MOTION:
Jim Blanning moved, seconded by George Fox, to approve the
Agenda as submitted.
There were no objections.
4. APPROVAL OF MINUTES OF January 28, 1981
MOTION:
George Fox moved, seconded by Mary Quesnel, to approve the
A~inutes of January 28, 1981 as submitted.
There were no objections.
5. OLD BUSINESS
A. Lease Application: Area south of the Airport Terminal
___ Building: Kenai Air
Jim Swalley explained his memo which offered an alternative to
Kenai Air's request for land next to the Airport Terminal
Building. Phil Bryson questioned where the generator building
was in regards to this area.
George Fox questioned whether Kenai Air wants frontage on
Willow Street and whether they would consider amending
their application to include a smaller space and extend
the lot from Willow all the way through to the apron.
Mr. Mishou stated that Kenai Air would be willing to change
the lot size and that the architect for the building had
stated that the original plan for a 200' x 200' building
might not be the size needed.
There was a discussion concerning the setbacks for building
and that they would be 25' from Willow and Granite Point.

Mr. Mishou stated that a 300' x 160' building was a possibility,
and that they were willing to work with the City to come up
with a solution.
Bill Brighton stated that Keith Kornelis' recommendation from
Public Works was to talk Kenai Air ". into going 300' wide
instead of 400' wide to keep us from being locked in." Mr.
Brighton commented that he did not feel that the City would
be locking themselves in and that non-paying parking areas
should not be more important than leasing out land for revenue.
George Fox questioned what Keith Kornelis meant by "locking
in." Mr. Brighton replied that he was concerned about
future parking facilities.
Phil Bryson asked where future parking could expand. Mr.
Brighton stated that it could go north and to the south
some.
George Fox stated that he thought Kenai Air could have
300 to 340 feet without infringing upon itinerant parking and
still conform with the Airport Master plan by leaving a buffer
strip.
Jim Swalley commented that the FAA stated that the Airport
Master Plan is basically a guide and not hard and fast rules
to be followed. It can be altered.
Phil Bryson stated that this area has not been available for
lease and not encouraged to be. Jim Swalley stated that no
one has approached him previously to lease this area.
The City Administration was asked to research the Council
minutes to find anything pertaining to the two conflicting maps
regarding this area.
Bill Brighton .stated that we currently have more Space than
other airports for parking and our space is free. The City
can either have free parking spaces or make money by leasing
the area out.
Jim Swalley stated that in regards to the Master Plan we
presently have space for 400 vehicles. He felt that if all
the spaces possible were used then the Terminal-. itself would
be obsolete and the City would have to expand to the north.
If the airport gets that busy then it would have to build
another building. We should set aside land north of the
tower to build another terminal and this would be way in
the future.

MOTION:
George Fox moved, seconded by Jim Blanning, to approve the
concept lease application to Kenai Air with the amending.
condition that the lot should have a maximum width of 350'
or as fits into that area without interfering with the area
designated .for future itinerant parking and should extend
from Willow through to Taxiway A and that Planning and
Zoning recommends to Council that the City does not provide
any capital development in the area but let the leasee provide
for the improvements as been historically done.
Phil Bryson stated that he felt that this does. not comply
with the recommendations of the temporary advisory committee
which worked on the Master Plan and that they adamantly
recommended that this area be reserved for parking.
George Fox stated that he did not read this into the plan.
Phil Bryson stated that this is the background of the two
maps in question.. He stated that when Collier was going in
there was not enough room for parking. He further questioned
how much area has been set aside for rental parking. Jim
Swalley stated that 40 more spaces have been allowed.

Mr. Swalley stated that they have

long term parking lot to limit the parking to 3 weeks and
thus eliminate people storing their cars in the lot.
Mr. Mishou read a list of figures regarding Kenai Air's
operations and how much revenue they generate.
Mr. Fox felt that with the parking that this proposal allows,
that the City will outgrow the. terminal by the time they
need extra parking. He would like to see a money-making
business in this area. Any future growth will be towards the
north.
The motion passed with Phil Bryson voting negative.
B. Lease Application: Kenai Spur Lease Property adjacent
to Tract B: Ackerly. O'Connell, Jones
C. Lease Application: Fidalgo Subdivision, Block 4,
Lots 1, 2, and 3: Ackerly, O'Connell, Jones

1 Mr. Swalley stated that he had discussed these two applications
with Mr. Ackerly and he wishes to go ahead with both applications
bv.t would like to defer construction on them until 1982.
George Fox commented on the lease application for the land next
to the Dairy Queen and felt that the_City has two suggestions
to give the applicant regarding this lot. One would be to
push a street in .behind the lot and open a second group of
lots. An alternative would be to ask the applicant to modify
their lease application and include an "L"-shaped lot behind
the Dairy Queen and to the side of it.
Phil Bryson suggested that a cul-de-sac could be put in there.
George Fox thought that the remainder of this land should be
for a shopping center and thought that this would be a good
area for one..-
There was further discussion regarding the land behind the
Dairy Queen and what is usable and the Commissioners further
restated their recommendation that the applicant lease the
land all the way back to the 80' contour. There was a question
whether the. City should just set a large piece of this land
aside for a future shopping mall.
` There was discussion regarding putting the land up for sale
.while. it is being leased. First the City must try to lease
the land before it can be leased. Phil Bryson questioned
whether this land has been released for sale.
The concept lease application for the land adjacent to the
Dairy Queen had previously been approved with the condition
that the lot extend back to the 80' contour.
The following motion was made for Block 4, Lots 1, 2, and 3.
MOTION:
Wayne Regelin moved, seconded by George Fox, to approve
the extension for construction until 1982.
The motion failed unanimously.
6. NEW BUSINESS
A. Corps of Engineer's Permit Application: Outfall Line:
City of Kenai, Alaska
The Commissioners briefly discussed this application.
There were no objections to the application.

George Fox moved, seconded by Wayne Regelin, to adjourn the
meeting.
