Molloy A quorum was present. ITEM 2: ELECTION OF CHAIR AND VICE CHAIR MOTION: Commissioner Bielefeld MOVED to nominate Knackstedt as Chair and Commissioner Haralson SECONDED the motion. ITEM 4: APPROVAL OF MEETING SUMMARY -- November 8, 2007 MOTION: Commissioner Porter MOVED to approve the meeting summary of November 8, 2007 and Commissioner Versaw SECONDED the motion. Discussion -- Zoning of Airport Lands and Comprehensive Plan City Planner Kebschull reported on land use and zoning issues of airport lands, clarifying definitions on platting, zoning and subdividing. Commissioner comments included: • Requested identification of other airport lands designated as buffer zones. • Possibility of rezoning the majority of airport as conservation to meet the need and shorten the application process. • The definition of conservation was pretty clear. • Suggested the majority of airport land be rezoned Light Commercial, and subdivided to meet the need. MOTYON: Commissioner Haralson MOi7ED recommending the staff bring back a proposed resolution to rezone airport land currently defined as conservation. Commissioner Zirul SECONDED the motion. There were no objections. SO ORDERED. 7-b. Discussion -- Development of Float Plane Basin Bondurant requested ideas from the Commission to develop the float plane basin, noting the immediate need for access, utilities and subdivision. Commissioner comments included: • Would like to see large lots with a minimum of 200 feet on the water side and 300 feet on the west side. • Requested the Airport Manager bring a couple of development ideas to the next meeting. ITEM 8: REPORT 8-a. Commission Chair -- None 8-b. Airport Manager -- None 8-c. City Council Liaison -Molloy reported an additional $30,000 was approved for the engineering services contract at the airport. ITEM 9: COMM%SSYONER COMMENTS AND QUESTIONS Porter requested information on TSA. Bondurant reported they had left, but were still renewing and paying their lease and added, there was not enough demand and it was AIRPORT COMMISSION MEETING JANUARY 10, 2008 PAGE 2 too expensive to keep personnel in Kenai. Subdivision Dear Ms. Howard: Confirming our telephone conversation of October 9, 2007, the following responses are submitted to your letter of September 26, 2007 as well as your Memorandum to Rick Koch, City Manager, and Memoranda of Marilyn Kebschull and Mary Bondurant. Kim Howard Memorandum to Riek Koch: 1. FAA Form. 7460-1 needs to be submitted to the FAA, and we will do so. 2. At this time the building height is projected to be 45 feet. F.B.O. services aze one of the proposed activities, which includes selling of feel. However, there will not be any storage tanks on site. This service will be contracted out. 4. Our error. We are a current sub-lessee. 5. There will be no sleeping quarters on site. The term "house" refers to offices and space necessary to conduct business. 6. We will plan on relocating the facility to incorporate the 30 foot setback. 1WFarilyu Kebsehuli lVFemeo (Page 2j to Rick Koeh: • There v~rill be no fuel storage on the property. • The landscape/site plan will be included when the application for the building permit is submitted. / Any paved area used for aircraft parking and maintenance is seal coated to prevent pavement damage from engine oil and lubricants. / Any airport ramp space used for aircraft parking must be approved by the Airport Manager and will be subject to rates and fees. I agree with Ms. Howard's issues and look forward to clarification prier to approval. Lease Application -Everts Air Fuel, Inc. Page 2 Lots 5 & 6, Block 1, F.B.O. Subdivision Industrial area is defined as, "The Airport Industrial district identifies airport lands reserved for the Kenai Municipal Airport and its future expansion, and tracts needed for present and future aviation- related uses and activities." The proposed use conforms to the Comprehensive Plan. The proposed Airport-Dependent Development District has not been established. Zoning -The property is zoned IL -Light Industrial. Airports and related uses and professional offices are permitted within the zone. The proposed use meets the zoning. Future Airport Improvement Projects -There are no airport projects planned in this area at this time. The above comments are restricted to the requirements of KMC 21.10.070 (3). In addition, I would like to provide add additional comments for consideration. The height of the proposed structure is within. the height restriction for the area. Additional information is needed related to the fuel service. If the intent is to store large quantities of fuel, it appears a conditional use permit may be needed. The Land Use Table lists Fuel Manufacturing/Storage as a C9. • The site plan submitted with the application has been reviewed. The site plan with the application covers the basic areas of the code. A landscape/site plan will be required when the application for the building permit is submitted that meets the requirements of KMC 14.25. That plan will be reviewed for code compliance. The application. lists aircraft maintenance as a primary use of the hangar. The narrative states the hangar will be the headquarters for a fuel service operation and will be primarily used to store and maintain aircraft used for a fuel service operation. The size of the proposed hangar will not accommodate the aircraft listed in the application. Are parts removed for maintenance? • The setback for the hangar must be clarified to insure the proposed structure meets the building code. • The narrative describes an 8-foot fence to screen open storage. More information should be obtained to ascertain what they are planning on storing at the facility. The fence will require a building permit. The narrative notes a dumpster will be located on the south side of the maintenance building, the dumpster must be screened to meet the requirements of KMC 14.25. It appears that the proposed development conforms to the Airport Land Use Plan, the Comprehensive Plan and zoning. At this time there is no future airport - project listed for these parcels. We utilize air tankers and fuel trucks to provide fueling services throughout the State of Alaska. The Market By offering services via both air and ground we cover the State of Alaska equally. The air market is restricted to those communities not serviced by the barge system or overland road system during the winter months. The trucking market is highly competitive and in order to work your way into this market it will take combing multiple deliveries bi- directional.
