Petition for Variance to the Kenai Peninsula Borough Code of Ordinances, Title 21, Section 21.76.070, specifically the operation of a camper repair business within a Rural Residential zone: Mr. Richard Brown. B. Petition for Variance to the Kenai Peninsula Borough Code of Ordinances, Title 21, Section 21.76.160(A)(2) and (B)(2), specifically ,the location of signs and the number of ground poles per sign allowed for Lot 7, Block 8, Black Gold Estates: Kenai Native Association. C. Public hearing for Resolutions No. PZ 78-21 and 78-24 recommending amendments to the Kenai Municipal District Zoning Code, Chapter 21.76, Kenai Peninsula Borough Code of Ordinances. ' ~ D. Petition to rezone the proposed Bi Ca Subdivision which is located at the intersection of Mt. KENAI PLANNING AND ZONING COMMISSION REGULAR MEETING July 12, 1978 } Kenai Public Safety Building 7:00 p.m. Roland Raymond, Presiding Chairman The meeting began at 7:15 p.m. with Sol Raymond, Dwain Gibson and Phil Bryson present. Absent were Nick Miller, Cliff Heus, John Monfor and Betty Glick. Others present were Richard Brown, John Wise, Roland Lynn, Keith Kornelis, Gail Spence, Mike McLane and J. B. Johnson. Chairman Raymond noted that there was not a quorum but said that the public hearings could be held and testimony entered on the record. PUBLIC HEARINGS A. Petition for Variance to the Kenai Peninsula Borough Code of Ordinances, Title 21, Section 21.76.070, specifically, t e operation o a camper repair usiness wit in a Rural Rest entiaT zone: r. Ric ar Brown. Chairman Raymond opened up the public hearing. ~ Mr. ~T. B. Johnson was present and stated that he owns four acres adjacent tb the Brown's property and feels that a camper repair business would lower the value of his residential property. He said he has had plans to build a nice house on his property off of Strawberry Road and is against a camper repair business being located in that area. There was no one else present for comment and the public hearing was closed. B. Petition for Variance to the Kenai Peninsula Borough Code of Ordinances, Title 21, Section 21.76.160(A (2) and B)(2), specifically the location of si ns and the num er of ground poles per sign allowed for Lot 7, Blo Black Gold Estates: Kenai Native Association. Chairman Raymond opened up the public hearing. Mr. Roland Lynn was present representing Kenai Native Assocation and requested that a variance be granted for the three items specified in his letter dated June 29, 1978: (1) Permission to erect a sign on Lot 7, Block 8, Black Gold Estates to advertise businesses located in Wildwood; (2) Permission to use more than one ground pole for the sign; and (3) Permission to erect a 16' x 20' j sign advertising the various Wildwood businesses. a '~ _~ ,. ~+ Kenai Planning and Zoning Commission Page Two Regular Meeting July 12, 1978 B_ ~~nt_ There was no one else present for comments and the public hearing was closed. C. Public hearing for Resolutions No. PZ 78-21 and 78-24 recommending amendments to the Kenai Municipal District Zoning Code, Chapter 21.76, Kenai Peninsula Boroug Code of Or finances. There was no one present for comments on the proposed zoning code revisions. Mr. Wise asked that the record show that a public notice was published in the Peninsula Clarion on June 30, 1978 and July 7, 1978 and advertised on the radio by KSRM, which was heard on the air both by Mr. Wise and Chairman Raymond. Due to lack of a c{uorum, the meeting terminated at 7:30 p.m. after the public hearings had been held. Chairman Raymond and the other members present agreed that a special meeting should be held on July 18, 1978 at 7:00 p.m. in the Public Safety Building and instructed the secretary to advise those concerned to attend to cover items on the agenda originally scheduled for the July 12, 1978 meeting.
