ITEM 5: ADJOURN KENAI PLANNING ~ ZONING COMMISSION REGULAR MEETING, FEBRUARY 26, 1975 7:00 P.M., CITY MANAGER'S OFFICE RON MALSTON, CHAIRMAN ITEM 1: ROLL CALL Members Present: Ron Malston, Jon Nelson, Nels K~elstad, Betty Glick, Clifford Heus, Harry Gaines Members Absent: Beverly Fillio Ex-Officio Member Present: Councilman Edward Ambarian Also Present: C. R. Baldwin, City Attorney ITEM 2: APPROVAL OF MINUTES, FEBRUARY 5, 1975 The following corrections are to be made: Page 2 - as Jon Nelson was acting Chairman, the motion is to be deleted and the following adjustment: "Jon ~ Nelson suggested Commission table action...." Page 3 - before the first complete paragraph, it should be noted that Nels Kjelstad left the meeting at 8:05 p.m. Page 3 - the reference to Vice Chairman Jon Nelson bringing the special meeting of the Commission back to order should be inserted prior to the Motion. Page 3 - within the Motion the reference ....the Borough Planning Commission present an extensive.... should be changed to .....the Borough Planning Department present an extensive ..... The Minutes were approved as corrected. ITEM 3: OLD BUSINESS a. Conservation Area - Kenai River Bridge Commission requested that Administration select the direction to take with regard to establishing a Conservation Zone in the new Kenai River Bridge area and report to the Commission so that they may take action on the matter. Baldwin, City Attorney Before discussion of the proposed Ordinance of City-owned lands, Mr. Baldwin advised the Commission not to discuss the Tibbets case at any time before the Public Hearing so that they will not appear prejudiced in the matter.. Ordinance defining rules and regulations governing the administration of City-owned lands -- Mr. Baldwin asked that the Commission review the proposed Ordinance and make any additions or suggestions they think pertinent. Minor additions and corrections were made and Mr. Baldwin advised the Commission that he would prepare the Ordinance in final form. b. Resolution on certain tax foreclosed properties Administration submitted a letter from the Kenai Peninsula Borough rec{uesting that if the City of Kenai had no immediate public use for subject properties located in or near Ninilchik, that a Resolution be passed accordingly. After review and discussion by the Commission, the following action was taken: MOTION Nels Kjelstad moved that the Commission recommend to the Kenai City Council that a Resolution be passed finding that certain tax foreclosed properties located in or near Ninilchik are not rec{uired for public use and that the same should be placed on a list of properties for sale.
