ITEM 1. .ROLL CALL:
Members Present: Ron Malston, Roland Raymond, Beverly Fillio,
Cliff Heus, Harry Gaines, Nels Kjelstad..
Also Present: Vic Tyler, Howard Hackney, Jim Payne, George
Day, Peggy Arness, and Edward Ambarian, Ex Officio member.

ITEM 2. APPROVAL OF MINUTES, APRIL 23, 1975
Page 3, paragraph 3, should read: "Nels Kjelstad stated that
it might be worthwhile to have the hearing. .
Page 4, paragraph 6 should read "Beverly Fillio moved and
Clifford Heus s he°duiec3. the motion.
Page 3 paragraph 3 comment by Nels Kjelstad should be moved
} after the motian.
Beverly Fillio moved that the Minutes of the Meetings of
April 23, 1975, to be accepted, as corrected.Harry Gaines:
seconded the motion. Passed unanimously.
ITEA4 3. OLD BUSINESS ;
(A) Pro osed site for the Chamber of Commerce Information Center
George Day stated that Caviar Street was FA ap~s~y and
has to be st~l-d for the Fair Market Value.

The Chamber of Commerce has appropriated funds, the problem
is a matter of location.: There is help readily available
to move the cabin from the North Road location because
of the heavy construction being done in that area this year.
Peggy Arness stated that the information center should be down-
town . ~'

Ron Malston stated that the green strip should be left a tourist
area and. moved to table the matter until the next meeting.

Beverly Filli stated applicants are appearing before
the Borough The Commission denied ~3~ the conditional

ITEM 4: NEW BUSINESS
(a) Vic Tyler-Forrest Drive- Trailer
Vic Tyler asked for a five year varience to move another
trailer on his property to replac trailer that is presently
there. .The varience was ~~ ~~Mr. Tyler was advised to ~3-~'~ ~~/l..

(b)- Sharon L. Subdivision No.1 - Plat
John Williams reshaped the subdivision of his lots from an
"L" shape to form three lots, two of which~~he will-use for
construction. and the third to be used an an option to the
buyers of ::the other two lots an additional lot purchase.
He is planning to use Lot 2 ~ 4 for construction giving the
buyers a chanve to purchase Lot 3.
Cliff Heus moved to approve Sharon L. Subdivision Preliminary
. Plat. Harry Gainesseconded it.
Nels K}elstad asked that the motion be amended, Clif Heus

(d) JIM PAYNE'_S OCEAN SIDE SUBDIVISION FINAL PLOT
Nels Kjelstad moved for approval on Jim Payne's Oceanside
Subdivision Final Plat with the following stipulations.
1. ~et back 25' instead of 20'.

they are brought up to city standarts.
Beverly Fillio seconded the motion.
Passed unanimously.
(e) NAMING OF KENAI RIVER BRIDGE AND APPROACHES
Phil ,Aber presented a letter received. from Loretta Knackstedt ~~-~t'PrN, 9
-naming the new bridge and road:.

(f) Septic .System Permits
Public Works Director Phil Aber asked the Commission their feelings
on limiting developers on a number of septic systems- within a
subdivision, The situation is dire in certain areas where the
waster supplies and septic tanks are .n abundances and laying
side by side. °~
"" Mr. Aber. will talk with. officials in the State regarding this
situation.
(g) Dolchok S/D-Preliminary/Final- No plans, plats., etc submitted
No representation at Commission, No action taken,
(h) Work Session
As many of the Commission members felt a need fos further research
discussion, etc, on various subjects. on Planning and Zon~,ng, a work
session was set for May. 20, Tuesday, at 7:00 p.m, in the City Man-
agers.Office.

ITEM 3. OLD BUSINESS
(A) Pro osed site for the Chamber of Commerce Information Center
George Day stated that Caviar Street was FAA property and
has to be sold for the Fair Maxket Value.
The Chamber of Commerce has appropriated funds, the problem
is a matter of location. There is help readily available
to move the cabin from the North Road location because
of the heavy construction being done in that area this year.
Peggy Arness stated that the information center should be down-
town.
John-.Williams suggested checking into part by the telephone
company property to find out a chance of leasing ity
Phil is checking into the legal aspects of the green strip
location.

Beverly Fi11io stated applicants are appearing before
the Borough. The Commission denied merely the conditional
use permit, not the gravel pits.
ITEM 4: NEW BUSINESS
(a) Vic T ter-Forrest Drive- Trailer
Vic Tyler asked for a five year varience to move another
trailer on his property to replace a trailer that is presently
there. The varience was denied and Mr. Tyler was advised to
appeal through a hearing.
{b) Sharon L. Subdivision No.l - Plat
John Williams reshaped the subdivision of his lots from an

He is planning to use Lot 2 F, 4 for construction giving the
buyers a chan~,e to purchase Lot 3.

Nels Kjelstad asked that the motion be amended, Clif Heus
amended.
Nels Kjelstad stated that the final plat have the following:
1. Temporary 1/2 cul-de-sac on the East end of
"C" street, Lot 4.
2. Statement assessment
3. Ownership around the property.
4. Subdivided or unsubdivided
Passed unanimously.
(c) .Spruce Grove Subdivision Plat
John Williams represented the client.
Building construction had already been started. The plat
-- was not presented to the Commissions office until last week.
Cliff Heus moved for approval of the Spruce Grove Subdivision
on the following stipulations:
1. Temporary culde-sac North 32nd on Lot 2 Blk ~.
$ Lot 3 Block 2
2. Temporary cul-deTsac North. 31st on Lot 4 Blk 2
3. Covenant City assessments.

subdivision. The situation is dire in certan`areas where the
water supplies and septic tanks are in abundanc~c' and lading

Mr. Aber will talk with. officials in the gtate regarding this
situation.
