ITEM 1: ROLL CALL
Present: Ron Malston, Raymond Roland, Nels Kjelstad,
Clif Heus, Harry Gaines, Beverly Fillio (in late)
Absent: Betty Glick
Ex-Officio member present: Councilman Edward Ambarian

ITEM 2: APPROVAL OF MINUTES OF MAY 14, 1975

(a} Mobile Home Park
Ron Malston, Chairman asked if Phil Aber had seen anything
on this matter before the Commission meeting. Mr. Aber
stated he had seer nothing in writing.
Ron Malston, Chairman asked that those who wished to be
heard be recognized by the Chair and identify themselves
before speaking.
Mr. Robert Dow, developer for the Mobile Home Park, was
recognized by the Chair and bad the following comments:
The construction of this property would be over 70 acres,
directly East of Mommsen Sub-Division and when finished
would have 378 units.
Mr. Dow stated this will be a highly restricted area, with
streets of black top, street lights, water, sewer, natural
gas, telephones, an office, Laundromat & storage, leaving
as many trees as possible.
Mr. Dow stated all wiring would be underground, there will
be a 60 ft, right-of-way with a 30 ft, driving surface and
ali Cul-de-sacs will have 50 ft. radius.
Mr. Nick~I asked the approximate value of these homes.
Mr. Dow stated they would run in the vicinity of $18,000.

~ Mr. Roland asked Mr. Dow how would the snow be cleared and
if the City of Kenai would do the snow removal from the
streets.

`~ Nels Kjelstad suggested the Developer take into con-
sideration that he, as the owner, make arrangements by
contracting out the snow removal.
Mr. Malston, Chairman stated we still need complete
drawings and a copy of the covenants, then this must be
reviewed by Phil Aber, Public Works Superfintendent.
Phil Aber said he would have to know more about the lift
station and would look into this when he received some-
thing in writing from the Mobile Nome Park.
Ron Malston, Chairman closed the public hearing and
reconvened the meeting.
MOTIDN Mr. Harry Gaines made the motion to grant a conditional
use permit with the following stipulations:
1. Mr. Dow bring a complete set of regulations to
the City for review.
2. Preliminary plan be revised by the Developer for
approval by the City.
3. Adequate screening to 6e maintained,

The Motion was seconded by Cliff Heus.
After some discussion the Motion carried with a 3 to 1
vote and one vote abstaining (Ne1s Kjelstad).
(b) Naeing of access road to Kenai River Bridge
MOTIQN Mr. Malston, Chairman recognized Harry Gaines who made the
motion that the new name-for the access road to the bridge
be called "Conservation Drive".
The Motion was seconded by Nets Kjelstad.
After some discussion the Chairman asked for a vote which
carried 5 to 1.
Mrs. Fillio came in just in time for the vote .
ITEM 4: NEW BUSINESS
(a) Mobile Home Sales, privately awned land
i Ron Malston, Chairman recognized Mr. Dean Clark for
discussion of selling Mobile homes on the lot directly be-
hind Kenai Tesoro Station, which is leased at the present
time by Mr. Ed Ferguson, who in trtr~ wishes to sub-lease
to Dean Clark. There was much discussion as to the exact
lot in question,

Mr. Clark stated he would construct a permanent office
building on the site, selling camper traders annually.
Mr. Malston, Chairman suggested a plan 6e brought before the
Committee for review before any action could be taken Since
this is a sub-lease.
tb~ Old Gravel pit at Thompson Park
Mr. Malston, requested that a letter be read to the Commiss-
ion, from the City Attorney, Rick Baldwin, which stated that
the old Gravel Pit at Thompson Park has not been used in
over twelve months,therefore a Conditional lIse Permit is
required .and a public hearing must be set.
Mr. Malston, Chairman asked that the discussion period be
closed and asked for a motion.
MOTION Nets Kjelstad made the Motion that a Public Hearing be
held on June 25th.
The Motion was seconded 6y Beverly Fillio.
i Motion carried unanimously.
ITEM 5: REPORT:
Mr. Malston, Chairman requested. that Mrs. Fillio report on
the Borough Planning and Zoning meeting .
There ,being no further business before the Committee the
meeting was adjourned by the Chairman, Ron Malston.
