7-a. Discussion/Recommendation - Tidelands Lease Applications/Ted J.
Crookston - City of Kenai Shore Fishery No. 2
Ted Crookston -- Crookston explained the Commission first determined these
tidelands could be leased and the action before them at this meeting was to approve
the lease application.
MOTION:
Commissioner Eldridge MOVED to recommend approval of the Tidelands Lease
Application for Kenai Shore Fishery No. 2 to the applicant, Ted Crookston.
Commissioner Canady SECONDED the motion. There were no objections. SO
ORDERED.
'7-b. Discussion/Recommendations - 2005 Dip Net Fishery Report
The Commission reviewed the recommendations developed at the Hazbor/Parks &
Recreation Commission work session. After making some minor changes to the
wording, the list was stated as:
l. Prohibit camping and fires going to the right of the South Spruce Street beach
access point to the city limits.
2. If possible, add another access road to beach off South Spruce near the Sewer
Treatment Plant fence/gate -- Commercial beach entrance.
3. Location of permanent concrete restroom -- same location as current perxnanent
restroom.
4. Mobile Food Vendor Concession Locations -- Site to be determined by
administration.

5. 'Ilzrnouts onto Kenai Avenue would be helpful.
MOTION:
Commissioner Eldridge MOVED to approve the changes made by the Harbor
Commission and send them to the City Council for the upcoming dipnet season.

8-c. City Council Liaison -- Council Member Massie reported the following:
• Council would be interviewing city manager candidates this week.
• Council has not yet received the Walmart lease.
ITEM 9: COMMISSIONER COMMENTS/QUESTIONS
Eldridge -- Suggested placement of armor rock at the toe of the bluff (25 feet by
five to seven feet above mean high water) as an emergency Phase Y of the bluff project.
A second stage could include the trail and remainder of the project
Osborn -- Noted wind causes a lot of the erosion.
Other discussion followed and comments included:
• Phase operation -- As soon as possible place armor rock as Phase I.
• Launch ramps -- The city has the Corps permit and the engineering is
complete -- administration is now working on the bid documents.
• Exit Road -- Since the city does not have funds to build the exit road, the
Port of Kenai access to the dock area may be used again during the upcoming season.

Subject: Kenai River Bank Erosion - Technical Report, Kenai, Alaska
The City of Kenai has reviewed the Kenai River Bank Erosion Technical Report. We
are very pleased with the report and excited that our Kenai River Biuff Erosion Control
project is viabfe and can be built to stop the erosion. The report indicates that there
would only be a minor short-term efFect on the environment (during construction) but a
positive long-term benefit after completion. It also states, "The steep and unstable bank
is a safety risk to residents and visitors to Kenai."
Erosion
The report points out that an enormous amount of material is eroding off the bluff into
the river. This erosion of three feet per year continues to endanger roads, water and
sewer mains, and structures. This study estimates 21,300 tons/year of sediment comes
off the bluff.
Causes of Eeosion
The report points out that a number of forces contribute to this bank erosion such as
wind, waves, foot traffic, overload drainage, groundwater seepage, and river current.
Groundwater seepage out of the bank face is listed as the primary contributor to
erosion. The Sediment Impact Assessment lists retreat by wave action at the toe,
freeze/thaw, and block failures associated with poor internal drainage as probiems in

the lower horizon. Problems in the upper horizon inciude dry soil fall, eolain transport,
freeze/thaw, rilling and piping.
After receiving comments from the Kenai Harbor Commission, long-term residents,
along with public works observations, the City believes erosion caused by "wave action"
needs to be looked at closer. The Study says that the wetlands and shoal at the mouth
of the river create a natural barrier that limits the wave height. There are times in some
areas of the bluff when five-foot to eight-faot-high storm waves directly hit the base of
the bluff during a high tide. The report says iYs infrequent that a storm surge and high
tide happened at the same time. When it does happen {averaging once a year); huge
amounts of materiai are eroded. About ten years ago, over 20-feet of bluff sloughed off
during one high tide because waves undercut the base of the bluff.
Sedimenta4ion
The report states, "The overali impact of the reduction in sediment load if the bank is
stabilized would be very minor, ..." "..., this quantity is small in comparison to the
overali amount of sediment contributed from other sources in the river." This study
reviewed the UAA (Oran Smith) sedimentation study and found the reduction in
sediment load at 5% (UAA was 7%). Both studies concluded that constructing this
project wouid have very little impact on this reduction in sediment load. "Changes in the
morphology of the tidal flats and dunes is not expected given the net surplus of
sediment in the reach."
Sediment lmpact Assessment states:
The proposed project consists of constructing a revetment of varying
cross-section with geotextile and rock erosion protection on its seaward
siope. The construction will protect the subject one-mile stretch of bluffs
along the north bank of the Kenai River from erosion by extreme high
water and waves. The lowest extent of the proposed erosion protection
will lie in the upper half of the tidal zone; above the water most of the time.
The upper eroding bluff wiil be graded to a shallower, more stabie siope
and planted to prevent wind- and runoff-induced erosion.
Water F1ow
The study points out that the project would cause an insignificant change to the river
velocity at high tide and no change at low tide. "Results of the modeling indicate fhaf
the project wouid have minimal encroachment on the river flow path and wouid have an
insignificant impact on river currents."
Wildlife
The study states, "The highly compacted nature of this river bottom likely makes it
unsuita6le benthic invertebrate habitat." The Kenai River Estuary Baseline Fisheries

assessment reported many different animals in the Kenai River. The report does not
state any adverse effect this project would have on these animals. L.ower sedimentation
in the river because of stopping the erosion may even be beneficial to these animais.
The study states that, "... it is uniikely that birds wiii be negatively affected in the long-
term due to the proposed erosion control project."
Conclusion of this report states:
Stabilization is technically possible and would likely not have a significant
affect on the environment. Additional studies should focus on field data
collection to address erosion from groundwater seepage, identification of
culturai resources, and analysis and design of bank stabilization
measures. Groundwater studies, such as groundwater mapping, shouid
be performed to better define the seepage patterns and flow rates to
ensure a sound design for a stabilization project.
This report reassures the City of Kenai that the Kenai Bluff Erosion Control project is
feasible and can be constructed without any long-term environmental damage. The City
of Kenai looks forward to working with the Corps of Engineers on the neut phase of this
project. The Senate Energy and Water Appropriations Conference Report for FY 06
lists $500,000 for Kenai Erosion Control and Bluff Stabilization. it can be found under
Corps of Engineers General Investigations.

time of construction. A five-percent bond is required.
The Contract Documents may be obtained fram the City of Kenai for a non-refundabie fee

fee of $10.00 is required for mailing documents. The Municipality of Anchorage 1994
Standard Specifications are incorporated into the contract documents and may be
purchased for $63 including tax.

A RESOLUTION OF THE COUNCIL OF THE CITY OF KENAI, ALASKA, AWARDING A
LEASE FOR TWO FISH SEASONS (MAY 15, 2006 TO SEPTEMBER 30, 2007) OF KENAI
DOCK STATION NO. 2 TO COPPER RIVER SEAFOODS FOR THE SEASONAL BASE
BID OF $35,621 PLUS $0.03/LB. OVER 1,187,367 LBS PLUS $500 PER MONTH FOR
BOAT STORAGE AREA NO. 2.
WHEREAS, the City of Kenai received the foilowing bid for the lease of Dock Stations
No. 2 and/or Station No. 3 and Boat Storage Areas on February 21, 2006:

WHEREAS, Copper River Seafoods' bid was the only bid received; and,
WHEREAS, the minimum bid was $20,000/fish season each for Station No. 2 and for
Station No. 3 and $300/month each for Boat Storage Area No. 2 and Area No. 3; and,
WHEREAS, Copper River Seafoods submitted a proposal to lease Dock Station No. 2 for
$35,621 plus $500 per month for Boat Storage Area No. 2, plus $307 per month for
Boat Storage Area No. 3; and, ,
WHEREAS, Boat Storage Area No. 3 is to be awarded with Station No. 3 yearly base
bid; and,
WHEREAS, the lease includes the dock area, parking/storage azea, offices, and one
crane; and,
WHEREAS, the recommendation of the City Administration is to award the lease of
Dock Station No. 2 and Boat Storage Area No. 2 to Copper River Seafoods; and,
WHEREAS, the Council of the City of Kenai has determined that awarding the 2006
