Please use the link below to register: https://us02web.zoom.us/meeting/register/UP9WMLxuTmi_ikHiaeBeTA PLANNING & ZONING CONDITIONAL USE PERMIT WORK SESSION CONDITIONAL USE PERMIT & DEVELOPMENT REVIEW The City of Kenai seeks to ease the development of businesses throughout the city, and also recognizes the need for safeguards for residents, existing businesses, and public safety One mechanism to allow for development has been the Conditional Use Permits (CUPs) process, which allows for uses that are not permitted by right, but are permitted subject to certain conditions once approved by the Planning & Zoning Commission Planning & Zoning staff monitor active CUPs, in accordance with KMC 14.20.150. In areas with high numbers of CUPs, staff looked into the type and longevity of the CUPs In areas with higher numbers of similar CUPs, existing development may no longer conform to the zoning of the district as it was intended KENAI CONDITIONAL USE PERMITS CONDITIONAL USES 0 50 100 150 200 250 Residential Commercial Industrial Public/Misc. Principal Conditional Not Permitted Secondary CONDITIONAL USES Current Land Use Table: 549 Conditional Uses 308 Permitted Land Uses 362 Non-Permitted Land Uses CONDITIONAL USES Marijuana 9% RV Parks 8% Guides/Lodging/Cabins 24% PUDs 9%Residential 11% Child Care/Schools 5% Natural Resources 17% Mixed Use 16% Restaurants/Others 1% CONDITIONAL USE PERMITS 92 Active CUPs ~25% of all CUPs relate to lodging/cabin rentals/guides ~25% of all CUPs relate to natural resource extraction or marijuana 11% are residential Larger developments or # of units MOUTH OF KENAI RIVER, CANNERY, & BRIDGE ACCESS Current Proposed Rezone parcel 04910134 to Working Waterfront (10.24 acres) & extend conservation area north of cannery Large mostly city-owned parcels west of Bridge Access and north/northwest of the cannery are in the floodplain Conservation maintains these parcels as open space and allow for the existing landing strip (privately owned) Development on mudflats or estuary (even if built above the Base Flood Elevation) would be subject to destruction through ice dams, earthquakes/soil liquefaction, and/or tsunamis Parcels south of the proposed conservation lands have CUPs for Condominiums, Restaurant, Bar, Food Vendors, Commercial Recreation, Bakery, RV Park, Cabin Rentals, Lodges, Assemblies, & Planned Use Development (60-unit) All but RV Parks are allowable in Working Waterfront, RV Parks are still a conditional use Working Waterfront would mimic the opposite side of the river along Bridge Access Road JUSTIFICATION REDOUBT AVE Current Proposed Six-unit developments for senior citizens and low-income residents have been developed and more are planned for construction Kenaitze has acquired land and is planning larger-scale development Land uses immediately along the north side of Redoubt Avenue have been more dense in nature than surrounding development Potential expansion of housing developments may require allowing smaller lot sizes JUSTIFICATION ANGLER DRIVE Current Proposed Potential area for rezoning? RR-1 Working Waterfront Starting with two Conditional Use Permits in 1988, and increasing significantly through the 2000’s the area along Angler Drive now has 21 active Conditional Use Permits Guide Services = 9 Lodge = 6 Bed & Breakfast = 2 Cabin Rental = 2 Hotel = 1 Private RV Park = 1 JUSTIFICATION QUESTIONS/COMMENTS?
