Kenai Theatre Ent., Inc.- Lease Application: ITEM 4: NEW BUSINESS KENAI PLANNING ~ ZONING COMMISSION REGULAR MEETING OCTOBER 8, 1975 7:90 P. M. CITY MANAGER'S OFFICE RON MALSTON, CHAIRMAN ITEM 1: ROLL CALL Present: Chairman Ron Malston, Beverly Fillio, Nels Kjelstad, Betty Glick, Roland Raymond. Absent: Harry Gaines, Cliff Heus Ex-Officio Member Present: Councilman Ed Amb.arian ITEM 2: APPROVAL OF MINUTES SEPTEMBER 24, 1975 Minutes of September 24, 1975: The following corrections were made to the minutes: Page 3= Item 4: (c) - 5th line of Motion- the words "radius" and "cul-de-sac" were spelled wrong. MOTION Nels Kjelstad moved to approve the minutes as corrected. Roland Raymond seconded the Motion. ACTION Motion passed unanimously. ITEM 3: OLD BUSINESSS a. Kenai Theatre Ent., Inc.- Lease Application: It was brought to the attention of the Kenai Planning ~ Zoning Commission that construction on the project would start next spring. Chairman Ron Malston asked Administration for any suggestions or corrections to the plans. Mr. Aber stated that it was fine. MOTION Beverly Fillio moved for approval of the Kenai Theatre Lease Application. The Motion was seconded by Betty Glick. ACTION Motion passed unanimously. b. Other Old Business: Phil Aber brought before the Commission that at the October 1st City Council meeting there were some comments on the "Use Permits for Extraction of Natural Resources Ordinance". Written comments from two attorneys ar.e to be presented to City Council at their next meeting, October 15, 1975. KENAI PLANNING F, ZONING COMMISSION REGULAR MEETING OCTOBER 8, 1975 ~ PAGE 2 Item 3: (b) Other Old Business- Continued: MOTION Nels Kjelstad moved the Kenai Planning ~ Zoning Commission offer their help to City Council to review the comments on the Extraction Ordinance in a Work Session if necessary. The Motion was seconded by Betty Glick ACTION Motion passed unanimously. c. Other Old Business: Mr. Aber stated that the subject of the Bicentennial Park came before the City Council, October 1, 1975, and the re- zoning of Tract 9.1 and 9.2 to "Con- servation" zoning. MOTION Nels Kjelstad moved that the Commission recommend to the City Council and City Administration that the proposed Bicentennial Park area be rezoned to Conservation. The area referred to is: Part (1)~ from, Main Street on East, with Spur Highway on the North, N.C. Tire Center on the West and Bookey's on the South. Part (2) Main Street on the West, 13th Avenue S.W. on the East, Kenai Spur on the North and Frontage Road on the South. Beverly Fillio Seconded the Motion. ACTION Motion passed unanimously. d. Other Old Business: There was discussion on the Lease to Mr. Marcheras, (Deshka Subdivision). No Action. e. Other Old Business: Beverly Fillio had a question about material on the Historical Preservation Grants and why it was not put on the City Council Agenda for their last meeting October 1, 1975. Other members attempted to explain the reason for the mixup. ,, . KENAI PLANNING ~ ZONTNG COMMISSION REGULAR MEETING OCTOBER 8, 1975 } PAGE 3 Item 3: Other Old Business (e)- Continued: MOTION Mrs. Fillio requested that the Packet handed out to Council on the Historical Grants be taken up at the next City Council meeting of October 15,1975. (Mrs. Fillio will contact Mrs. Ford, Mrs. Peterson and Mrs. Meeks to ask them to attend the meeting). The Motion was seconded by Nels Kjelstad. ACTION Motion passed unanimously. ITEM 4: NEW BUSINESS Beverly Fillio submitted her verbal resignation to the Kenai Planning ~ Zoning Commission. Mrs. Fillio gave her reasons for resigning and stated she felt that Phil Aber has done a good job, but feels the Planning ~ Zoning Commission needs more input from Administration. Chairman Ron Malston brought out that she was going to be greatly ~ missed by the Commission. MOTION Nels Kjelstad moved that the Commission recommend to Mayor and City Council that Arthur Evans be appointed to the Kenai Zoning ~ Planning Commission. The Motion was seconded by Beverly Fillio. ACTTON The Motion passed unanimously. MOTION Beverly Fillio moved that Cliff Heus be re- commended to the Mayor and City Council to re- present the City of Kenai at the Kenai Peninsula Borough Planning ~ Zoning Commission. The Motion was seconded by Roland Raymond. ACTION Motion passed unanimously.
