PUBLIC HEARINGS a. Resolution PZ 94-45: Gloria Wik, 275 Juliussen Chairman Walker introduced the item and asked the Commission's wishes. MOTION AND VOTE: CARL GLICK MOVED APPROVAL OF RESOLUTION PZ 9445. RON GOECKE SECONDED. Chairman Walker asked if there were persons in the audience who wished to address this item? Planning & Zoning Commission September 14, 1994 Page 1 PUBLIC HEARING: Sherian Soares, 1025 Second Ave., said she was the applicant's daughter and she was representing her mother because she was out of town. Soares indicated that the street address was incorrect on the application, it should be 281 Juliussen Street. Councilman Smalley verified that the lot and block were correct for the property. Chairman Walker referred to the staff comments and asked if the smoke detectors had been installed in the bedrooms. Ms. Soares said they had been installed. Ron Goecke called for the question. City Council Councilman Smalley reported on agenda items including: Council supported the acquisition of the Chester Cone property by the Exxon Valdez Trustee Council (EVTC) to be conveyed to the city for a park; Council also decided to seek funding through the EVTC to acquire parcels adjacent to Cunningham Park and expand and improve that park; the Council voted to return the grant to develop the Daubenspeck property, Smalley would like to see the City's portion of the matching grant retained for park improvements; Leo Grasso is considering locating an assisted living center in the area. The City has two locations near the Senior Center which might be appropriate. Planning & Zoning Commission September 14, 1994 Page 2 Council is presently seeking input from the seniors to see if they would approve of such a facility near the center; Council upheld P&Z's decision to deny Don Aase's variance permit (minimum lot size, VIP Park Estates). Smalley has received numerous calls from the residents of Deepwood Park. P&Z had approved an encroachment at 118 Wooded Glen Court for the Cochran's. The neighbor, Marion Nelson, appealed the decision and Council overturned P&Z's decision. The house remains empty and the neighbors would like to see the city take action to make the property owner, Fannie Mae, correct the problem, so the house will be inhabitable. Smalley felt the P&Z had made a fair decision which would have benefitted the neighborhood. Chairman Walker said he appreciated the Council's support of the Aase decision. b. Borough Planning Phil Bryson reported there were no items specific to Kenai. Two items regarding classified lands were discussed. When the Borough classifies land and it is sold the classification would become part of the title for five years. Also there is a resolution to reclassify certain lands from resource extraction to resource management for timber harvest. c. Administration -None. 10. PERSONS PRESENT NOT SCHEDULED 11. COMMISSION COMMENTS & QUESTIONS Teresa Werner-Quade, reported that there were vehicles for sale in front of the new Tesoro off Airport Way, she wondered if this was a legal activity. Box 944 - Soldotna, AK 99669 September 19, 1994 Dear Kenai Soil and Water Conservation District Cooperator, ~? ~N~c,,t, ~.~n~ i'ne Kenai S W CD Board is in the process of developing a long range plan for the District area which will identify our planning and project priorities for the coming years. As a cooperator with the District we would like to have your input on where you think we should focus our efforts. In order to help us identify natural resource issues within the District, the Board has been directing the activities of a Natural Resource Inventory and Evaluation. Mazgazet Spahn, Soil Conservation Technician, in the Soil Conservation Service Soldotna office has put together two base maps for the District, both at an inch to the mile scale. One is a USGS topographic map and the other is a land ownership map from the borough GIS (Geographical Information System). For these base maps the following 10 overlay maps have been developed: high value agricultural soils, location of cooperators and the District boundary, wetlands, drainages and contiguous wetlands, forest cover and logging, spruce bark beetle concentrations, groundwater, population density, anadromous fish streams and wildlife habitat (ducks, geese, swans, eagles). At the District Boazd meetings in April and August the Board reviewed these maps and identified the following issues: * Kenai gas fields affect on groundwater/wells and septic systems * impacts of spruce bark beetles on watersheds -harvest vs. nonharvest * Ninilchik River watershed area concerns * spread of spruce bark beetles -possible impact on Kasilof area * dire gravel roads impact of watersheds * loss of high value ag soils from agricultural use to development * contaminated surface waters * wildlife habitat improvement as a result of agricultural land development (need for literature describing value of ag land for habitat) * Kasilof River watershed -are there increasing pressures from fishing, tourism, and development and if so how is it impacting the natural resources and how will it affect landowners? * timber harvest, reclamation, erosion control -how can we help the small landowner * streambank rehabilitation projects * groundwater quality CONSERVATION -DEVELOPMENT -SELF-GOVERNMENT The Kenai Soil and Water Conservation District Board would like to have your input on these or any other concerns or opportunities you may have about the natural resources of our area.
