H, Norene, Mrs. Norma Walker, Mr, Tom Murphy and Mr. Ken Lancaster, Jr, ITEM 2: APPROVAL OF MINUTES The minutes of the regular meeting of January 22, 1975, were approved unanimously. ITEM 3: OLD BUSINESS a. Statye Land Selection Councilman Ambarian officially reported to th.e Commission that the Kenai City Council had accepted the Commission's second choice of ADL Lot nbrs. 30, 31, 32 and 33 (evaluation of $36,300 - 13.47 acres) of Section 26, T6N, R12W, SM for the State Land Selection, ITEM 4: NEW BUSINESS a, Murphy Lease Application Mr. Murphy advised the Commission of his plans to construct a 2-stall, self service car wash and had made lease application of Lot 9, Block 2, Fidalgo Commercial Center. Mr, Murphy felt that the location of his proposed building site was excellent for potential trade as that area is the hub o:f much activity in th.e area. Councilman Ambarian advised that he felt drawings or layout of the lot, etc. be presented to the Commission before final approval be given., ! '' ~ Motion passed unanimously. b. Sea-Land Freight Service, Inc. - Lease Application Mr. Ken Lancaster, Jr. of Sea-La.nd Freight Service, Inc. advised the Commission that they were presently located on Lot 5, Block 2, of the Cook Inlet Industrial Ai.r Park and are requesting the lease of Lots 6, 7, and 8, Block of CIIAP for the purpose that th.e additional lots would serve as a much needed parking facility for Sea-Land equipment. MOTION Nets Kjelstad moved that the Commission approve the lease application per recommendation from the City Manager in that the lease be for one year contingent upon approval of a development plan and one year for substantial completion of development with an option to renew for 53 years on Lots 6, 7, and 8, Block 2, Cook Inlet Industrial Air Park, Beverly Fi11io seconded the anotion, Motion passed unanimously. c. Public Hearing - Radar Subdivision Jon Nelson, Vice Chairman, recessed the special meeting of the Kenai Planning ~, Zoning Commission for the pur- pose of a Public Hearing to rezone all of Blocks 1, 2, 3, 4 and 9; Lots 1 and 2, Block 12; Lots 1 and 36, Block 17; Lots 1 through 9, Block 11; Lots 1 through 22, Block 10; the SWl/4, SWl/4, NWl/4, Section 25, T6N, R12W, SM; and those areas designated as "Park" all within Radar Subdivision and within the City of Kenai. from Suburban Residential. to Light Industrial. Nels Kjelstad expressed desire for more input f-rom the Borough Planning Department as no study has been presented as to the advisability of the rezoning of the remaining properties in Radar Subdivsion, Mr. Kjelstad also emphasized his feelings in that the previous area in Radar Subdivision had been "spot zoned" and much more investigation should have been made into the matter as to whether areas within the City of Kenai should be C KENAI PLANNING ~, SPECIAL MEE~CING Page three ZONING COMMISSION FEBRUARY 5, 1975 (Public Hearing - continued) interspersed with varying types of zoning not in accordance with the Kenai Compr h s_i,ve Plan r_ t~ /` f ', a4 i ~ '' r'-~i,~ ~ ~~~I \t Z) E, ~~ 1 4• I i ti.1 !~ ~ Jon Nelson advised the Commission that the Borough Planning Commission acted on recommendation of the Kenai Advisory Commission in the matter of the prior rezoning of that portion of Radar Subdivision which is now Light Industrial. Mr. L, H. Norene also expressed the desire to have it on record that over 50% of the property owners in the area had agreed to the rezoning of the remaining por- tion of Radar Subdivision from Suburban Residential to Light Industrial. After much discussion by the Commission and those property owners present on the pros and cons of the rezoning of that portion of Radar Subdivision petitioned, the Commission took the following action: ~~ MOTION ,~' `Beverly Fillio~'moved the Kenai Advisory Planning ~, ' Zoning Commission recommend to the Borough Planning Commission that the subject properties within Radar Subdivision (Blocks 1, 2, 3, 4 and 9; Lots 1 and 2, Block 12; Lots 1 and 36, Block 17; Lots 1 through 9, Block 11; Lots 1 through 22, Block 10; the SW 1/4, SW 1/4, NW 1/4, Section 25, T6N, R12W, SM; and those areas designated as "Park", all within Radar Subdivision and within the City of Kenai) be rezoned from Suburban Residential to Light Industrial. In addition, the Kenai Advisory Commission requests that before a.ny further rezoning of areas ~~thin t~c pity fo ~ Kenai be considered, the Borough Planning C-~=~rs~-~`tci-ir present an extensive and in-depth development plan of the specific area in question. so that zoning be made compatible with the City of Kenai Comprehensive Plan. The Kenai Advisory Commission also recommends that the bluff properties in tl~e area of Radar Subdivision remain as Rural Residential and not be rezoned in the future. The motion was seconded by Harry Gaines. ~, Motion passed unanimously by the Commission.
