5-a. Discussion -- Bird Viewing Platform Update
Director Frates reported the culvert for the Kenai Boat Launch Road was scheduled to
arrive on June 20 and it was still Kenai Watershed Forum Director Ruffner's intention
to proceed with the initial work for the bird viewing platform around the time the
culvert replacement would be taking place.
5-b. Discussion -- Dip Net Fishery Update
Frates reported the following information:
® Approximately 6,230 lineal feet of safety fencing had been erected around
the sand dunes on the north beach.
• Efforts were being made to revise the informational brochure handed out
to participants of the dip net fishery.

The north shore dune protection ordinance had been passed.
Discussion followed and included the following:
• Because the same environmental disturbances occur, should the
ordinance include the south side beach as well.
® Because the property is for sale, a suggestion the city should investigate
purchasing the Anchor Trailer Court property.
® Include discussion related to the Anchor Trailer Court property
availability on the next Harbor Commission meeting agenda.
MOTION:
Commissioner Poynor MOVED to request an amendment to the north shore dune
protection ordinance to include the south shore. Commissioner Peters SECONDED the
motion. There were no objections. SO ORDERED.
ITEM 6: NEW BUSINESS -- None.
ITEM ?: REPORTS
7-a. Director -- Frates reported the following items:
• The docks damaged by fire were replaced.
• Staff will consider painting the metal frame for the dock facility sign.
• Council approved $40,000 for purchase of fuel.
7-b. City Council Liaison -- Council Member Boyle reported the City Manager
indicated the Department of Natural Resources may have available funding to be used
for dune protection efforts, i.e. viewing platforms and raised walkways.
ITEM 8: COMMISSIONER COMMENTS/QUESTIONS
Osborn -- • Reported a commercial fisher told him silt deposited on the upstream
dock was making it difficult for use, particularly during lower tides. Osborn requested
the issue be included for discussion on the next agenda.
• Asked the status of the no trespass signs and distance between them.
Frates explained, the signs had been ordered and would be approximately 50-80 feet
apart.
Poynor -- Commented signage along Bridge Access Road and Boat Launch Road
warning drivers of slow moving vehicles would be a good idea.

On May 19, 2008, Norton Corrosion Limited (NCL} conducted an inspection of the galvanized
piling that support the City dock. The galvanize coating provides cathodic protection (CP)
protecting the piling from external corrosion. Authorization to perform this work was issued on
April 25, 2008, per PO No. 87506.
Work Performed
Testing was performed by John Keppler, P.E., a NACE certified CP Specialist and Level 2
Coating Inspector. Accessible piles were visually inspected above the water and mud lines at
low tide. Structure-to-electrolyte potential measurements were recorded at representative test
ati ,: to evaluate the level of protection being received. Reathngs were recorded using a
loc___o-
Fluke Model 87 multi-meter in conjunction with a Borin Model SRE-004-SFB saturated silver-
silver chloride half-cell.
Criteria
The applicable criterion established by NACE International indicates adequate protection is
being provided by a potential difference of -0.750 volts or more negative as measured on a steel
structure in reference to the saturated silver-silver chloride half=cell used.
Results
Structure-to-electrolyte potential measurements recorded on the support piling located along the
river fi~ont floating dock indicate less than adequate protection is being received. The attached
data sheet details the results of NCL's inspection. This is similar to the readings obtained during
NCL's most recent dock inspection performed in 1999.
Visual inspection of the piling at the mud line indicate extensive general corrosion has occurred
as depicted in the photos on the data sheet. Pit depth measurements indicate corrosion to a depth
of 210 mils. Please note that active corrosion would not have occurred until the galvanized

coating had consumed, thus limited corrosion would have been expected during the first 10 years
of service.
The piles are in relatively good condition above the mud line. Reportedly, ice damage during the
first winter of operation led to physical damage to piling. The following year the piling were cut
open below the cap and filled with concrete. Though these piling are filled with concrete, they
have no rebar cage to add additional flexm~al support. The concrete should be effective at
eliminating internal corrosion of the piling, thus NCL opines the damage caused to date is
limited to the external surface.
The interface between the mud zone and intertidal/water zone has apparently resulted in a
corTOSion cell where the water zone is cathodic and the mud zone anodic. Thus corrosion
damage Yo date has occurred below the mud line. NCL was unable to determine at the time of
inspection how extensive the corrosion is below the mud line and if it is more severe at depth.
Recommendations
NCL recommends an impressed current type CP system be installed to mitigate further corrosion
of the support piling. Installation of an impressed current CP system will require electrically
bonding all of the dock piling together, installing anode beds and a rectifier unit. The rectifiers
will require AC power for operation all year long.
The site conditions limit traditional work methods. The dock piling are above the water line
much of the time because of the large tidal influence and the mud surrounding the dock limits
access to the piling from below. The use of galvanic anodes is ruled out at this time.
Prior to providing a design. scope and budget, NCL would like to review drawings of the dock.
This will permit us to provide a conceptual design based on a required current output. Please
provide a set of dock drawings with pile driven pile depths. Upon our receipt, we will be happy
to provide a scope and budgetary costs to design and install CP.

this work, or simply in regard to introducing NCL to you. NCL appreciates this opportunity to
