1. ROLL CALL

2. PUBLIC HEARINGS
Petition to rezone KAS Tract, located within Section 32, T6N,
R11W, S.M., City of Kenai from Conservation to Light Industrial
The Commission discussed the Tract of land and that it is
located adjacent to other Light Industrial areas.

Jerry Andrews moved, seconded by Jim Blanning, to rezone
KAS Tract, located within Section 32, T6N, R11W, 5.11. City
of Kenai from Conservation to Light Industrial.
The motion passed unanimously.
3. AGENDA APPROVAL
It was requested that Per. Fred Eshenower of Habor View Realty
be allowed to speak as Item A under New Business and that all
other items be moved down.

Jerry Andrews moved, seconded by Jack Castimore, to approve the
agenda with the addition.
There were no objections.
4. APPROVAL OF P,~INUTES OF July 22, 1981
MOTION:
Jim Blanning moved, seconded by Peary Quesnel, to approve the
minutes of July 22, 1981 as submitted.
There were no objections.

A. Lease Application: F.B.O. Subdivision, Lots 1, 2, 3
Donald and Karen Creamer
The Commission reviewed the memo from Jim Swalley which stated
that nothing further has been done on this application.
The Creamers stated that they should have something by the next meeting
No action was taken.
B. Lease Application: Spur Subdivision No. 1, Lot 3:
George Johnston
Bill Brighton explained that Mr. Johnston was not able to come
up with the funds for the entire tract of land and wants to know
if the attitude of the Planning Commission regarding cutting the
tract in half as he felt that he could handle that much. He
told Mr. Johnston that he would bring it before the Planning
Commission to see if it would be a viable use for the six acres.
He wants the land at the corner of Beaver Loop. Mr. Brighton
stated that he hoped that the Commission wouldn't base their
decision on the fact that no one else has requested to buy this
land.
~ Jerry Andrews expressed his concern -ghat the corner is the key
to a larger use of the land, possibly more than the six acres even.
Bill Brighton stated that this is a prime area and could be
used for a greater use.
Phil Bryson commented that at first Mr. Johnston was talking
about a larger complex.
Mr. Brighton stated that Dir. Johnston has requested a recomme~~dation
from the Planning Commission so that he can make a decision.
Jerry Andrews thought that the Planning Commission should
~~. consider not dividing this area and maybe putting it back into
a larger piece of land as it was originally divided out for
Serendipity. Phil Bryson stated that this could be done but the
Planning Commission could put in a simple request that the land
only be considered as a large parcel.
Jack Castimore felt that the Savings and Loan could be accomodated
on a smaller lot. Jim Blanning felt that there was no question
that it was not in the best interest of the City to cut this
land in half.
MOTTON:
Jerry Andrews moved, seconded by Paul Turner,to divide the subject
~ parcel in half pursuant to the applicant's request.
The motion failed unanimously.

C. Senior Citizen's Request for Land

Betty Warren represented the Senior Citizens in their request
for land. She commented on the growth in the last 10 years,
and the fact that they are asking for prime land for their
million dollar building. It would improve the public image to
put up a good building. They want to build it on three acres
contoured to the land and the location. The site that they
have chosen is located near the FAA housing.
Phil questioned whether the Senior Citizens and City Administration
had reviewed the sites discussed at the last meeting.
Pat Porter explained that each site has had careful consideration.
Some were rejected because they would not allow for future housing.
Jerry Andrews questioned how the needs have been evaluated.
Pat Porter stated that Carmen Gintoli worked up an estimate for
them. Betty tiVarren stated that many people are now bringing up
elderly parents etc. from the Lower 48.
Phil Bryson questioned where it would be located regarding the
bluff and gullet'.
Mary Quesnel questioned whether the three acres would be enough
in the future.
Mr. Bryson asked why the land next to the Catholic Church was
not being considered. The area is too small; there are no
paved sidewalks or lighting. The lot on Bidarka is too small.
The lot near D ~ A is too close to the runway and very dusty.
It would be very difficult to arrange the purchase of enough
land in Old Town.
It was discussed that the City would have to pay fair market
value for any FAA land. Betty Glick suggested purchasing
one acre with a five-year option to purchase the remainder.
Bill Brighton agreed that they could withdraw two acres to
prevent them being sold to someone else.
Jerry Andrews commented that it appears that the site has
all the services available such the post office and shopping.
Transportation would also be available.
The Commissioners decided to view the site before any decisions
were reached and the meeting adjourned for a short break at
7:57.

The meeting began again after the site review. Jim Blanning
commented that he thought that the site was a beautiful
piece of land and would make a nice site for the center. It
should go to the new road and be as wide as necessary.
Phil Bryson stated that if it is approved tonight, he would
like to see the architect's recommendations on space.
Betty Glick stated that if the Planning Commission is of the
opinion that they want to make a recommendation to Council
then they should make a motion and it would be taken to Council
at the next meeting. If the Council agrees with the
recommendation, then the Seniors could go ahead with the
lease process and getting the land. If the Commission agrees
that this is an ideal location for future development of a
housing complex. She suggested that the recommendation
should encompass that the Commission is recommending specific
use of l acre with the retainage of two - three acres with
the road, gully, FAA houses, and bluff as boundaries.

6. NEj~V BUSINESS
A. !.Fred Eshenower, Harbor View Realt
He presented a request to change Title 21.76.170 Item C6
Real Estate Office to B7 Uses Permitted under Home Occupations.
He feels that it is no more of a problem traffic wise or
obnoxious to people than the activities that are permitted
as a home occupation. His is a one-man office and cannot
afford a high overhead office. He has the support of others
in the real estate field.
Phil Bryson felt that there is a bid difference between a
commercial operation and a small business. Mr. Eshenower
stated that much of his business is done outside of the office.
MOTION:
Paul Turner moved, seconded by Jerry Andrews, moved to
recommend that Item C6 Real Estate Office under 21.76.170

B. Lease Application: F.B.O. Subdivision,•Tract B

Jerry Andrews left the table at this time.
He introduced his partner Al Hendrickson and explained that
they are proposing a 26-unit hotel with no amenities. He
questioned the HEA easements through this property and that
the appraisal should reflect these easements. Phil Bryson
commented that there are probably 4 sets of cables.
Jerry Andrews expressed concern about the right of way off
Airport jVay. There is a portion of land that has not been
included in this plat or in CIIAP. He stated that if this
parcel could be incorporated into the parcel they wish to
lease then they could move the building.
The Commissioners adjourned the meeting to review the plat
maps and obtain additional information.
The meeting was called back to order and it was determined
that the parcel had not been included in either F.B.O. or
CIIAP Subdivisions.
MOTION:
Jim Blanning moved, seconded by Jack Castimore, to approve
the lease application for F.B.O. Subdivision, Tract B to
Jerry Andrews and Al Henrickson with the consideration for
the use of the adjacent uplatted City property.
Phil ~Brysoni~stated that the pity needs dime to-evaluate ,
the property needs in regards to that lot. Jerry Andrews
expressed his needs. to have access fromjAirport Way. Bill
Brighton thought that the lot line could be lined up with
Carver's property. Jerry Andrews felt that the City should
make the property presentable and the appraisal reflect the
utility easements. Phil Bryson stated that the City needs
to determine if moving the electrical lines would be feasible.
Public Works was asked to identify what is usable and not
usable of the lot.
The motion passed unanimously with Jerry Andrews abstaining,
Jerry Andrews left the meeting at this time.

7. OTHER BUSINESS
A. City Council Report: Betty Glick
1"~r's. Glick reported on the City Council Report and stated that
Peninsula Hot Tubs was .warded the bid for spa equipment;
there was reconsideration on the Airport Terminal contract
award; they approved the submittal from Ron Rice for the
gym design; Ordinance 696-81 on Federal Revenue Sharing was
introduced; there will be a P~tunicipal Board of Directors
meeting Friday starting at 1:30 through Saturday; there was
a recommendation to Council regarding the Fine Arts Building
upgrading; there was a presentation by the Library Board
B. Borough Planning and Zoning Commission Report: Betty Glick
The rezoning of the KAS Tract was approved; they are not
going to have a land rush .for Land Disposal Nay: 3.
C. City Administration
Bill Brighton commented that Marvin Dragseth would like to
lease Lot 1 of Kenai Spit Subdivision but he must first get.
a Corps permit to build a dock.
~ Phil Bryson stated that he must get formal approval from
the Harbor Commission first.
Mr. Brighton commented on a recent request to put a mortuary
off Beaver Loop in P~Ir. Cone's building which was a laundromat.
Phil Bryson felt that the traffic could be handled in this
area.
The Commission discussed the zoning code and what it and
the proposed zoning code developed from the Comprehensive
Plan states on this.
The Commission was not favorable towards rezoning this area
to a Commercial zoning.

C. Kenai Spit Subdivision: Preliminary Plat
The Commission reviewed this subdivision plat.
MOTION:
Paul Turner moved, seconded~by Jim Blanning, to adopt
Resolution PZ 81-11 approving the preliminary plat
Kenai Spit Subdivision upon corrections of negative
finding of Item 8, iJtility easements are not shown.
The motion passed unanimously.
D. Discussion: Rezoning Land in the area of the Airport ~ City
Hall within Fidalgo. Etolin, and F.B.O. Sub.
The Commissioners discussed the memo on the rezonings.
They felt that the Concession area lots should not be rezoned
as there were existing light industrial uses.
MOTION:
Jack Castimore moved, seconded by Paul Turner, to recommend
the rezoning of the lots listed below excluding Item 3c.
~ 1. Fidalgo Subdivision Bl. 1, lots 1-15
B1. 2, lots 1-13
B1. 4, lots 1-5 IL to CG
2. Fidalgo Subdivision Bl. 3, lots 1 and 2 C to CG
3. a) the area bounded by Main Street Loop, Barnacle Way,
and Willow Street LI to CG
b) the airport land which includes the ballfields LI to CG
c) the Old Airport Apron or Concession Lots area LI to CG
4. F.B.O. Subdivision C to LI
The motion passed unanimously.
Tbfe Commissioners were c{uestioned whether they wished to
rezone the ballfield area as = they are temporarily approved
by the FAA

Jim Blanning moved, seconded by Paul Turner, for immediate
reconsideration.
The motion passed unanimously.
MOTION:
Jack Castimore moved, seconded by Mary Quesnel, to amend the
j original motion deleting Item 3b.
The motion passed unanimously.
The main motion with the amendment passed unanimously.
