ROLL-.CALL Present: Phil Bryson, David Curtis, Jerry Andrews, Jim Blanning, Wayne Regelin, Mary Quesnel Absent: George Fox and Ex-Officio Member Betty Glick Others: Jim Swalley, Airport Operations Manager; Tom Sleight, City Engineer; Jane Gabler, Borough Rep. 2. PUBLIC HEARINGS 3. AGENDA APPROVAL MOTION: Jerry Andrews moved, seconded by David Curtis, to approve the agenda as submitted. There were no objections. 4. APPROVAL OF MINUTES OF October 22, 1980 MOTION: Jerry Andrews moved, seconded by Jim Blanning, to approve the minutes of October 22, 1980 as submitted. There were no objections. 5. OLD BUSINESS 6. NEW BUSINESS A. Frontage Road Subdivision: Preliminary Plat Jane Gabler read the report concerning this plat from the Borough. Phil Bryson explained that the land in question lies between the Pizza Restaurant and the Igloo building. He explained that Tracts 6, 7, and 8 would be offered for sale to the adjoining land owners and Tracts 3 and 5 will be purchased by the City. D4OTION: Wayne Regelin moved, seconded by Jerry Andrews, to adopt Resolution No. PZ 80-17 approving Frontage Road Subdivision ~ Preliminary Plat upon the corrections of negative findings 8 and 9. Kenai Planning and Zoning Commission Page 2 Regular Meeting, November 12, 1980 ~ 8. Utility easements, if required, are not shown. 9. Lots are not identified by street addresses in accordance with City Code. The motion passed unanimously. B. Corps of Engineers Permit Application: Salamatoff Seafoods The Commisioners discussed this application briefly and had no comments to make. C. Discussion: Jim Swalley - regarding Spur Highway Property Adjacent to Gusty Subdivision Jim Swalley explained to the Commission that Ron Yamamoto requested that the land adjacent to his business in Gusty Subdivision be surveyed and offered for lease. He would like to put in an office and retail building. Mr. Swalley stated that the City had discussed gettir_g this land released from the FAA during their meeting with them. If the FAA would release the land then he could go to Council and get permission to survey it and either lease it or sell the land. The Commissioners questioned where the land was and what the ~ zoning is. Some of the land is Commercial and a portion is Light Industrial. Phil Bryson questioned whether the FAA would go along with releasing all of the land back to First Street. He mentioned that the Concession lot~'area needs to be platted along with the ballpark area. He thought that it was a good idea to replat the frontage property but thought that the whole area should be platted at the same time. Jim Swalley pointed out that the frontage property was prime land and all in the clear zone and not as limited as it is back in further. They must look closely at the type of buildings that will be allowed. They will have to have height restrictions and sound proofing, etc. Jerry Andrews stated that he hesitates to lock themselves into 300 foot pieces of property and wants to take a look at the needs in the area. Phil Bryson stated that there is a right of way behind the Tesoro and they might want to consider vacating that or they would have a double frontage. He thought that the City could try to get the entire piece of property back to First Street and draw up a preliminary plat without any detailed planning just a description of the property. Also, the Public Works Department has considered upgrading First Street and this should be considered. z -~ Kenai Planning and Zoning Commission Page 3 Regular Meeting, November 12, 1980 Jim Swalley thought that the City has a better chance of getting l the frontage road land released from FAA than getting the entire piece of land back as far as First Street. He thought that by asking for it all then the City would end up with nothing. Phil Bryson stated that he had no objections to platting the frontage lots but the entire property should dictate the shape of those lots. Jim Blanning requested that the City Administration bring in actual plat maps showing the land. Phil Bryson stated that they should include as much land as possible in their request and get a preliminary plat done of the entire area. Jerry Andrews stated that they need to determine what depth the lots should be to be usable. He would like to look at a topo map. Phil stated that there is water and sewer along the back lot line of the existing lots. Jerry thought that they should look at existing lots along the Spur and see how they are developing so that they can ~ determine the lot size. Phil Bryson questioned releasing the land around the Mukluk Building and thought it would be a good time to correct some of the problems in this area. They should come up with a development plan. Jim Swalley felt the stronger the plan the better the chances are for getting the lots. If the FAA feels that the land could be possibly used for airport related uses then it would not release it. He feels. as though they will release the frontage property because it would not be airport related. The land in the center is more susceptible to the approach zone. The Commission requested that this item be under Old Business at the next meeting and that Topo maps, Water and Sewer maps, and existing plat maps be brought in for their review. 7. OTHER BUSINESS A.
