Freas, City Clerk DATE: May 14, 2007 RE: MINI-GRANT FORM AMENDMENTS At its January 20, 2007 meeting, the Mini-Grant Steering Committee members briefly discussed amending the mini-grant application forms to indicate a change in the grant request amount to be paid in advance (from ninety percent to fifty percent). The proposed amendments were prepared and the information forwarded to the Kenai City Council for review and consideration at its February 21, 2007 meeting. At its February 21, 2007 meeting, the Kenai City Council discussed the issue and suggestions were made. The Council then returned the issue to the Committee for further discussion. A copy of the February 21, 2007 council meeting minutes is attached with regard to the mini-grant application amendments. A copy of the mini-grant application forms is also attached with the Comnuttee's suggested changes. The proposed amendments are indicated as follows: Deletion of wordinE = Capitalization of wording to be removed placed within brackets Addition wording = Underline of letters/wording to be added If you have any questions, please contact me. Clf Attachments KENAI CITY COUNCIL MEETING FEBRUARY 21, 2007 PAGE 8 Introduced by approval of consent agenda. H-4. Approval -- Mini-Grant Application Amendments. MOTION: Council Member Swarner MOVED to amend the mini-grant forms to reflect the change of awarding fifty percent of funding (from ninety percent) prior to the beginning of the project and requested UNANIMOUS CONSENT. Council Member Eldridge SECONDED the motion. Council Member Boyle objected to the request for unanimous consent and stated the prepayment of funds allows for groups otherwise without funds to participate in the program. Mayor Porter explained the suggested amendments to the documents was suggested by the Mini-Grant Steering Commttee. Alternate suggestions were offered, including: • Allow for payment of "not to exceed ninety percent of the total." • Allow for an initial fifty percent award and at a progress point, allow additional funding. MOTION: Council Member Moore MOVED to send the su~estions back to the Committee for further discussion. Council Member Swarner SECONDED the motion and requested UNANIMOUS CONSENT. There were no objections. SO ORDERED. H-5. Approval -- Rental Agreement/Chevron North America Exploration and Production -- Alaska Regional Aircraft Fire 1Yaining Center. MOTION: Council Member Ross MOVED for approval of the rental agreement, Chevron North America Exploration and Production/Alaska Regional Aircraft Fire Training Center. Council Member Moore SECONDED the motion. Council comments included: • Concern of leasing city-owned space and being in competition with the public. • Typographical error on Page 16. • Since it is an rental agreement for Chevron to take over the training position (formerly held by Unocal), at the training facility, it would not be in competition with the public. Provides funding in the form of mini-grants for residents, school programs and organizations to use for projects that will have an immediate, positive, and long-lasting effect for their neighborhoods [AND] in the City of Kenai. Mini-grants are intended to provide start-up funding for small innovative projects within the City of Kenai. Our goal is for families, neighbors and all members of Kenai to work together to build healthier neighborhoods, help kids succeed in school anal improve the quality of life for all residents. Who may apply: Youth, neighborhood groups, organizations, and individuals who have a desire to improve the quality of life in their community. How to apply: Complete a Together We Care! Mini-Grant application. Applications may be submitted for review by September 15, January 15, and May 15 of each year. If September 15, January 15, and May 15 are not regular City workdays, the submittal date shall be extended to the close of business of the next regular City workday. Tyues of Protects: Only new or expanded projects will be considered. Selection: Grant recipients will be chosen by the Steering Commttee, appointed by the Kenai City Council. The Steering Committee will include the Niayor, Kenai Economic Development member, one representa`~ive each from Kenai Central High School and the Kenai Chamber of Commerce. Funding: The City of Kenai may provide funds in its annual Legislative Budget for distribution. The maximum grant amount the Committee may award is $500. Grants larger than $500 must be approved by the Kenai City Council. Awards for funding are granted to prior-approved projects only. Protect Completion: Upon completion of the project, a report must be filed with the Together We Can! Steering Committee and the report will be submitted to the Kenai City Council explaining how the funds were spent and the outcome of the project. ~x„a~~r C Revised 8/ 16/06 Procedures: Applications are submitted to the City of Kenai Together We Can! A report will be given to the City Council of awarded projects. A written report must be submitted to the Steering Committee within thirty (30) days of completion of the project. Council will present a proclamation upon receipt of the completed project and financial reports. Awards: Projects most likely to receive funding are those that will benefit the community/neighborhoods the most. This includes projects that create the most visible and lasting change. Freas, Cit~ DATE: May 6, 2008 RE: KALEIDOSCOPE SCHOOL OF ARTS 8c SCIENCES MINI-GRANT APPLICATION-- 'Koior Kenai' The Kaleidoscope School of Arts & Sciences have submitted an application for amini- grant. The project for which they have applied for funding is "to plant bulbs and perennials in the field across from Kenai Chrysler" along with placing cedar barrel planters of flowers at the corner of Forest and the Kenai Spur Highway (the students would be in charge of weeding and caring of the planters because they would be within walking distance of the school). (A copy of the grant application is attached.] The planting of bulbs to add some color to that area of town is a likable idea, however, because the property across from the Kenai Chrysler Center is Airport Land and because of its past use, I thought the proposal should be brought to your attention. The Mini-Grant Steering Committee will be meeting in the near future (tentatively May 19, 2008) and if there are any objections to this project proceeding on this property, please let me know prior to May 15, 2008. I will include this memorandum, along with any responses from you in the Steering Committee's packet for their review and information. Our mission to promote economic development, stimuIau job growth, provide iaitiadves to promote local businesses, aad foster positive relations between business and community fox the benefit of Kenai. Project Relevance: The Kenai Chamber of Commerce has been appointed cbampioar by KEDS fox the Quality of Life Committee. Under this committee asub-committee, Old Town, was formed. There is still a concern for the lack of sigaagc in Old Town, where one of our most aignificaat landmarks resides, the Russian Orthodox Church. In 2007, the Kenai Chamber of Commence received aMini-Grant from the City of Kenai in order to install a new sign in front of the chamber cabin that reads, "Welcome to Old Town." We are cunendy seeking funding to have a directional sign installed to accompany the new Old Town sign. The directional signs will contain signage directing visiinxs of Old Town to points of interest and area businesses. Community Benefit: Directional signs aze used world-wide to bctten welcome visitors (tourists and community members) to a designated area and provide resourceful itaformadon for touring the area. The projects successful outcome can he justified through the amount of time we spend utilizing other communities' directional signs when we travel. Timeline: Once we have been assured of the grant we will coateact with Ashby Designs of Kenai to create the signs for points of interest areas in Old °i`own (ie. Russian Orthodox Church). Freas, Kenai City DATE: February 21, 2008 RE: PREPARATION OF COMMISSION/COMMITTEE PACKETS During a recent commission meeting, a discussion took place about the meeting packets and a desire to have them provided as a PDF file. This discussion has come up previously and at that time, it was felt that packets should continue to be provided as a hard copy. Presently, packets are copied and mailed to all seven of the commissions/committees provided through this office as well as the Planning 8v Zoning Commission. To maintain consistency and less confusion, this method will continue. However, on the same day the packets are prepared and copied (which is done a week prior to the meeting), the packets aze also uploaded as a PDF file to the city's webpage where it could be downloaded and saved to a hard disk if so desired. We have been uploading complete packets of all the commissions/committees since our new ' COpler(SCarlner ~x~ae in eta sled, ThP era_n_ner nniy seanc in black and White and that iS w[]y WP, try to provide color copies of maps, etc. in packet envelopes along with the hard-copied packet. It is my understanding, a member indicated the City Council's packets are sent to them as a PDF file. This is incorrect. At their direction, the council members receive a hard copy of the meeting packet. In addition, a copy of the packet is placed on the cit}~ s webpage where it can be viewed or downloaded and saved if desired. You will find the commissionJcommittee e-packets on the webpage as follows: • Go to www.ci.kenai.ak.us • Click on 'Commissions & Committees' at the top of the page (just under the picture). When you arrive on the 'Commissions 8v Committees' page, scroll down to 'Your' Commission and click on 'Next Meeting Agenda.' From there you can review the packet or download and save it to your hard disk.
