2. APPROVAL OF AGENDA
MOTION: Commissioner Rehm moved for approval of the agenda.
Commissioner Scott seconded.
VOTE: Motion passed by Unanimous Consent

5. APPROVAL OF MINUTES - October 24, 1990
MOTION: Commissioner Scott moved for approval of minutes.
Commissioner Bannock seconded. Passed by unanimous
consent.
6. OLD BUSINESS
a. James Arness - Request to purchase Proposed Tract B,
Peterson Subdivision, Addition No. 1
Commissioner Scott said she felt that the lot in question was a
prime area for development and asked what the City's policy was
for disposal of Public Lands.
Kim Howard reported that if there is interest in public lands,
the parcel is brought before the Parks and Recreation and
Planning and Zoning Commissions. These Commissions make
recommendations to the City Council and then an Ordinance is
prepared for Council and advertised in the paper.

Commissioner Scott noted that the Comp Plan map indicated that
area may be used for a City park in the future, she asked Mr.
Arness what his development plans for the property were.
Mr. Arness said that he had no specific plans for the property,
but would like to add it to his existing property by replatting
those two sections together.
Commissioner Bannock asked if there was public access to the
parcel.
Mr. Arness said that there is a trail that comes up from the
beach but the property is bordered by private property on the
remaining sides. There is some foot traffic but mostly between
the church and the bluff, not through the lot.
Commissioner Scott asked if Mr. Arness was aware of the
Bicentennial Commission's intent to resurrect some of the old
trails in that area as part of the proposed Bicentennial trail
system?
Mr. Arness said that he had never heard of that possibility.
Commissioner Scott voiced concerned that the proposed site may be
needed for trail systems or park expansion in the future.
Commissioner Bannock noted that the only access to that site
would be through private property so it would not be a good spot
for a city trail system or park.
Commissioner Bryson said that directly north of the property was
city owned land and that there could be a trail system
established in this area. He suggested that an easement could be
retained by the City in the property if a trail system is
eventually needed.
MOTION: Commissioner Bannock moved to recommend to Council the
sale of Proposed Tract B, Peterson Subdivision,
Addition No. 1. Commissioner Glick seconded.
Commissioner Scott asked Kayo McGillivary, Parks and Rec
Director, what action the Parks and Rec Commission had taken on
this item.

McGiliivary said that Parks and Rec had recommended that the
piece be sold to Mr. Arness. They had felt that there was an
adequate trail system and access to the beach already in
existance in that area.
VOTE: YES: Bannock, Glick, Rehm
NO: Scott, Bryson
b. Comprehensive Plan Update
Parks and Recreation:
.,,.,Kayo McGillivary gave a brief summary of the Parks and Rec
..,,section and noted changes to: 10 Parks, 9 Ballfields (5 adult, 4
youth). He said that the Plan might include acreage of proposed
-,..park lands, and also a brief synopsis of each park, equipment
~- available, etc.
Commissioner Scott noted that the Future section contained very
little comment on plans to expand park areas. She wondered if
there needed to be more specific plans incorporated in that
section for further expansion of park areas if City population
grows.
McGillivary said that there was plenty of area designated to
handle any additional population growth.
Commissioner Scott said she felt that future trail systems should
be addressed more extensively in the Plan. She has been working
on the committee to get a trail between Soldotna and TCenai and
feels that it would be helpful to have a plan written out to
present to DOT.
Kayo McGillivary agreed and said that he would get. together with
the planning staff to draft section on proposed. trail system to
incorporate into the Comp Plan.
Commissioner Bryson suggested that the system rizrz along aa.l State
maintained road systems within the City _imits.
