ROLL CALL Present: Phil Bryson, Mary Quesnel, Jerry Andrews, Jim Blanning, George Fox, Absent: Wayne Regelin, David Curtis, and Ex-Officio Member Betty Glick Others: Jim Swalley, Airport Operations Manager; Keith Kornelis, Director of Public Works; Ed Ambarian, representing the Car Rentals; Billy Thompson 2. PUBLIC HEARINGS 3. AGENDA APPROVAL It was suggested that Old Business be moved after New Business. MOTION: Jerry Andrews moved, seconded by Jim Blanning to approve the agenda with the change. There were no objections. 4. APPROVAL OF MINUTES OF March 25, 1981 MOTION: Jim Blanning moved, seconded by George Fox, to approve the minutes of March 25, 1981 as submitted. There were no objections. 6. NEW BUSINESS A. Request for Reconsideration for Rental Car Parking __ Kenai Municipal Airport: Ed Ambarian Phil Bryson briefly reviewed the past proposals which have been submitted to the Public Works Committee, Planning and Zoning, and the City Council for review. Ed Ambarian stated that Gate 54 parking had been discussed at several Council meetings. The Public Works Committee approved a proposal and that went before Council. He further stated that any changes should have been brought before the car rental businesses first then to Planning. and Zoning and Council. Formerly, they were working with sketches and he now has had the parking lots drawn to scale. He has discussed this drawing with Councilwoman Glick who stated that she was willing to reconsider the prcposal... ~ as she is on the Public Works Committee. Kenai Planning and Zoning Commission Regular Meeting, April 8, 1981 Page 2 There was discussion of the plan which was approved by the Planning and Zoning Commission and turned down by the Public Works Committee and Council. Keith Kornelis explained that Council had made some changes to that proposal. The changes had to do with the parking lot entrances. If the City approves this drawing then it will have to provide two more entrances and will increase the cost to pave the short-term parking lot. He felt that all the additional curbs and gutters, fencing, and paving will take up the available money. It will take a considerable area for parking away from the public to provide the spaces for the car rental businesses. He understood how the car rentals want .the best available spaces for .their businesses. He further felt that the money for these improvements was coming from the State and it should be directed more towards the public and not to private businesses. This area should be left open for public use. Mr. Kornelis stated further that this plan would make it difficult for snow removal because of the fencing, curbs and gutters, and the fact that the car rentals are allowed to park there 24 hours. Presently it is very difficult to remove the snow in the parking lots and the City will only be getting X100,000 and he is hopeful'. that it will be enough to pave this parking lot,. ~ Jerry Andrews questioned how many cars the parking lot will hold. Mr. Kornelis stated that Willow Street has taken more area since it has been. enlarged and that 9 feet between cars should be the minimum. He felt that if 10' x 20' is used then they will lose one row of parking. The money is not available to pave both lots and if the rentals park up front then alot of people will be parking in the gravel area because there won't be enough room in the center for them to park. Phil Bryson questioned whether the Commission is being asked to choose which areas. Jerry Andrews stated that the request has been brought before the Commission for reconsideration and forwarding to Council as the rental agencies want to go before Council again. There are two alternatives - should they park in front of the Terminal or to the side; should they stay with the last concept or reconsider. Keith Kornelis stated that this drawing is the same as the first. Mr. Ambarian stated that the reason that this item is on the agenda is that the Car Rental Agencies know that it was turned down last year but it was discussed with Councilwoman Glick on the Public Works Committee and she is willing to reconsider. She asked that it be put on the agenda and as a formality, it is coming back to the Planning Commission and Council. The money still has to be approved by the Council. The Car Rental businesses want to have parking near the Terminal. FAA, Gate 54, and the Kenai Planning and Zoning Commission Regular Meeting, April 8, 1981 Page 3 City employees all have parking next to the building and yet __~ they are not paying for this parking other than for lease of the building. Half of the employees park in the short-term parking lot now. The rental businesses bring revenue to the City. Keith Kornelis stated that the FAA would possibly move their parking lot over to where the City is. He thought that the State would be paying for the paving and not the City out of Airport funds. If the. latter is true then the City would have more money to pave the other area. The rental agencies would be getting a priviledge and there still remains the problems with removing the snow. Jim Swalley stated that the employees and FAA parking would be moved to leave more room directly in front of the Terminal. He further stated that he supports Mr. Ambarian's plan as he feels that it will alleviate the traffic and congestion in front of the Terminal. When people come in with bags they leave the cars in front of the .Terminal. If there are signs up then they will be more apt to leave the cars in those . marked spaces. By getting the Terminal employees out of the area it will leave more room for public parking. Mr. Swalley went on to explain that the City owns and operates the Airport and the citizens of Kenai average 25 to 30 percent of the flying public. Some of the local taxes go to the Airport. Based on the overall budget, the Airport is self supporting. The major concern is with the traffic control. The rental services are vital to the public and they are paying very dearly for this spaces. George Fox questioned the cars off in front that someone from the to move the car. Jim Swalley answered that it would present situation but it might be possible Mr. Fox stated that he felt that people will come to Kenai because of the easy parking but will come because they have to because of business. Mr. Swalley stated that people will still come but it will leave a better impression on them. Mr. Fox felt that people have to walk at other airports. Fhil Bryson stated that he is interested in keeping the congestion down and feels that the Airport will get busy again. Mr. Kornelis. felt that the majority of cars parking up front are not rental cars but citizens and with this plan the people will be forced to park further back. If this area could be used for the public then there would be less of a problem with them. ~ If cars park there then they should be ticketed. Mr. Swalley still felt that added convenience would alleviate the problems. Mr. Kornelis stated that it would be just the opposite. Kenai Planning and Zoning Commission .Regular Meeting, April 8, 1981 Page 4 Jim Swalley stated that if a person is in a strange City it is difficult to find the signs. Jerry Andrews stated that this question is coming down to who will have to walk the farthest. He was offended that this is basically the same sketch that was here before and was approved by the Planning Commission. He feels that this is the way it should be done and this is the way it is done in Anchorage and it is a good model. There might be less parking than indicated but we can argue that we can handle the parking problems with ticketing and adequate signing. He felt that this will do the community a better service than. the other drawing. Mr. Kornelis stated that while Anchorage-has parking. up front Juneau doesn't. There is a problem with snow removal and the gate. They will have to load and haul the snow with a bucket and then haul it away. Mr. Andrews questioned what the difference was .from removing the snow from the other parking lots. Mr. Kornelis stated that there would be gates and additional curbs and gutters to work. around. Mr. Andrews questioned Mr. Kornelis that the problem wasn't with who is parking there but with snow removal. Mr. Kornelis stated that as a citizen he didn't felt that the rental businesses ' should park there and as a Public Works Director he would find it difficult to remove snow from this area. Mr. Ambarian stated that the City has purchased much more equipment and are now able and will have to load snow in other places so that is not valid. Mr. Fox stated that he is opposed to this now as he was last August, 1980 and thinks-that Keith Kornelis' comments are valid. He doesn't think the plan is good planning or good business. The rental parking should be on one side or the other of the Terminal. Mr. Ambarian stated that in most .Cities public parking is also paid parking. MOTION: Jerry Andrews moved, seconded by Jim Blanning, to approve the concept of .this parking configuration. The motion passed with Mary Quesnel and George Fox voting negative. B. FAA Lands, Released for Lease or Sale, but not Presently Leased The Commissioners briefly looked at the City maps regarding these lots. Kenai Planning and Zoning Commission Regular Meeting, April 8, 1981 Page 5 It was suggested that this item be delayed until the next meeting so that it can be studied and the Commissioners would like maps to study and review. 5. OLD BUSINESS A. Ratification of Lease Application: Spur Subdivision No. 2 Block 1, Lot 1: Bi11y E, and' Bi11'y Jo Thompson MOTION: George Fox moved, seconded by Mary Quesnel, to ratify the lease application approval for Spur Subdivision No. 2, Block 1, Lot l: Billy E, and Billy Jo Thompson as per telephone poll. The motion passed with Jerry Andrews abstaining. B. Discussion on Zoning Changes The Commission. decided to postpone this item until the next meeting and until the City Attorney has an opportunity to give them some direction on this. 7.
