6-a. Discussion/Recommendations -- Dip Net Fishery
Sandahl briefed the Commission on the joint work session held with the Harbor
Commission. Frates noted the recommendation was for parking and camping fees to
be increased to $15.00. The Commission supported the increase.
City Attorney Graves addressed questions concerning access and the Public Trust
Doctrine.
Jim Butler, Box 191 Kenai -- Butler addressed safety concerns and the need for
habitat protection.
Commissioner recommendations included adding fish cleaning stations, fines for
littering, and restricting traffic from traveling north on the beach.
MOTION:
Commissioner Hull MOVED to recommend City Council accept the first five
recommendations of the Administration's Dip Net Fishery Report along with the
following:
1. Add fish cleaning stations and fines for littering.
2. Explore permitting for commercial beach traffic traveling north on North
Beach and restrict non-commercial as part of #7.
3. Move the checkpoint back as long as it would not interfere with Little League
Baseball.
Commissioner Foglia SECONDED the motion. There were no objections. SO
ORDERED.
6-b. Discussiou -- Drift Boat Pull-Out/Budget Recommendation.
Sandahl reiterated the need for a drift boat pullout on the lower river and suggested it
be included in the Parks FY2009 budget.
Commissioner comments included:
• bake sure the pullout is for arift boats only.
• Kenai Landing on Drift Oniy clays is hard to reach.
• Monies for the pullout should be added to the Parks budget.
MOTION:
Commissioner Hull MOVED to recommend to Council Parks & Recreation budget for a
drift boat pullout. Commissioner Foglia SECONDED the motion. There were no
objections. SO ORDERED.
ITEM 7: NEW BUSINESS
7-a. Discussion -- Kenai Soccer Park Sign and Support Facility
Frates reported he worked with a local sign company and had a draft for a design for
the new 4' x 14' soccer field signs, which was included in the packet. A metal sign with
vinyl lettering was recommended for durability.

Commissioner comments included:
Liked the sign itself, but thought the sign should read "Kenai Sports
Complex" rather than °Kenai Soccer Park."
• Noted the fields would not be exclusive to soccer.
?-b. Discussion -- Senior League/Little League Field
Commissioner Hull reported he coaches and umpires for the American Legion and uses
the Senior League Field often; noted the following issues and deficiencies:
1. The lip around the field.
2. Suggested the infield be expanded ten feet.
3. Right field was developing a low spot.
4. Pitcher's mound and home plate need to be reworked and have better soil
added.
5. The left field fence should be raised to protect players on field #4.
6. The bottoms of the fences were starting to curl and become a danger.
Frates requested Hull meet with the Little League liaison and himself to discuss these
issues. He reported the Oilers would be upgrading the pitcher's mound and home
plate next season and parks would address the other issues.
MOTION:
Commissioner Wortham MOVED to have Parks explore moving the baseball fields over
to the Kenai Sports Complex (Section 36), starting with an American Legion-sized field.
Commissioner Hull SECONDED the motion. There were no objections. SO ORDERED.
7-c. Discussion -- Marathon Pond/Community Skating Pond
Sandahl stated he had been approached about adding a comxriunity skating area on
the pond along Marathon Road. It was noted the area was awned by uie Ci~y but
leased by the University of Alaska.
MOTION:
Commissioner Wortham MOVED to recommend the pond on Marathon Road be
explored for use as a community skating pond. Commissioner Foglia SECONDED the
motion. There were no objections. SO ORDERED.
7-d. Discussioa -- FY 2009 Budget
Frates reported he had been working on a preliminary draft of the FY09 budget and
noted the following items of interest:

Just a little history on myself. I have been living in Alaska since
1972 and in Kenai since August of 1994. I haue been involved with the
local Little League as a volunteer coach, manager, chief umpire and 2
term president. I am currently the District 1 Umpire in Chief and
Safety Officer serving South Central Alaska. I have been a sales person
and branch manager for a local plumbing/heating wholesale supply
company.
My purpose for appearing at the Parks and Rec meeting is that I am
exploring the possibility of building an air dome sports facility to
house an indoor golf driving range and multi-sport practice field. The
preliminary plan involves atwo-tier golf driving range along with some
baseball/softball batting cages and 2-3 soccer practice fields and a
baseball/softball infield.
The footprint of the dome would be approximately 200' w x 300' I x 65'
high at the peak. There would also be a snack bar, golf pro shop and
conference/meeting room for businesses to hold special. "getaways" for
their employees.
My hope is that I would be able to secure some property from the City
of Kenai approx. 3 ac in a long term lease agreement that would be
suitable for the erecting of this dome.
I feel that this facility would fill a huge need in activities for the
community during the winter months. I here from many people that there
are not enough activities during the long winter months and this would
be a great facility for the families of the Kenai Peninsula to use and
enjoy.

RE: Sports Complex Sign
Attached is a sample design I received for the Kenai Sports Complex Design has beer. changed to reflect
"Kenai Sports Complex" and cost reflects a wooden sandblasted sign. The difference in cost between a
vinyl sign. and wood is approximately $2,500.
I am partial to the "look" of the wooden sandblasted sign although consideration will need to be given to
cost as well.
I will attempt to photograph other comparable signs in the community for review and comparison and
bring them to the meeting. Meanwhile, please call me if you have any questions.

RE: Tent Camping
Please note the following information is for discussion purposes only and tha± administration has ne
position at this time.
Due to the high cost of developing raw land for the purpose of a seasonal tent campground, I think it
would be appropriate to discuss the pros/cons of allowing limited seasonal tent camping in Municipal
Park.
Points of discussion include: 1) high cost of developing land for purpose of limited seasonal use
(cost/benefit factor}; 2) limited availability of land suitable for a tent campground; 3) the loss of the
existing tent campground due to Wal-Mart; 4) the availability of a park host on site; and 4) most of the
infrastructure to support this program already exists at Municipal Park.
Primary concern is creating a viable program that meets the needs of summer visitors yet provides the
security that the community deserves and expects. Camping at Municipal Park was allowed in the early
1980's but not without serious impacts to the residents in the area.
A well defined program with stringent controls would need to be identified and enforceable:
1. Ensure presence of a volunteer Campground Host to assist with monitoring users and ensuring
compliance.
2. Allow tent camping only (no motorhomes, travel trailers, recreational vehicles, etc.)
3. Specific check-in/eheck-out fimes.
4. Limited number of spaces (6 to 10) located on the backside of Municipal Park.
5. Limit users to one (1) vehicle and one (I) tent (or tent only).
6. Establish a fee of around $20/night. Two nights maximum stay.
7. Establish a season of use, i.e., June 15 -August 15d'.
8. Evacuate program at end of season. for pass/fail.
Other rules and regulations would need to be imposed such as, but not limited to, open burning and
cutting of firewood NOT allowed., tent camping in designated sites only, no hanging of temporary
structures such as tarps, pets allowed only on a leash, quiet hours, etc.
Consideration would need to be given to circumstances such as unavailability of a host. It is feasible that
we will not always be successful finding a volunteer host. Then what?
This Commission had previously looked at establishing an area near Sect. 36. However, cost of
construction. is enormous considering the need for basic infrastructure such as restrooms and roads. At
some point in the near future, I think it would be appropriate to look into expanding the parking tot
developed for the new soccer fields for limited use of RV's or other recreational vehicles, including tent
camping. However, this would be more event specific and not available necessarily for use on a day-to-
day basis.

RE: Dip Net Fees
The Harbor Commission during their last meeting of March 10"' discussed whether or not they could
support the dip net fees being raised from the proposed $15 rate to $20.
The Harbor Commission's primary concern was raising the fees without not being able to justify to the
public why. The consensus was to wait for another season's worth of data and better track indirect costs
to be reviewed at the completion of the dip net fishery.
It is reasonable to expeot an increase in beach use this season given the new 4-stroke regulations imposed
by DNR. If so, this will increase maintenance needs to some degree and equate to added costs.
Does the Commission support an increase from the proposed $15 rate to $20?

Discussion included:
• Funds were approved for the purchase of 39 banners.
Four of the banners should include "Welcome to Kenai," six would be
half-sized banners for Memorial Park; and, two "Kenai River Marathon" banners.
• The remaining 27 banners would be stock designs and placed along Spur
Highway and Airport Way.
After a lengthy discussion, the membership recommended the purchase of one salmon
banner to be placed near the clock and the "Welcome to Kenai" banners include a fish
design with lettering across the top. The remaining banners were to include scenes as
discussed.

Member Dimmick MOLTED to order 39 banners with various themes as discussed with
quantities of each to be' determined by Director Frates. Member Seymour SECONDED

6-a. Discussion -- Flowerbed Designs/Circle Planters and Boxes
Frates reported the following:
Flowers for the circle planters and boxes had been ordered but
consideration could still be given to adding flowers if needed.
Due to last season's poor performance, a substitute for verbena was
needed.
Discussion included. comments as follows:
Crystal Palace lobelia and Ivy Geraniums were chosen as substitutes for
verbena.
Ivy geraniums and nasturtiums should be placed in the planter boxes.
Some of the circle planters should include lobelia, poppies, flowering kale
and Russel's Lupine.

Upon discussion, the volunteer plant date was scheduled for Saturday, June 7, 2008

6-c. Discussion -- America In Bloom
Frates noted, at the last meeting, he requested the Committee to review ideas from
other communities from information included in that packet. He noted, with the
historical cabins being relocated, there were possibilities for joint work with the local
garden club: Upon discussion, the Committee recommended they listen for any other
landscaping projects that may be available related to the cabin relocation project.

11 AAC 20.$60. Boat motor use. (a) Except as prohibited by I 1 AAC 20.865, and
subject to the limitations and restrictions set out in this section, the operation of a boat by the use
of a bast motor is allowed in the Kenai River Special Management Area.
(b) On or after January 1, 2008, a person may not operate a boat in the Kenai River
Special Management Area by use of a motor or combination of motors with a total propshaft
horsepower rating greater than 50 horsepower. These horsepower rating limitations do not apply
to the following:
(1) the operation of a boat on Kenai Lake, on Skilak Lake, and on the Kenai
Rives between the Kenai Lake Bridge and river Hole 80.7;
(2) the operation of a boat by a federal, state, or local govermnental agency for
the purpose of law enforcement ar search and rescue, or for the purpose offish and game
management under a special pazk use permit issued under 1 I AAC 18.010.
(c) On or after January 1, 2048, a person may not operate a boat in the Kenai River
Special Management Area by the use of a motor that has been altered or disguised with respect
to the manufacturer's pzopshafT horsepower rating, manufacturer Bawling decals, or the model or
serial numbers to produce more than 50 pmpshaft horsepower.
(d) A person may not operate a boat in the Kenai River Special Management Area by the
use of a motor unless the original propshaft horsepower rating of a motor is clearly labeled. by
the manufacturer or a factory authorized dealer mechanic in the form. of cawIing decals
appropriate to the propshaft horsepower rating. The original propshaft horsepower rating of the
motor may be further indicated by a stamp marking embossed in the metal ar as part of the
model number of the motor.

Hydrocarbon Pollution from Motorized Boats on the Kenai River, signed November 16, 2006,
and adopted by reference;
(3} without displaying on the motor cowling a decal issued by the department that
certifies that the motor complies with the requirements of this subsection.
(e) In this section,
(1) "direct fuel injected two-stroke motor" means a motor whose fuel is direotly
injected into the top of the cylinder of an internal combustion engine whose cycle is completed in
two piston strokes;
(2) "four-stroke motor" means an internal combustion engine whose cycle is
completed in four piston strokes; "four-stroke motor°' includes a suction stroke, compression
stroke, expansion stroke, and exhaust stroke;
(3) "propshaft horsepower rating" means the boat motor's original manufacturer
rated and labeled horsepower; however, the addition of a jet drive unit to a boat motor does not

change the prapshaft horsepower rating of the motor powerhead and driveshaft configuration far

11 AAC 20 is amended by adding a new section to read:
1l AAC 20.861. Boat specifications. (a) A person may not operate a motorized boat in
the Kenai River Special Management Area that exceeds 21 feet in overall length and 106 inches
in overall width. This restriction does not apply to boats operated in accordance with 11 AAC
20.860(b)(1) and (2}.
(b) Notwithstanding (a) of this section, the director shall authorize a person to use a
motorized boat that exceeds 21 feet in overall length or 106 inches in overall width, if the person
provides proof satisfactory to the division that the person. owned the boat before the effective
date of these regulations. If the director provides an authorization under this subsection, the
director shall issue a nontransferable permit under I 1 AAC 18. A permit issued by the director
under this subsection expires on a date that is specified by the director, but it is no later than
December 31, 2009.
(e} In this section,
(1} "outboazd motor'" means a boat engine that, when properly mounted on a boat
in the position to operate, houses the engine and drive unit external to the hull of the boat;
(2) "overall length" means the straight-line measurement between the extremities
of the boat, but does not include trim tabs or outboazd motors;

{3) "overall width" means the straight-line measurement between the two widest
extremities of the boat, measured at a right angle to the overall length measurement;
(4) °'trim tabs" means an extension of the bottom of a boat, at the transom, that is

boat while underway; "trim tabs" do not include an extension that provides increased floatation.

On March 1, 2008 new regulations went into effect addressing boat and motor requirements for the Kenai River Special
Management Area.
These regulations
• Prohibit the use of older two-stroke engines within the entire Special Management Area for the month of July. The
exceptions to this are for those engines of recent manufacture that employ Direct Fuel Infection (DFI) technology. A
list of those manufacturers are noted below

through 2008 and 2009. In 2010 all vessels in excess of this size will be prohibited within the Special Management
Area (except for Kenai and Skilak Lake).

July has traditionally been the busiest month for
powerboat activity on 4he Kenai River as anglers pursue
both King and sockeye salmon.
Vlrater quali±y sampling over the last seven years has
consistently shown that hydrocarbons originating from
gasoline-burning engines have far-exceeded state
standards during the busiest days on the river in July.
Studies have shown that increased hydrocarbon levels
have a toxic effect on all small aquatic life, including
aquatic insects that provide food, as well to both rainbow
trout and salmon fry.
These repeated high levels of hydrocarbons led the
Alaska Department of Environmental Conservation to
declare the lower 19 miles of the Kenai River as
"Impaired". This required the state to take actions to
alleviate the pollution sources; otherwise federal
intervention could be warranted. The US EPA has tested
and concluded that older iwo stroke engines contribute
12 to 20 times more unburned fuel into the environment
than a four stroke engine of a similar size. Prediction
models for the river show that removing the two strokes
engines from the river during the month of July will
greatly reduce the level of hydrocarbons in the water
helow the State's "impaired" threshold standard.
How do I know if my engine is a four stroke or two
stroke engine?
Older two stroke engines rely upon either mixed fuel,
which combines atwo-cycle oil with gasoline into one
fuel tank, or the engine has an oil reservoir that allows
the oil to be mixed at the carburetor before burning.
A four stroke engine requires only unleaded fuel for

outboard motor dealer who can assist you.
What two stroke engines can I use on the river in
July?
Presently, only Nissan or Tohatsu, (Models 40 TLDI or
50 TLDI) and Bombardier Motor Corporation -Evinrude,
(Models E-TEC 40 or E-TEC 50) make a Direct Fuel
Injected (DFI) Engine.
1 have an xlectronic fuel injected 2-stroke engine, so
does that mean that it qualifies?
No, although Direct Fuel Injected (DFI) engines are also
electronic fuel injected (EFI) engines, old 2-stroke EFI's
are not DFI's. The 2-stroke engine must be one of the
newer DFI's to qualify.
Can I still use my two stroke engine any other time
of the year on the river?
Yes, as long as the horsepower does not exceed 35 hp.
Does the four stroke and direct fuel injected two
stroke motor regulation apply to the entire Kenai
River Special Management Area?
Yes, the KRSMA starts at the boundary markers at river
mile 4, about one mile downstream from the Warren
Ames Bridge, and extends upstream to include both
Skilak Lake and Kenai Lake.
I have atwo-stroke motor that is detuned to a 35
horsepower. Can I use it in the KRSMA other than in
the month of July?
Yes, as long as the motor is detuned with the factory
authorized and manufactured parts and the horsepower
is clearly labeled on the cowling. These outboard
motors will be subject to random inspections to verify
that they are detuned to the 35 horsepower limit.
HORSEPOWER RESTRICTIONS
Why was the horsepower limit increased?
Research conducted for and on the Kenai River has
shown that heavier boats more commonly used on the
river with 5 - 6 passengers tend to create less damaging
wakes if a more powerful engine allows the boat to plane
more efficiently. This regulation will do away with
detuning of 50 hp engines and allow the public to utilize
amore standard size of engine rather than a 35 hp
engine, which has not been of a standard manufacture
for over twenty years.
Does the horsepower restriction apply to entire
Special Management Area?
No, there are no horsepower restrictions to the operation
of boats on the Kenai Lake, on Skilak Lake, and on the
Kenai River between the Kenai Lake Bridge and river
mile 80.7 (near the Princess lodge).
Can I detune an outboard greater than 50
horsepower to make it a 50 horsepower motor?
No, the 50 horsepower outboard is a standard
manufactured motor. The detuning of any outboard
greater than 50 horsepower is not permitted.
Do I need to have horsepower decals on my
outboard cowling?
Yes, the outboard's propshaft horsepower rating must be
clearly labeled by the manufacturer's factory cowling
decals.
If I remove my 35 horsepower detune kit and
reinstall my 40 or 50 horsepower component do I
need to change my cowling decals back?
Yes, the outboard's propshaft horsepower rating must be
clearly labeled by the manufactured factory cowling
decals. -Please note that only four-stroke or DFI iwo-
stroke motors may be re-tuned to 40 or 50 hp from their
former 35 hp detuned status. Two-stroke engines larger
than 35 hp are not allowed anywhere in the KRSMA now
(unless they're DFI).
What is the "propshaft horsepower rating"?
It is the boat motor's original manufacturer rated and
labeled horsepower.
How is the horsepower rating determined?
The rating is the original manufacturer's rated and
labeled horsepower, and is included in the
manufacturer's model or serial number plate
What happens to the horsepower rating if I have a jet
drive unit on my boat motor?
A jet drive unit on any boat motor does not change the
equivalent propshaft horsepower rating of the motor
powerhead and driveshaft configuration for the purposes
of this regulation.
If 1 purchase a 50 "Jet" drive from a manufacturer
will it be legal to use in the KRSMA?
If you plan on operating a 50 hp "Jet" drive in the
KRSMA, confirm that your propshaft horsepower rating
is not greater than 50 hp. Some manufacturers that sell
a "Jet" drive package will take into consideration that a
jet drive unit will reduce the final output of a boat motor,
and may label the cowling at the "reduced" horsepower.
For the purpose of this regulation, the horsepower rating
is determined at the motor's powerhead and not the final
output.
How do I get a "Department-Issued decal" far my
motor cowling?
Any Kenai River State Park Ranger will able to issue the
decal. You can make an appointment with the Kenai
Area Park Office to bring your boat and motor by and a
park ranger will be able to assist in issuing the decal.
BOAT SIZE SPECIFICATIONS
The maximum boat size allowed to be operated in the
KRSMA is 21 feet in overall length and 106 inches in
overall width.
Does the boat specification apply to entire KRSMA?
No, the boat size specifcations do not apply to 'the
operation of boats on Kenai Lake or Skilak Lake, or on
the Kenai River between the Kenai Lake Bridge and river
mile 80.7 (near the Princess Lodge).
What can I do if I own a boat larger than 21 fee4 in
overall length and/or 906 inches in overall width?
A person who owns an oversized boat must provide
proof of ownership (i.e. receipts, boat registration)
showing they owned the boat before March 1, 2008.
They then may apply for a permit to use the oversized
boats until Dec. 31, 2009.
Where do I get the permit?
Permit applications will be available from any Kenai
River Park Rangers or permitting staff. Application can
be mailed by contacting the Kenai Area Office address
at the bottom of this sheet.
What happens with my permit after Dec. 31, 2009?
Effective January 1, 2010, all permits for larger boats will
expire and the boat specifications will apply to alt
powerboats used in the designated areas of the KRSMA.` _
What does "overall length" mean?
"Overall length" means the straight-line measurement
between the extremities of the boat, but does not include
trim tabs or outboard motors.
What does "overall width" mean?
"Overall width" means the straight-line measurement
between the two widest extremities of the boat,
measured at a right angle to the overall length
measurement;
How will the overall length and overall width be
measured?
The enforcement officer will use a standard tape
measure to determine the overall length and width of the
boat.
Will there be any leeway in the boat specification
measurements?
No, the overall boat measurements will be taken to the
exact inch.

RE: PREPARATION OF COMMISSION/COMMITTEE PACKETS
During a recent commission meeting, a discussion took place about the meeting packets and a
desire to have them provided as a PDF file. This discussion has come up previously and at
that time, it was felt that packets should continue to be provided as a hard copy.
Presently, packets are copied and mailed to all seven of the commissions/committees provided
through this office as well as the Planning 8v Zoning Commission. To maintain consistency and
less confusion, this method will continue. However, on the same day the packets are prepared
and copied (which is done a week prior to the meeting), the packets are also uploaded as a PDF
file to the city's webpage where it could be downloaded and saved to a hard disk if so desired.
We have been uploading complete packets of all the commissions/committees since our new
ccpier/scanner was installed. The scanner only scans in black and white and ±hat is csrhy ~=.1P
try to provide color copies of maps, etc. in packet envelopes along with the hard-copied packet.
It is my understanding, a member indicated the City Council's packets are sent to them as a
PDF file. This is incorrect. At their direction, the council members receive a hard copy of the
meeting packet. In addition, a copy of the packet is placed on the city's webpage where it can
be viewed or downloaded and saved if desired.
