PZ07-25 - A Resolution of the Planning And Zoning Commission of the City Of Kenai, Alaska, recommending to the Council to enact KMC 9.10.015 requiring dumpsters to be screened on at least three sides. KENAI CITY COUNCIL CHAMBERS CHAIR JEFF TWAIT, PRESIDING MINUTES ITEM 1: CALL TO ORDER Chair Twait called the meeting to order at 7:00 p.m. 1-a. Roll Ca11 The roll was taken and confirmed as follows: Commissioners present: S. Romain, R. Wells, J. Twait, P. Bryson, J. Broyles, T. Lewis, R. Smagge Commissioners absent: None Others present: City Planner M. Kebschull, Planning Administrative Assistant N. Carver, Council Member R. Ross 1 A quorum was present. 1-b. Agenda App~toval Commissioner Bryson noted the following: ADD TO: Item 9-b. Borough Planning Report 9/ 10/2007 Item 11-b. Zoning Bulletin $/ 15/2007 MOTION: Commissioner Bryson MOVED to approve the agenda adding the laydown items provided prior to the start of the meeting. Commissioner Lewis SECONDED the motion. There were no objections. SO ORDERED. 1-c. Consent Agenda MOTION: Commissioner Romain MOVED to approve the consent agenda as presented and Commissioner Lewis SECONDED the motion. ITEM 2: APPROVAL OF MINUTES -- August 22, 2007 Approved by consent agenda. ITEM 3: SCHEDULED PUBLIC COMMENT -- None ITEM 4: CONSIDERATION OF PLATS -- None ITEM 5: PUBLIC HEARINGS 5-a. Kebschull reviewed the information presented in the packet, noting the draft was created using information recozxxmended during work sessions. Chair Twait opened the meeting for public comment. There being no comments, the public hearing was closed. MOTION: Commissioner Roxnain MOVED to approve PZ02-28 and Commissioner Smagge SECONDED the motion. City Council -- Ross reviewed the action agenda items from the packet, noting a public hearing would be held on the rezoning ordinance at the next council meeting. 9-b. Borough Planning -- Bryson reviewed the action agenda items from the August 27 and September 9, 2007 meetings of the Kenai Peninsula Borough Planning Committee. Twait questioned Bryson regarding the rebuilding in Caribou Hills, noting he had heard cabins could be larger than before. Bryson noted nothing had been presented at their meetings. 9-c. Administration -- Kebschull noted there would be public hearings at the 1 September 26 meetixxg to amend the zoning code regarding house number size and J garbage containers being provided for multi-family homes and mobile home parks. ITEM 10: PERSONS PRESENT NOT SCHEDULED 10-a. Barry Eldridge, 2679 Bowpicker Lane -- Provided the Commission with photographs of signs within the mixed-use zone and suggested the Commission review sign height requirements within the zone.
