We the undersigned are owners and residents of real property in Kenai, known as Lot 1 Dye S/D. We formally request that this notice of our opposition be entered in the official record of proceedings for full consideration by the Planning & Zoning Commission. Residents on Birch Street were NOT INFORMED about this planned subdivision until April 1, 1995, which was after the first meeting was held. There is only one entrance and exit on Birch Street. In the event of an emergency at the airport it would be impossible to safely evacuate the homes in a safe and timely manner. There are many undeveloped lots on Birch. Property value on Birch would decrease due to extra heavy traffic. There would be an increase in taxes for maintenance and utilities that would have to be upgraded to handle an added volume of home. There are many new homes on the market which should meet the needs of new home buyers. Rezoning to RS could potentially allow up to a six-family dwelling on each of the 11 lots if these lots were at lease 12,000 aq. ft. None of .the residences in Woodland which border the subject property are multi-family dwellings. Rezoning to RS would allow the lot size to be cut down to 7,200 sq. ft. from 9,600.eq. ft. Presently the only proCection the fifteen Woodland homeowners adfoining the ;~., proposed rezoning subject pzoperty is the current .zoning of Rural Residential. 2, Tl'-ere are no recorded. covenants, conditions or restrictions for the subject property. Dear Commissioners: We are homeowners in Woodland Subdivision who would be greatly affected by this proposed rezoning. We strongly oppose this. rezoning and would like to request that it be denied for the following reasons: 1. It would greatly decrease our property value. 2. It would decrease the small amount of vegetative buffer that we now have against airport and float plane basin noise. ~;~ 3. It would increase the traffic that we have through our subdivision. 4. It would greatly reduce the lot size required to build a family dwelling and allow up to a six family dwelling on a lot of 12,000 ft. This certainly does not sound like it would be the °'development of a subdivision similar to Woodland subdivision" as is stated in the Staff Report Analysis we received.
