ROLL CALL Present: Phil Bryson, Mary Quesnel, Paul Turner, Jerry Andrews Jim Blanning, Jack Castimore Absent: Wayne Regelin and Ex-Officio Member Betty Glick Others: Don Creamer, Aero Union; Jim Swalley, Airport Operations Manager; Bill Brighton, City Manager Jack Lashot City Engineer 2. PUBLIC HEARINGS __ ________ A. Petition to rezone Government Lots 79 and 88, Section 34 T6N, R11W, S.M. from Rural Residential to Suburban Residential No comments were received from fhe public on .this rezoning. Jack Lashot noted that water and sewer would be available ~ to this area. The Commission briefly reviewed the lots in question. MOTION: Jack Castimore moved, seconded by Mary Quesnel, to approve the petition to rezone Government Lots 79 and 88 Section 34 T6N, R11W~ S.M. from Rural Residential to Surburban Residential. The motion passed unanimously. 3. AGENDA APPROVAL MOTION: Jim Blanning moved, seconded by Jack Castimore, to approve the agenda as written : , There were no objections. 4. APPROVAL OF MINUTES OF June 24, 1981 MOTION: Jerry Andrews moved, seconded by Jim Blanning, to approve the minutes of June 24, 1981 as submitted. There were no objections. Kenai Advisory Planning and Zoning Commission Page 2 Regular Meeting, July 22, 1981 5. OLD BUSINESS A. Lease Application: F.B.O. Subdivision Lots 1, 2, 3 Donald and Karen Creamer Donald Creamer stated that he did not have anything mew to add at this time. His company has had a setback this past week but they still want to go ahead with their plans and will have something to offer next meeting. Phil Bryson briefly explained the background of these lots to Paul Turner. B. Request for Land for Senior Citizen's Center The City is waiting for the money to be appropriated for this project. Then there will be meetings to decide whether the center would be connected with a civic center or senior housing. Once these items are determined, then the City can consider where the Center should be located. Jerry Andrews commented that if the City is considering the center with future housing .then maybe a housing study should be done first. Until some of these questions are resolved, then it would be premature to decide on any sites. ~ Bill Brighton commented that there was a question that arose concerning whether there is a need for senior housing or not. A surface study had been done which indicated that there were six families that needed housing. The City dropped any additional housing when Wildwood considered it. The seniors have stated that they would not use this housing if it was built . Jerry Andrews stated that there was a feeling among the seniors that the current situation is not adequate. Bill Brighton stated that from meetings with the Council and seniors that the indications were to build a center in an area so that housing could be built in the future. Mary Quesnel questioned where the money would come from to do the study on the housing. Bill Brighton stated that the money from the State would be for construction and overseeing of the grant not for a housing study. There is a possibility that money could be used from the money given per citizen. 6. NEW BUSINESS A. Amend Subdivision: Preliminary Plat The Commission discussed the lots and commented that the surveyor should be asked to locate any improvements on the .lots. Phil Bryson stated that he would like to avoid the situation which occurred at the last meeting where. the plat had been tabled until the surveyor could indicate where the existing utilities and house were located. Kenai Advisory Planning and Zoning Commission Page 3 Regular Meeting, July 22, 198.1 MOTION: Jerry Andrews moved, seconded by Jack Castimore, to adopt Resolution PZ 81-9 approving Amend Subdivision Preliminary Plat upon correction of Items 8, 9, and 10. 8. Utility Easements, if required, are not shown. 9. Lots are not identified by street addresses in accordance with City Code. 10. Request that the surveyor ascertain and certify that there are no structures on the lots that would encroach upon the. setbacks as determined by the Municipal Zoning Ordinance. The motion passed unanimously. B. K.A.S. Tract: Preliminary Plat The plat was discussed and it was noted that the area is presently zoned conservation and will have to be rezoned to Light Industrial. MOTION: Jerry Andrews moved, seconded by .Jack Castimore, to adopt Resolution PZ 81-10 approving K.A.S. Tract: Preliminary ~ Plat upon corrections of Items No. 1, 8, and 9. 1. Plat area is zoned Conservation and should be changed to Light Industrial 8. Utility-easements, if required, are not shown.. 9. Lots are not identified by street addresses in accordance with City Code. The motion passed unanimously. 7. OTHER BUSINESS A. City Council Report: Betty Glick B. Borough Planning and Zoning Report: Betty Glick C. City Administration Report 8. COMMISSION QUESTT'ONS AND COMMENTS Jerry .Andrews questioned what is being done about Quandt's junk yard. Bill Brighton replied that nothing has been done about it. Council has been approached on this before and when ever they have attempted to clean up some of these areas, there is strong public'~.object-ion. He estimated that dne fourth of the City is in violation. Council again discussed this a couple of meetings ago and nothing was done at that time. 9.
