ROLL CALL Present: Bryson, Bannock, Glick, Gravely, McComsey Absent: Rehm (excused) 2. APPROVAL OF AGENDA MOTION: Commissioner Bannock moved for approval of the agenda with amendments to: 4 a. Pull Resolution 90-18 from Agenda because zone was listed incorrectly in Public Hearing Notice. S 7 b. Addition of Resolution 90-19: Abbreviated Plat - 5516 T5N R11W Gusty No. 2 & Shadura. Commissioner Glick seconded approval of agenda. VOTE: Motion passed by Unanimous Consent 3. PERSONS PRESENT SCHEDULED TO BE HEARD None 4. PUBLIC HEARINGS a. Resolution - 90-17: Rezone Lots 4 & 5, Block 2, Valhalla Heights Subdivision - Tim Wisniewski MOTION: Commissioner McComsey moved approval of Rezone, seconded by Commissioner Glick. VOTE: Motion passed unanimously by roll call vote. b. Resolution - 90-18: Rezone Portion of Section 32, T6N, R11W, S.M. - Adjacent to F.B.O. Subdivision - (Pulled due to error in zoning designation in Public Hearing NOt1Ce.) 5. APPROVAL OF MINUTES - June 13, 1990 MOTION: Commissioner McComsey moved approval of the minutes as presented, seconded by Commissioner Glick. ~ VOTB: Motion passed by Unanimous Consent KENAI PLANNING & ZONING COMMISSION June 27, 1990 Page 2 6. OLD BUSINESS None 7. NEW BUSINESS a. Assignment of Lease/Crabaugh to Morris Lot 1A, Deshka Subdivision Kim Howard, Administrative Assistant for the Gity of Kenai, presented the Assignment of Lease, explaining that Mr. Crabaugh wants to assign the lease to Mr. Morris. The way the lease reads an assignment needs to go to the Planning and Zoning and Council before it can take effect. Commissioner McComsey asked if all leases were currently paid. Howard answered, "Yes." After a brief discussion, the Commission made a recommendation to agree to the Assignment of Lease. MOTION: Commissioner Glick moved for approval of recommendation. Commissioner McComsey seconded. VOTE: Motion passed by roll call vote. b. Resolution 90-19: Abbreviated Plat 5516 T5N R11W Gusty No. 2 & Shadura Loretta Harvey, Commission Secretary, reported that the Plat had been received from the Kenai Peninsula Borough Planning Department. They had already passed it, but needed the Planning Commission to approve change to satisfy State requirements. A brief discussion followed. MOTION: Commissioner Glick moved to approve Resolution 90-19. Commissioner McComsey seconded. VOTE: Motion passed unanimously. 8. PLANNING None RENAI PLANNING & ZONING COMMISSION June 27, 1990 Page 3 9. REPORTS a. City Council Councilman Smalley noted the Council Minutes which were included in packet. A special meeting was held Tuesday to approve expenditures for the Senior Center. Councilman Smalley had attended a meeting about the proposed Boat Launch and said that the project would have to be revised before the State and Feds would consider it further. The area has been designated "high value wetlands" so the City will have to review options far developing in that area. b. Borough Planning Chairman Bryson reported that the City of Homer had requested a permit from the Corps of Engineers to fill the area adjacent to the Spit. This would be a general permit with a two prong purpose: To provide a place for fill and to develop an RV Park. The KPB Planning Commission is waiting for additional information. c. Citv Administration Jack LaShot, City Engineer, explained that Resolution 90-19 had been pulled due to an error in the zoning designation in the Public Hearing Notice. 10. PERSONS PRESENT NOT SCHEDULED None 11. INFORMATION ITEMS a. City Council Agenda - June 20, 1990 Commissioner McComsey asked about Ordinance 1381-90 - Repealing KMC 7.10.060 Which Provides for a Schedule of Tax Levy. Councilman Smalley said that the Borough is already entitled to collect tax so the Council felt that Ordinance was a duplication of services and they repealed it. Councilman Smalley said he had informed Mayor Williams that the Commission needed a new member. Mayor Williams said he would review applicants and select a new member as soon as possible.
