Notice to Reconsider - PZ07-28 -- A resolution of the Planning and Zoning Commission of the City of Kenai, Alaska, recommending to the Council that KMC 1.2.20.030 be amended by better describing and defining what constitutes prohibited storage of "Junk," "Garbage" and "Litter" under the City code. (Request to reconsider submitted by Commissioner F~llinck.) 7. CHAIR JEFF TWAIT, PRESIDING MINUTES ITEM 1: CALL TO ORDER Chair Twait called the meeting to order at approximately 7:00 p.rn. 1-a. Roll Call Roll was confirmed as follows: Cornrnissioners present: S. Romain, R. Wells,'J. Twait, P. Bryson, R. Srnagge, R. F~,illinck Cornrnissioners absent: T. Lewis Others present: City Planner M. Kebschull, Administrative Assistant N. Carver, Council Member R. Ross A quorum was present. j 1-b. Agenda Approval Chair Twait noted the following: ADD AS: Item 3-a. -- Jason Steen, Code Enforcement Officer, City of Kenai - Examples of Code Complaints (Debris 8v Junk) Item 11-e. --- US Army Corps of Engineers Public Notice of Application for Permit -City of Kenai Boat Launch MOTION: Commissioner V4lells MOVED to approve the agenda adding the lay down items provided prior to the start of the meeting, Commissioner Bryson SECONDED the motion. There were no objections. SO ORDERED. 1-c. Consent Agenda Commissioner F~illinck MOVED to approve the consent agenda as presented and requested UNANIMOUS CONSENT. ITEM 2: APPROVAL OF MINUTES -- July 1 i, 2007 Approved by consent agenda. ITEM 3: SCHEDULED PUBLIC COMMENT 3-a. Jason Steen, Code Enforcement Officer, City of Kenai -Examples of Code Complaints (Debris & Junk) Steen noted his address as 328 Portlock Street, Kenai and gave a presentation of examples of junk and litter complaints he has investigated in the past three months. ITEM 4: CONSIDERATION OF PLATS 4-a. PZU7-38 -Preliminary Plat -Horseshoe End At River Bend Subdivision Addition No. 1 (A resubdivision of Tracts 2-A and 2-B Horseshoe End at River Bend Subd. KN 1.709). Plat submitted by McLane Consulting, Inc., l P.O. Box 468, Soldotna, AK 99669. J City Planner Kebschull reviewed the staff report included in the packet and noted this would clear up encroachment issues on the property. Chair Twait read the rules for public comment, and then opened the meeting for public commezat. There being no public comments, the hearing was closed. MOTION: Commissioner Vflells MOVED to approve the plat and Commissioner Bryson SECONDED the motion. Commission comments included issues of lot size, zone specifications and screening needing to be addressed. The floor was opened for public commerrt. Jason Steen, 328 Portlock Street -- Comments included: • Handles 25-30 complaints per month, • Responds to all complaints. • The resolution would give him more tools to do his job. MOTION: Commissioner Bryson MOVED to approve Resolution PZ07-28 and Commissioner Fullinck SECONDED the motion. MOTION: Commissioner Bryson MOVED to postpone Resolution PZ07-28 to hold a work session and Commissioner Fullinck SECONDED the motion. Borough Planning -- Commissioner Bryson reviewed the actions taken at the July 16~h Borough Planning Commission meeting. 9-c. Adxx~,inistration -- Kebschull noted the City had received the building permit for the Alaska USA Federal Credit Union building, and that part of the lawn at the Old Court House would be removed for additional parking.
