2. PUBLIC HEARINGS
The four public hearings were scheduled for 7:30 p.m. in the
local newspaper. These items will then be postponed until 7:30 p.m.
There were no objections.
3. AGENDA APPROVAL
MOTION:
Jack Castimore moved, seconded by Jim Blanning, to approve the
agenda, postponing the Public Hearings until 7:30 p.m.

4. APPROVAL OF MINUTES of September 9, 1981
P~iOTI ON:
Jim Blanning moved, seconded by Jack Castimore, to approve the
minutes of September 9, 1981 with the addition.
There were no ojections.
5. OLD BUSINESS
A. Lease Application: F. B. 0. Subdivision, Lots 1, 2, and 3
Donald and Karen Creamer
There was no additional information on this application.
6. NEW BUSINESS
A. Discussion: Proposed Platting of land adjacent to Dairy Queen
Tom Ackerly was present representing Dairy Queen. McLane Surveying
had submitted a preliminary drawing of a possible way to subdivide
the land adjacent to the Dairy Queen lot. The lot size had changed
but Mr. Ackerly had no objections to it. The proposed street would
j help them to utilize the back portion of their lot.

Phil Bryson commented that the City Administration would like this
lot to be platted to accomodate the request from Dairy Queen for
additional space. This could be platted with or without the
street. Mike McLane put this together to show how it fits into
the entire area.
Bill Brighton stated that he was concerned with how this property
should be divided up.
Phil Bryson commented that this could be done several ways. One
why would be to designate the area that Dairy Queen wants and
continue with the lot designations and when the final plat is
submitted, show it as a whole area unsubdivided.
Bill Brighton and some of the Commission members questioned the
need for a frontage road along this area. Jack Castimore commented
that the road in the back would possibly accomodate a bike path.
Tom Ackerly stated that he would not want to endanger or hurt
the creek area or plans that Parks and Rec might have for the area.
Phil Bryson commented that the road would be entirely up on dry land.
Jack LaShot, City Engineer, suggested that if the road was put though
the center of the area, it would provide access to all the lots with
only one road and make the lots larger.
Bill Brighton felt as though the frontage road is not necessary and
too expensive. A road in the back of the area might fit into
Parks and Recreation's plans for the area. It would permit stores
to front on both sides.
Jack Castimore felt that traffic patterns are important for the
development of a large shopping center. The C Plaza is a good
indication of how going that way for a shopping center is not
working. The Commission discussed possibilities of a large
shopping mall like Penney's coming in to this area.
Bill Brighton restated that his main intent was to obtain the
requested 100' extension that Dairy Queen wants platted and if
the Commission has reservations about the remainder of the
layout .that could wait.
Tom Ackerly questioned whether the Commission could give him
the 100' all the way back if they were not going to divide the
remainder as in the preliminary drawing.
Mr. Brighton suggested that the preliminary drawing or one like
it would accomodate Dairy Queen and divide out the remainder in
case other applicants might want lots in this area. Then in a
year or so the City could change if someone wants a larger area.
That would get something on paper in; case someone comes into the
City requesting a portion of this area.
- Phil Bryson stated that if it is generally acceptable then the
City could have the preliminary plat drawn up with tie lots
numbered and subdivided. When the final plat is run through,
it could be as one tract or subdivided. If the City chooses to

~ submit the final plat at this time as one tract, then all the
City would have to do to divide it would be to have the
surveyor submit another final plat with the subdivision as
the actual field staking would already have been done.
Jim Blanning questioned whether that would be the only way
to give Dairy Queen the land they want. He is reluctant to divide
the land even as a preliminary plat. The City could make t}Ze
portion that Dairy Queen wants into one tract and the remainder
of the land into another tract.
Bill Brighton commented that the City could withhold this land
until a shopping center might build there, but there is a possibility
that someone might want only a portion of the land. If a preliminary
plat was drawn up, it might create more interest from prospective
builders. If it wasn't done, then they wouldn't know about water
and sewer and where or if there would be a green strip. Nothing
that is on the preliminary couldn't be changed. The City could
even vacate a right of way.
Tom Ackerly prefers not to see a frontage road, but questioned whether
every lot would have the right to highway access. They had trouble
with their access because of the intersection. Jack Castimore
questioned the amount of access that the State would give as the
road narrows down to two lanes right about here. This should be
a consideration.

Jim Blanning stated that he felt that they should solve Dairy
Queen's problem but not divide the remainder. Mr. Brighton agreed
that this would solve the immediate problem. Mr. Blanning stated
that he doesn't want to follow the proposed drawing as once it is
divided into smaller lots then they don't have the possibility of
a large tract and this is a beautiful piece of property.
The Commission discussed the proposed right of way behind Dairy Queen.
MOTION:
Jim Blanning moved, seconded by Jack Castimore, to plat the
100' x 300' area as requested by Dairy Queen and the remainder
unsubdivided.
The Commission discussed surveying the remainder of the area into
one large tract.
AMENDP~7ENT
Wayne Regelin moved, seconded by Jack Castimore, to amend the
motion to also plat the large parcel of land as a tract.
The amendment passed unanimously.

to General Commercial
Phil Bryson read a letter submitted To the Commission regarding
the rezonings from Al Parrish, Sheffield Hotels.
Mr. Bryson opened the meeting to the public for comments. There
were no other comments from the public.
The Commission felt that General Commercial zoning was more
consistent with the development of these lots than Light Industrial.
MOTION:
Wayne Regelin moved, seconded by Jim Blanning, to rezone
Fidalgo Subdivision, Block 1, Lots 1-15; Block 2, Lots 1-13;
Block F, Lots 1-5; Section 5, TSN, R11W, from Light Industrial
to General Commercial.
The motion passed unanimously.
B. Fidalgo Subdivision, Block 3, Lots 1 and 2, Section 5,
TSN, R11W, from Conservation to General Commercial
There were no comments from the public on this rezoning.
Phil Bryson explained that all airport lands are zoned Conservation
until broken away to be subdivided. These lots wire not rezoned
when subdivided.
MOTION:
Jack Castimore moved, .seconded by Mary Quesnel, to rezone
Fidalgo Subdivision, Block 3, Lots 1 and 2, Section 5, TSN, R11W,
from Conservation to General Commercial.
The motion passed unanimously.
C. The area bounded by Main Street Loop, Barnacle Way, and
Willow Street, Section 5, TSN, R11W, from Light Industrial
to General Commercial
There were no comments from the public on this item.
Phil Bryson commented that this area contains B ~ C~Supply and
FAA houses which soon will be removed.
The secretary read the dfferrencesbetween Light Industrial and
General Commercial.
~ 1`4r. Bryson felt that the area left unsubdivided and where the
FAA houses were located would be subdivided at the first opportunity.
He questioned whether warehouses should be excluded along with
freight which would be airport related.

_ ~ Mr. Bryson commented that the lots that have been subdivided along
Willow are currently consistent with General Commercial zoning.
The City has lots in this area which they will be accepting bids on.
Mr. Bryson questioned if all the property owners were notified of
the rezoning.- The secretary replied that the Borough had notified
everyone within 300 feet.
MOTION:
Jim Blanning moved, seconded by Jack Castimore, to rezone the
area bounded by Main Street Loop, Barnacle Way, and tNillow Street,
Section 5, TSN, R11W, from Conservation to General Commercial
excluding the area which hay not been subdivided.
The motion passed unanimously.
D. F.B.O. Subdivision from Conservation to Light Industrial
There were no comments from the public.
MOTION:
Wayne Regelin moved, seconded by Jack Castimore, to rezone
F.B.O. Subdivision from Conservation to Light Industrial.
The motion passed unanimously.
~ 7. OTHER BUSINESS
A. City Council Report: Betty Glick
Mrs. Glick commented on the discussions regarding various
Capital Improvement projects. Council had a work session prior
to the last Council meeting to discuss the recommendations from
the City Administration. Bids are coming in somewhat higher and
some items have had to be deleted such as I`~7ain Street Loop lighting.
The City was able to utilize more funds this way. Council appropriated
money for a retaining wall along Locko Building as the Fidalgo project
took away a portion of their parking lot. The dedication of
City Hall will take place October 11 and there is a program lined up
for it.
B. Borough Planning and Zoning Commission Report: Betty Glick
Mrs. Glick commented on the public hearing for a short wave
transmission facility? in Anchor Point area. She pointed out
where the Coastal Zone Management plan was in the process of
attempting to adopt it. If the Borough does not participate,
it could hurt the Cities. There are public hearings set up and
unless there is an extension, she doesn't think that the Borough
will be able to get the plan together.
~ C. City Administration Report: Bill Brighton
Mr. Brighton commented that there has been an appeal filed on the
decision to grant the Conditional Use Permit for the mortuary
and cemetery. The Commission reviewed the letter from Mr. Garnett.

Wayne Regelin stated that the only two objections voiced at the
hearing were on ground water being contaminated and the competition
from another mortuary.
Phil Bryson commented on .the letter that was received from Hal
Smalley which made reference to affecting property values.
The secretary noted that she had omitted this letter from the
minutes of last meeting.
MOTION:
Jack Castimore moved, seconded by .Jim Blanning, to add the letter
to the minutes of September 9, 1981.
The motion passed unanimously.

Wayne Regelin, moved seconded by Jim Blanning, to adjourn the meeting.
There being no further business, the meeting was adjourned at

as requested.
