1. ROLL CALL
Present: Phil Bryson, Karen Mahurin, Sol Raymond, Dwain Gibson,

It was requested at this time that a request from the Parks
and Recreation Commission should be considered under new
business as Item E. Also, Mr. Bryars request for a Conditional
Use Permit for a Church in a Commercial zone should be considered
~ as Item F. Thorpe's report would be moved to Item G.

4. APPROVAL OF MINUTES OF July 11, 1979
MOTION:
Karen Mahurin moved, seconded by Sol Raymond, to approve the
minute'~,of July 11, 1979 as submitted.
There were no objections.
5. OLD BUSINESS
6. NEW BUSINESS
A. Application for Department of the Army permit to construct
a fill, bulkhead, and boat ramp in the Kenai River: Miles Dean
The Commission members reviewed the application and Sol Raymond
questioned the use of the land. City Attorney, Ernest Schlereth,
pointed out that there was no formal application before the
Commission but that the application was vague as to what Mr. Dean
plans to do. He stated that he was concerned that Mr. Dean would

be in violation of the Zoning Code if he were to develop a
Commercial business in this Rural Residential Zone. If he
wants to apply for a conditional use permit for a trailer
court, this might be an acceptable use. He wants to make
Mr. Dean aware of the zoning ordinances before he spends too
much money.

Mr. Waldo Coyle stated that he felt Mr. Dean was trying to get
a precedent set with the Corps and that the Planning Commission
was trying to stop him. He has two stumbling blocks in the
Fish a.nd Game and the Corps already and that is enough.
Bill Nelson, City Engineer, pointed out that the Corps is
a clearinghouse for other agencies and the Planning Commission
should reply and give .some type of statement concerning the
application.
Mr. Schlereth requested permission to write to Mr. Dean expressing
the Commission's concern about what he is doing in this area.
Mrs. Coyle questioned as to wr~ether Mr. Dean was aware of the
application being an item on tonight's agenda. He was not
notified as the Corps applications are regularly reviewed by
the Commission for their comments.
Sol Raymond suggested that the C>:ty Administration send a letter
to Mr. Dean inviting him to come before the Commission to
discuss his intentions.
There were no objections.
B. Kenai Fine Arts request to put up a directional sign
May Hughes representing the Fine Arts was present to request
permission to install a sign near the Chamber of Commerce to
let people know where they are located.
Phil Bryson pointed out that signs are allowed only on the
lot which the business is located. -
The Fine Arts has a sign which is leaning against the Chamber
building now but wants to have the Boy Scouts build anew one.

Dwain Gibson suggested that there could be a directional
sign with more than one sign on it to direct tourists to
places of interest. The sign could be rustic looking to
fit in with the area.
Jim Hendricks stated that according to the Ordinance this
sign .could not be placed as in the similar case with the
Lions. Perhaps Council could initiate action on this as
a directional sign. Once the Commission allows a non-
accessory use then you open doors for others.
MOTION:
Karen Mahurin moved, seconded by Dwain Gibson, to request
that the City Council develop a policy concerning directional
signs so that one might be put up near the Chamber of
Commerce to direct tourists to important places of interest.
The motion passed unanimously.
C. Park View Subdivision: Plat
Jim Hendricks reviewed the Borough Report on this subdivision.
He stated that Tract B is a part of a negotiation to trade
land for the land that the Sewer Treatment Plant is on and
also to lease this land to the Kenai Care Center.
There was discussion as to what portion of the land is
developable and whether Lot 152 ~.nd 132: have access.
MOTION:
Sol Raymond moved, seconded by Dwain Gibson, to table action
on this plat until access to~Lot`132 can be found and until
the status of .the land is known.
The motion passed unanimously.
D. Lease Application: F. B. 0. Subdivision, Block 1,
Lots 1, 2, and 3: Dean Yeasel
It was noted that both Bishop Brothers and John and Kristine
Stoehner, previous applicants on these lots, have withdrawn
their applications.
Mr. Yeasel was present to answer questions and stated that
he is part owner of Salamatoff Seafoods and would like to
have the lots to handle fish and have a holding terminal.
Sol Raymond stated that there have been two or three proposals
on these particular lots and the lots are the most desirable.
He questioned whether a holding terminal would be the best
use of this property as it would be active only a few months
out of the year.

Mr. Yeasel stated that he is looking into other uses for
the facility.
Mr. Raymond further stated that he would like to see an
air freight operation on these lots and possibly Mr. Yeasel
would be willing to move down closer to the tower with his
operation.
The Commission members called for a recess at this point
so that the Airport Master Plan could be brought to the
meeting and consulted.
The Commission questioned the secretary as to the Stoehner's
lease application. She replied that she had received a
phone call from Mr. Garnett, their attorney, withdrawing the
lease application for the F.B.O. lots.
The Commission members discussed the Airport Master Plan
Which states that this land would be best used as an
F. B. 0. operation which would handle multiple services
such as flight training, air taxi, fuel, repair, etc.
Mr. Oberts stated that maybe these lots would be better used
as F. B. 0. lots but that the Commission should find other
lots which would be suitable for their use.
Mx- Yeasel stated that he would only be interested in
Lots 1-7 as they have ramp access to-them. It was mentioned
that the City would like to extend the ramp area. Since
there is no definite date set on this, Mr. Yeasel stated
that he would like to lease lots. in Lots 1-7.
Ruby Coyle stated that fishing is important to Kenai and
needs the business. The City should accomodate Mr. Yeasel
and give him alternative lots.
MOTION:.

approval of Lease Application: F.B.O. Subdivision, Block I,
Lots 1, 2, and 3: Dean Yeasel as submitted.
The motion died for the lack of a second.
MOTION:
Sol Raymond moved, seconded by Karen Mahuren, to recommend
that the applicant review with the City Administration,
specifically the Airport Manager and acting City Manager,
the lots and determine which would be aceptable and suitable
for his purpose and that the Commission approves the concept
of his lease application.
The motion passed unanimously.

E. Parks and Recreation Commis io~.'s. Request for land
for Recreational Purposes
Eileen. Bryson was present to request the use of land
on Airport property near the CAP facility and warm
storage building for temporary use as a baseball and
football field. The Parks and Rec Dept. would be willing
to plant grass and take care of the area. The land is
presently unsubdivided and not available for immediate
lease. It would be used as a practice area, not for regular
games. The Parks and Rec would assume the. cost of the seeding
and the possibility of fencing the area.
The Commission members stated that they would need to hear
comments. from the Airport Manager on this land and also
need a scaled drawing of what is proposed. They questioned
when the land would be needed. ~~.'
Ron Malston stated that it would be preps.red for use this;
fall and next spring.
The City Attorney suggested checking any FAA restrictions on
the use of this land.
MOTION:
Sol Raymond moved, seconded by Karen Mahurin, to recommend that
the Parks and Recreation Commission work with the City
Administration to determine the exact size of the area they
would like to have and whether it would be in conflict with
any existing leases or FAA restrictions and return to the
Planning Commission with a scaled drawing showing the location
-and also requests that the City Administration, namely the
City Attorneyjmake their recommendations.
The motion passed unanimously.
F. Kenai Church of God: Mr. Bryars
Jim Hendricks distributed copies of a draft to change the
text of the zoning code that would allow Churches as a
conditional use in General Commercial zones. The text
change could be either be initiated by the Council or the
Planning Commission and public hearings would have to be
held.
There was discussion concerning past minutes on this item.
MOTION:
Karen Mahurin moved, seconded by Dwain Gibson, to petition
the Borough to add a new subsection K to Section 21.76.140 -
Conditional Uses in the General Commercial Zone.
Sol Raymond stated that he did not believe that Churches
belong in a Commercial zone but would like the issue to
be considered in a public hearing. Dwain Gibson agreed.

G. R. W. Thorpe and Associates Status Report on the
Comprehensive Plan
Mr. Robert Thorpe and Len Zickler outlined for the
Commission and public present the status of the Comprehensive
Plan study they are doing for the City. They spoke on the
Wetlands and the areas they have been concentrating upon.
The draft of the land use .and community facilities and
transportation alternatives were also discussed. Mr. Thorpe
stated that he will bring a transportation consultant with
him to the next meeting.
Leo Oberts requested at this time to be heard as his request
goes along with the Comprehensive Plan. He explained to the
Commission that he wishes to develop a recreational/commercial
operation along the Kenai River that would expand to include
tourist facilities, playgrounds, and marine facilities. He
does not contemplate any building but would like camping
facilities,etc. He would like the Comprehensive Plan to
consider this area for use as a Commercial zone.
7. OTHER BUSINESS
A. City Council Report: Betty Glick
The City Council reviewed Mr. Bryar's request; the Lion's
request for a directory sign"and the Council wrote a letter
to the Department of Transportation so that signs indicating
the Kenai Business District could be put up; at the next
Council meeting there will be an amendment to dumpng_septic
material into the City's system; several leases with the Airport
have been tabled, trying to make room for Polar Airlines.
B. Borough Planning and Zoning Commission Report: Betty Glick
The Borough Planning and Zoning Commission considered the
rezonipgs of Killen Estates, Beaver Creek Alaska Subdivision,
and Fidalgo. Mrs. Glick stated that the handout on the
Borough Land Sale is ready for distribution and commented on
the time schedule.

D. Borough Report: Jim Hendricks
Jim Hendricks and the Commission agreed to meet on Tuesday
July 31 at 7 p.m. at the Public Safety Building for a
workshop on the Comprehensive Plan.

8. COMMISSION QUESTIONS ANP COMMENTS
The Commission members would like to request that the
City's Airport Manager and a representative from the
other Commissions be present when the Planning members
are considering items of importance to those Commissions
and the City Administration.
9. ADJOURNMENT
MOTION:
Sol Raymond moved, seconded by Karen Mahurin, to adjourn
the meeting.
There being no further business, the meeting was adjourned
at 11:30 p.m.
