Present: Phil Bryson, Karen Mahurin, Jerry Andrews, Sol
Raymond, and Ex-Officio Member Betty Glick
Absent, Dwain Gibson, Nick Miller, and John Monfor

MOTION:
Karen Mahurin moved, seconded by Sol Raymond, to approve
the agenda as submitted.
There were no objections.
4. APPROVAL OF MINUTES OF June 13, 1979
! MOTION:
Jerry Andrews moved, seconded by Karen Mahurin, to approve
the minutes of the June 13, 1979 meeting.
There were no'objections.
5. OLD BUSINESS
A. Lions' Request to put up a Welcome to Kenai Sign
The Commission decided to wait to consider this as the
representative from the Lions was not yet present.
B. Kenai Church of God: Glenn Brvars. Pastor
The Commission decided at the previous Planning meeting to
discuss the request of the Kenai Church of God to add onto
an existing residence in a Commercial Zone at a work session.
The building permits which have been issued in the past in
a Commercial Zone would be reviewed. The work session was
held the hour before the June 27 meeting.
Per. Schlereth, City Attorney, stated that he did not have
a written report to submit but this request would be
a non-conforming use as stated in the zoning code. On the
basis of the zoning code, the Planning Commission cannot
allow any exceptions. Variances and Conditional Use Permits
would not apply in this case.

Karen Mahurin pointed out that building permits have been
issued in the past for additions to existing structures
in a Commercial Zone and they even have been issued for
new structures.
Mr. Schlereth stated that mistakes are made but since the
Commission is aware of the request then they should not
allow this building permit.
Jerry Andrews pointed out the wording of the Zoning Code
and stated that it read "new" single and two family homes
were excluded. He questioned whether that had.anything
to do with an existing building.
Jim Hendricks stated that the intent of the Code is to
keep ~ family-type development away from industrial.
There was further discussion concerning the past building
permit which was issued to allow the Church to move to
its present site. That permit should not have been issued.
MOTION:
Karen Mahurin moved, seconded by Jerry Andrews, that based
upon the Kenai Advisory Planning and Zoning Commission's
interpretation that a conditional use permit or a variance
cannot be applied in this case, the addition to the house
cannot be allowed because of the zoning code and if the
owners want to pursue this further they would have to
apply for a zoning change.
The motion passed unanimously.
A. Lion's Request to put up a Welcome to Kenai Sign
Harold Dale was present representing the Lions. He explained
that the Lions wished to install a sign approximately
12' x Z4' somewhere in the .vicinity of the Katmai Motel to
Welcome people to the City and list the various organizations
in the City and when they meet. They would like to put up
a rustic-type of sign and pointed out the drawing which he
brought to the meeting.
Karen Mahurin suggested putting the sign by Moosemeat John's
cabin but Mr. Dale stated that they would prefer to have it
close to the intersection of Beaver Loop and the 'Spur.
It was pointed out that the City Manager had suggested that
such a large sign with so much detail might be difficult to
read while driving by and could present a traffic hazard as
stated by the police department.

Bob Thorpe stated that the Katmai has three signs already in
the area where one would be sufficient. The Lions seem
to want a billboard and asked that they suggest a smaller and
more tastefull sign.
Sol Raymond stated that he would be more receptive to a
smaller sign as a billboard-type sign should be where
people could pull off the road to read it.
MOTION:
Sol Raymond moved, seconded by Karen Mahurin, to recommend
that the Commission set up a work session with the Lions
after the next meeting of the Planning and Zoning on
July 11 to discuss what they would like to do for a sign.
There were no objections..
6. NEW BUSINESS
A. Kenai Spit Subdivision: Preliminary/Final
The Commission members reviewed the plat and asked Jim
Hendricks for his comments. Mr. Hendricks stated that
the Borough's recommendations were technical requirements
and standard statements. He does have an objection to looking
at the lot separate from the surrounding area. The entire
area should be considered... and need to get an overall view of
what is happening in this area.
MOTION:'
Jerry Andrews moved, seconded by Karen Mahurin, to table this
plat until the Harbor Commission has reviewed it and also
recommends that someone from the City come before the. Commission
to address what is happening in this area.
Sol Raymond stated that the representative should be prepared
to report to the Commission on what is going to develop in
this area and how this lot fits into it.
There were no objections.
B. R. W. Thorpe and Associates: Status Report on the
Comprehensive Plan
Mr. Bob Thorpe presented a status report on the Comprehensive
Plan Study. He stated that he would be coming to Kenai during
the last week of eachmonth until October and wants to set
up a schedule fo~n work sessions. He reviewed briefly what
they reported on at the last meeting when they gave a status
report. Mr. Thorpe stated that they have the Zoning Code
80 percent complete and a draft of the subdivision requirements
ready for review. They have notebooks of the material ready
to distribute to the Planning Commission, City Council, Library
and City Hall.

Len Zickler gave an overview of some of the areas that
they have been studyi~:g ~ pointed out the maps illustrating
these.
There is a scheduled work session at 7,:30 Thursday evening
on the Comprehensive Plan and all Commissioners, vouncilmembers,
and interested citizens are invited to attend.
Mr. Thorpe introduced John Potter as a member of his firm.

There was no Administrative Report

Jim Hendricks stated that he would like to work out a schedule
for future work sessions over the next two and a half months
and thought that they could do that at tomorrow night's
meeting.
8. COMMISSION QUESTIONS AND COMMENTS
Karen Mahurin stated that the City Administration should
follow the zoning ordinance that we presently have.
9. ADJOURNMENT
MOTION:
Karen. Mahurin moved, seconded by Jerry Andrews, to adjourn
the meeting.
There being no other business, the meeting was adjourned
at 9:30 p.m.
