MINUTES
1. ROLL CALL
Present: Art Graveley, Carl Glick, Duane Bannock,
Phil Bryson, Paul Hanson, Kathy Scott
Ron Goecke
Also present: Jack La Shot, City Engineer
Loretta Harvey, Administrative Assistant
2. APPROVAL OF AGENDA
Amendments to agenda were:
7 b. Changing meeting date to November 24th
7 c. Mobile Home Park next to Memorial Chapel on Beaver Loop
MOTION AND VOTE:
Scott moved approval of agenda as amended and asked for unanimous
consent. Goecke seconded. Passed by unanimous consent.
3. APPROVAL OF MINUTES - October 28, 1992
MOTION AND VOTE:
Scott moved approval of minutes as presented and asked unanimous
consent. Hanson seconded. Passed by unanimous consent.
4. PLANNING None.
5. PERSONS PRESENT SCHEDULED TO BE HEARD None.
6. PUBLIC HEARINGS
a. Resolution PZ 92-33: Lowenstein Encroachment
Chairman Graveley presented the item and opened the meeting to
Public Hearing. Seeing no participants for public hearing, that
portion of the meeting was closed. The item was brought back to
the Commission for discussion.
MOTION:
Hanson moved approval of Resolution PZ 92-33: Lowenstein
Encroachment Permit. Glick seconded.
Graveley asked if the barn was currently being built?

La Shot reported that the applicant had started building with a
verbal okay from former Building Official Howard Hackney. When the
applicant came into City Hall for the building permit La Shot
realized that the building would be in the present setbacks. It
was a confusing situation as this lot is near another zoning
district with less restrictive setbacks. The applicant owns both
lots, and the encroachment is on one of his lots.

7. NEAP BUSINESS
a. Landscaping/Site Plan Regulations
Graveley noted the memo in the packet which gave a brief history of
the ordinance and observed that the ordinance was not being
enforced. The memo asked for a recommendation from P&Z to Council
concerning this ordinance. Graveley said he felt that P&Z could
take over the duty of the Landscape Review Board. If this ordinance
was not being enforced it should probably be eliminated or review
board replaced.
Scott agreed that this ordinance was not being enforced, but was
concerned that this issue needed to be addressed in the code.
Developers need to be responsible for landscaping projects within
the City.
Bannock said he was concerned about making a recommendation on this
issue without more information. Why did the ordinance fail, etc.?
Graveley asked this item be tabled until the next meeting so Staff
can get the minutes of the meeting where the ordinance failed and
any other pertinent information.
7 b. Changing meeting date
The Commission agreed to meet on Tuesday, November 24, due to the
Thanksgiving holiday.
7 c. Mobile Park Beaver Loop Road
Goecke asked staff about the trailer park which is located next to
the Peninsula Memorial Chapel on Beaver Loop. One of the trailers
is unsightly and is a fire hazard.

Graveley said that this mobile park probably has Granddfather
rights. Graveley thought someone should talk to Chester Cone, the
owner and see if this area can be cleaned up.
8. OLD BUSINESS
a. Resolution PZ 92-26: Rezone - See
(Tabled for one year from 10/14/92)
9. CODE ENFORCEMENT ITEMS
a. Quandt Property
Harvey reported no new information had been received on this item.
b. University of Alaska Property (off Beaver Loop)
La Shot reported that the University had responded to his letter.
They are working with the Kenai Police Department to have the
trespassers evicted.
10. REPORTS

c. Townsite Historic Task Force
Hanson reported that the Task Force was continuing to review the
outline to compare with the existing ordinance.
d. City Administration
La Shot reported that Carr's had failed to get the information for
their sign variance to the Planning office before the packet
deadline. That item will be on the agenda for November 24th.

13. COMMISSION COMMENTS & QUESTIONS
Hanson noted that there was a flashing neon sign in the Alaska
Video window. He thought this might be a sign code violation.
La Shot said he would check on this.
Bannock said he had noticed people pushing snow onto city streets
after the snow plows got through. Bannock wondered if the city
could invest in snowgates, which would help eliminate some of the
snow in citizen's driveways.
Scott wished the Commission happy holidays since she will be on a
trip during November and December.
14. ADJOURNMENT
There being no further business the meeting was adjourned at
approximately 7:55 p.m.
