Attorney Graves noted he believed the disclosure was adequate and because there was no direct or indirect firxancial interest, Mayor Porter should be allowed to vote on the resolution. There were no objections from council members. There were no public carnments. It was noted, the purchase of the vehicles would be made through a State of Alaska competitive bid, the vehicles met the city's specifications, and there were approximately eightbidders on the State's list. To allow employees to review the plan, a motion to postpone was offered. MOTION TO POSTPONE» Council Member Molloy MOVED to postpone approval of the health care plan and consider it at a special council meeting, scheduled for December 26, 2007 at 5:00 p.m. Council Member Eldridge SECONDED the motion. ITEM I: COMMISSLON/COMMITTEE REPORTS I-1. Council on Aging -- Council Member Eldrdige reported the neat meeting would be held on January 10, 2008. I-2. Airport Commission -- Council Member Malloy reported the next meeting was scheduled to be held January Z0, 2008. I-3. Harbor Commission -- Council Member Boyle reported the Commission met on December 10 and reviewed the meeting summary which was included in the council packet. I-4. Library Commission -- Council Member Smalley reported the Commission would meet again on January 8 and the meeting summary of the December 4 meeting was included in the packet. I-5. Parks 8v Recreation Commission -- Council Member Eldridge reported the Commission would meet next on January 3, 2008. I-6. Planning Sv Zoning Commission -- Council Member Ross reported the Commission met on December 12 and review the minutes which were included in the narlrat t•»..._..... I-7. Miscellaneous Commissions and Committees I-7a. Beautification Gommittee -- Council Member Swarner reported a special meeting would be held on January 8, 2008. I-7b. Alaska Munscipal League Report -- Council Member Smalley reported he would attend a telephonic meeting of the board on January $ and he and Council Member Swarner would be attending the winter AML meetings, January 22-24 in Juneau. I-7c. Joint Kenaf River Working Group -- Council Member Ross reported no further meetings were expected and the line item could be removed from the agenda. I-7d. Mini-Grant Steering Committee -- No report. ITEM J: REPORT OF THE MAYOR -- Mayor Porter noted the following: • She participated in the funeral service for Chester Cone eazfier in the day.. Because Mr. Cone was a member of the Charter Commission, she suggested a 12 KENAI CITY COUNCIL MEETING DECEMBER 19, 2007 PAGE 6 memorial stone be placed with a plaque at Memorial Park with all the names of the Charter Commission included. Council stated no objections. • She purchased a crystal vase to present to Mrs. Cone in honor of Chester's contribufions to the City of Kenai. • She represented the city at memorials for the crew of the lost Lifeguard helicopter. • Referred to information included in the packet related to confinuing the CityLinks program. Council stated no objection to continuing the program. ITEM K: ADMIIVISTR?bTI(3N REPORTS K-1. City Manager -- City Manager Koch reported the following: • He met with representatives of the Kenai Visitors 8v Convention Bureau related to retrofitting and repairing the building floor. The issue will be brought to council For discussion in the hiring of a designer and the city attorney would continue working with the claims administration in the class action suit. • A request was made by AML for municipalities to consider adopting a resolution supporting an 85/ 15 split of PERS costs to the Legislature. Administration would be talking with the area legislative delegation aboui it and bring it forward to council at its next meeting. A request was made to meet with area legislatures prior to their going to Juneau. K-2. Attorney -- City Attorney Graves reported the following: • He was working wife Finance Director Semmens and Airport ivlanager Bondurant related tc updating the airline operating agreement which would be brought before council for discussion in January. • He would be attending the January 3, 2008 Parks &. Freas, City Clerk DATE: January 2, 2008 RE: COUNCIL MEETING TAPING/BROADCASTING At the December 19, 2007 council meeting, Council Member Molloy requested an update of efforts related to taping and broadcasting city council meetings which follows: • It is my understanding, a contract with Kenai Central High School (KCHS) has been prepared and forwarded to Mr. Beeson and to date, the contract has not been'r'eturned. °• ,"°~tudents have taped four meetings. As noted in my earlier memorandum, after viewing the tapes, I had some concerns which included placement of the camera in order to include the whole dais in the picture; zooming in on speakers at the dais to allow those watching the video to be able to discern who is speaking; those seated at the dais remembering to turn on the microphone before speaking into it; sitting up when speaking into the microphones; students being sure to have sufficient tapes with them to tape the entire meeting (two meetings were not completely taped), etc. • A memorandum noting concerns with the student taping of the meetings was forwarded to the city manager, who, it is my understanding, would forward the information onto Mr. Beeson at KCHS. The memorandum suggested the students watch the tapes to better understand the areas needing improvement. • It was my understanding, the Clerk's Office was to be the contact person from City Hall, and that if students would be unable to attend a council meeting for taping, Mr. Beeson would. No one was available for taping the December 19, 2007 council meeting. Notification was made to me and other administrative personnel during the work session prior to the council meeting. In speaking with a GCI representative, broadcasting of the meetings can begin at any time, however the City would be responsible in providing them with a complete meeting tape, on a consistent basis with any needed editing done prior to submission to GCI. The City must also identify a day and time when the meetings are to be aired. There is much to be done to make sure that our voice is heard at the state and federal level. It is crucial that we all work together in order to influence the Alaska Legislature and the U.S. Congress. This year, our main state priorities are: Revenue Sharing annually based on 6% of all natural resource revenues to the State with a $250,000 base to boroughs; a $75,000 base to cities; and a $25,x00 base co unincorporated communities; with the remainder to be allocated on a per capita basis. State responsibility far 85% of the unfunded obligation for PERS/TRS, with municipalities picking up 15% of that same obligation. Workable solutions to help municipalities with their energy needs, in terms of cost, access, availaiaility, maintenance, alternatives, etc. We spend a great deaf of time working on other legislation that affects all of us; from climate change to property tax exemptions; mandates; public safety; education and natural resource issues. It is important for all of us to be aware of federal legislation, as it plays a large part in the fiealth of Alaska's communities. Through AML's membership and involvement in the Nationa! Association of Counties (NACo} and the National League of Cities (NLC}, we are able to keep all of you involved in up-to-the-minutes happenings in issues such as Payment in Lieu of Taxes {PICT}, Secure Schools {timber receipts), ANWR, and federal funding.
