The committee members reviewed and discussed the application submitted by Mr.
Carlson requesting reimbursement of costs related to a Boy Scout project.
The consensus of the Committee was to not fund the project.
5a-2. Beverly Nierstheimer, Kenai Fine Arts Center -- Refurbishment of
Kenai Fine Arts Center Sign
The committee members reviewed and discussed the application submitted by Ms.
Nierstheimer, Kenai Fine Arts Center requesting a grant to purchase a directional sign
to the Center.
The consensus of the Committee was to not fund the project and request additional
information from the applicant.

For my Senior Civic Project, I have decided to focus on an event that will benefit
as many local community members as possible. The Kenai Boys and Girls Club is
creating a special day within one of their programs... Lights on After School. This day is
designed to educate the kids and families ali over the Peninsula to realize the importance
of after school programs. I have talked with the Kenai Unit Clubhouse Director,
Kimberli Dent, and have been approved to host and design this day for the community.
The date for Lights on After School will be Thursday, October 12, 2006 from 5:30-
7:30pm. It will take place in the gym at the Kenai. Boys and Girls Club.
Lights an After School is a day celebrated nationwide and dedicated to kids. It's
goal is to ensure all children have access to quality, affordable after school programs. The
non- profit entities it is sponsored by, The After School Alliance and The Boys and Girls
Club, are organizations that focus on kids and their essential needs. This event will
benefit the whole community by serving and calling attention to everyone in the public.

helps families, the communities and most of all kids. In America, 1 in 4 kids, 14.3
million children, are alone and unsupervised after school. The hours between 3p.m. and
6p.m. are the peak hours for juvenile crime and experimentation with drugs, alcohol,
cigarettes and sex. After school programs keep kids safe, help working families and
inspire learning. They provide opportunities to help young people develop into successful
adults.
My plan is to work on making this day very successful in the local area and I hope
that it helps people realize things they may take for granted. Although my schedule is not
firm yet, I plan to work on week days to improve and structuralize the event. The actual
day for Lights on After School , is October 12, so I have until then to get this day
Cogether. I will be working with my supervisor Kimberli. Dent, on making it a well-
known upcoming event. I will do this by making flyers, posters, and sending letters to
the press (newspaper, radio stations, websites, the mayor). My main goal is to involve
the community as much as possible, and encourage families and the public to attend this
event. Below I have included some facts about children and how more after school
programs can benefit and have a positive effect on Them:
* More than 14 million school age children (25%) are on their own after school. Among them are
mare than 40,000 kirulergarteners.
Only 6.5 million K-12 children (11 %) participate in after school programs. An additional Z~
million would participate if a quality program were available in their community.
9 in 10 Americans want all children and teens to have some type of organized activity or safe
place to go after school.
* More than half of voters (SS percent) think that there are not enough after school programs
available for children in America today.
Teens who do not participate in after school programs are nearly three times more likely to skip
classes than teens who doparttictpate. They are also three times more iikeiy to use marijuana or
other drugs, and they are nwre likely to drink alcohol, smoke cigarettes and engage in sexual
activity.

Community Improvement Plan

Many children who stay at the LeeShore Women's Resource Center are in need of
an item for comfort. For this reason, Taylor Lovett and I have chosen to make quilts and
baby hats to donate to the Center as our Senior Civics Project at Kenai Central High
School. Each year, around Christmas, the Center receives a huge donation of home-made
blankets from around our community, and we would like to contribute to that this year.
Taylor will be in charge of making the baby hats, while I am making the blankets.
Barbara Waters, who is the volunteer coordinator for the Center, she told me that they
would be happy to accept our donation. We will also be working with Lori Symore, a
local sewing enthusiast, to create the blankets and hats.
Our project will benefit the children who stay at the Center. They wIll be
comforted by means of a blanket to sleep with and a doll to play with. We believe Chis
will help relax the mother; giving her more time to look for a job, find a new place of
residence or whatever else the need maybe. I enjoy malting blankets, and have been
taught by one of the most influential people in my life, my mother. Our project will
benefit some of the neediest people in the community. We hope to help the children
whose lives have been impacted by violence and upheaval by giving them the comfort
and love in the foam of a home-made blanket and hat.
Taylor and I are applying for a grant of $400 to purchase materials for the quilts
and toys including cotton and flannel material, gloves, thread, batting, and other
miscellaneous items we may need. I plan to make four 48"x48" baby blankets. Taylor's
plan includes malting several hats. I believe I will be able to work on this project on
Thursday afternoons. We plan to start as soon as possible and will plan to complete the
project before Christmas, in order to participate in the LeeShore Center's Holiday Drive.

you submitted for a sign project for the Kenai Fire Arts Center.
What we understand is this:
• Your initial submittal was received June 12, 2006 and included only a brief
description of the project and a request for $441.43, however the full application form was not
included.
• The Steering Committee ra~rie~xrerl ymir cui~mittat aFld requested aLlrli4innal
information on June 26. 2006.
• The additional information you furnished indicated your project was already in
.progress prior to submittal of the Mini-Grant request.
• The information you submitted indicated the sign had already been ordered
prior to the grant request.
• Your comments lead us to believe you did not realize approval for amini-grant
request was required prior to the sign being paid for with Mini-Grant Program funds.
We are unsure of where you may have received the misinformation related to application
requirements, etc. A copy of the Mini-Grant procedures and application are enclosed for your
review and the application packet may also be found on our website at www.ci.kenai.ak.us. As
you will note, the Steering Committee will meet again on September 15 to review new
applications. We hope you will consider submittal of a Mini-Grant Program application for a
future project.

Mini-Grant Procedures

• Students make application and have signed/approved by government teacher.
• Application submitted to City of Kenai for Together We Can! steering
committee review.
• Upon approval of application, 90% of grant funds will be issued through the
finance department.
Letter will be written to students with recommendations or requirements of the
steering committee.
• Report will be given to Ciiy Councii of the awarded project.
• Upon completion of project or end of semester, students written report must be
submitted to the Together We Can! steering committee. This final report is
ATORY.
• Once the project/financial reports are completed a proclamation will be
presented at a city council meeting.
P1ote: This same procedure will be used if application is submitted
by an adult applicant, with the exception getting approval from the
government teacher.
The projects most likely to receive funding are those that
nefit the community/neighborhood most. This includes
,,rojects that create the most visible and lasting change.

Describe the project: The project is to acquire a new sign to replace the old sign
already at the Kenai Visitors Center, refurbish the old sign and put it up a short
distance from the corner of Cook Street. The new sign is going to be two bears
carrying a board with the "Kenai Fine Arts Center" on it and a small arrow
dangling under the board pointing the way toward Cook Street. The bears will co-
ordinate with the bear at the Commerce Building and draw attention to the
Visitors Center at the same time. The arrow under the board will remind everyone
to come down to the Fine Arts Center.
2. When do you expect the project to begin and end?
Estimated proiect start date? The sign has been found and is on hold until the
moneys are appropriated to pay for it.
Estimated project end date? We would like to put the sign up as soon as the city
council approves the variance application; and should be installed within one
working day thereafter as long as the sign is paid for and in our possession.
3. Briefly describe your group. The Kenai Fine Arts Center is a 501(c 3)non-profit
organization that supports and displays pottery and fine art products to our
visitors, residents and tourists~~~j ' L.A`~

6. How will you know if your project is successful? Many people who have lived
in the area for many, many years do not know that the Fine Arts Center is here.
We will know just by the increase of visitors to our little historical Center.
