesses off North Willow Street. The City Engineer asked the developer to consider removing one of these driveways. The revised plan shows one driveway off North Willow Street with a separate entrance off Granite Point Street. The applicant has submitted an updated site plan for the proposed development. The plan shows the proposed building, driveways, drainage, parking, dumpster, fencing, snow storage, sign, and landscaping. Four types of landscaping are defined in KMC 14.25.040: • Perimeter/Buffer Landscaping -involves the land areas adjacent to the lot lines within the property boundary and serves to separate and minimize the impact between adjacent uses. o This development is on the corner of North Willow Street and Granite 08-12 (0748) Comment.doc Page 2 Point Street. The landscaping plan includes landscaping along three sides of the lot with the exception of driveways. The rear of the lot is on the taxiway and cannot be landscaped. The landscaping is limited in some areas due to the need to provide for parking. In addition, the area along the Willow Street right-of-way is already landscaped. Landscaping includes lawn areas, shrubs and trees. Landscaping stones are used in and around the shrubs and trees. A concrete patio with a flower garden is planned for the northwest side of the property. An 8-foot security fence will separate the front of this property from the taxiway. The landscaping in the updated plan has not changed from the preliminary plan. Interior Landscaping -involves areas exclusive of the perimeter and parking lot areas. o A concrete patio with a flower garden is planned for the northwest side of the property. Parking Lot Landscaping -involves areas adjacent to or within parking lots and access drives. o Areas adjacent to the driveways will be landscaped and the area along the perimeter of the parking lot will be landscaped. The landscaping in the updated plan has not changed from the preliminary plan. Street-right-of-way Landscaping -. intent to soften the impact of land uses along rights-of-way but does not obscure land uses from sight. o As noted, this property abuts. the Willow Street right-of-way that is already landscaped with lawn. There is additional landscaping planned along edge of the property and the right-of-way. Along Granite Street there is grass planned and landscaping between the lawn area and the parking spaces. o During site preparation work, the right-of-way landscaping was damaged. The City requires all damages to the grass strip along the perimeter of the parcel must be graded and reseeded. o The code requires 10-foot minimum of landscaping along property l;riag 4ha# ah"rt e#Ygei rig V;._Cf_ways. Tka p:an dCeB nCt S"r`°~°rt th°~ 1n,_ foot minimum and shows some landscaping on the City right-of-way. Willow Street is a 100-foot right-of-way and Granite Point Street is a 60-foot right-of-way. With the City's grass strip and the landscaping shown in the plan, the proposed landscaping appears to meet the intent of the code. o The landscaping in the updated plan has not changed from the preliminary plan. Landscaping plants include Hoopsii Spruce, Spruce, Red Leaf MayDay, Green Leaf MayDay, Ruby Frost Maple, European Mountain Ash, Ash Leaf Spirea, Lilac, Potentilla, and Dwarf Mugo Pine. Kenai Municipal Code 14.25.045 identifies the objectives for the site plan. The site plan provided in this application meets the objective of the code. The plan shows the location of the building, access to and from the site, parking lot layout, landscaping, snow storage and location for signage. The plan provides 34 standard parking spaces, 2 handicap spaces and a fuel truck parking area. The hangar-portion of the building is 6,129 square feet. The code requires OS-12 (07A8) Comment.doc Page 3 one space for every 1000 square feet of gross floor area for a required 7 spaces. The two-story office portion of the building is 9292 square feet. The code requires one space for every 400 square feet of gross floor area for a required 24 spaces. The cafe is shown as having 36 seats. The code requires 1 space for every 4 seats. Based on the information provided, the development requires 40 parking spaces. Section 14.20.250(b)(2) of the Kenai Municipal Code provides an exception for buildings with multiple uses sharing one parking lot to provide seventy-five percent (75%) of the required spaces. The parking shown meets the code requirements. The parking lot will be paved. The plan shows a dumpster northwest side of the hangar portion of the building. The plan shows the dumpster behind an 8-foot high chain link fence "with visual barrier." The building permit includes a plan for the dumpster screening as required by code. Sign permits are issued as part of the building permit. The Building Official will review proposed signage to insure signage meets both the building code and zoning code for size and location prior to issuing the permit. The site plan shows the hangar is placed approximately 49.8' feet from the lot line on the rear of the lot. The Airport Building Restriction Line (BRL) for this property is 50 feet. There is no variance process for ±his requirement and the hangar must be placed to meet the 50-foot BRL. The plan shows existing security fence that will be removed and new 8' high security fence that will be installed along Granite Point Street. This section of fence will be attached to an existing fence. The location on the site plan shows the fencing in the right-of-way. Mary Bondurant, Airport Manager, must be contacted prior to removing security fencing or adding additional fencing to insure the fence and location meets the airport security requirements. In addition, the City of Kenai Public Works Department must be contacted prior to placement of fencing in the right-of-way. An excavation permit may be required. City Engineer Buildings must be placed outside the Airport ALP designated reGrric4ed areas Drainage and snow storage appear adequate. Access issues have been addressed. Building Official: Aircraft hangars require a minimum 30-foot setback from property lines unless walls are constructed with a 2-hour rating. RECOMMENDATIONS The landscape/site plan for the proposed Arctic Barnabas Ministries multiple-use (hangar/office/cafe) building appears to meet the objectives of KMC 14.25. This site plan is approved with the following requirements: 1. All landscaping as presented in the approved landscaping plan must be installed within one year after issuance of Certificate of Occupancy. 2. One hundred percent (100%) of ground cover of the landscaping beds must be planted and maintained so that there is no exposed soil within three years of the approved plan. 3. The plan shows landscaping into the edge of the Gity's right-of-ways along Granite Point Street and Willow Street.
