ROLL CALL Present: Phil Bryson, David Curtis, Jim Blanning, George Fox, Wayne Regelin, and Ex-Officio Member Betty Glick Absent: Jerry Andrews Others: Representatives from Kramer, Chin, and Mayo Mayor Vincent O'Reilly; Bill Brighton, City Manager; Tom Sleight, City Engineer; John Williams; Jane Gabler; Borough Representative; Mr. ~ Mrs. Phil Waring Representatives from Kramer, Chin, and Mayo were present to give a presentation on the Coastal Development Program for the Kenai Peninsula Borough. Jeff Ottesen from that company explained that it would not be a public hearing but rather a public meeting with opportunity for public input. They wanted to begin their portion of the meeting at 7:30. Phil Bryson suggested that the Commission continue their meeting and convene at 7:30 to hear the presentation. 2. PUBLIC HEARINGS 3. AGENDA APPROVAL There were several suggested changes to the agenda. It was requested that Items A and B under Old Business and Item A under New Business be discussed in a work session. MOTION: Wayne Regelin moved, seconded by Jim Blanning, to approve the agenda as amended. There were no objections. 4. APPROVAL OF MINUTES OF September 10, 1980 MOTION: Jim Blanning moved, seconded by Wayne Regelin, to approve the minutes of September 10, 1980 as submitted. There were no objections. 5. OLD BUSINESS A. Discussion: Airport Lands at the Intersection of Airport Way and th'e'Spur Highway This item was to be discussed at a work session.. B. Discussion: 'F'ina'l Plat approval This item was to be discussed at a work session. Kenai Planning and Zoning Commission .Page 2 Regular Meeting, September 24, 1980 6. NEW BUSINESS A. Ordinance No. 612-80, Sale of Airport Lands This item was to be discussed at a work session. 7. OTHER BUSINESS A. City Council Report: Betty Glick Mrs. Glick reported on the September 17 City Council meeting. Mr. Ron Miller asked for direction from. the City Council regarding his property on Fifth and Forest. He has a large building which was used for storage and housed Peninsula Sanitation Co. in the past. Now he feels that this property has grandfather rights. He is interested in selling the property and wants to know that the new owners can use the property for something else. Mr. Miller should be coming to the Planning and Zoning Commission to pursue this further. The Council supported the Planning Commission's decision regarding the vacation on Lake Street. The Council considered some Harbor Commission increases and Administrative support of Coastal Energy Impact; approved increase for Gary Davis' salary; negotiated concerning leased lands in harbor area. B. Borough Planning and Zoning Report: Betty Glick C. City Administration Report; Mr. Brighton commented on the Council's support of the Planning Commission's decision regarding the vacation on Lake Street. He stated that a letter would be sent to the Borough stating this. D. Borough Planning Report: Jane Gabler 8. COMMISSION QUESTIONS AND COMMENTS 9. ADJOURNMENT MOTION: Wayne Regelin moved, seconded by George Fox, to adjourn the meeting.
