SUBJECT: Resolution PZ-4-91: Rezone properties adjacent to
Marathon Road within Section 32 & 33, T6N, R11W, S.M. AK
Backaround
Applicant: City of Kenai
Legal Description: See above and Exhibit "A"
Existing Zoning: Suburban Residential (RS) and Conservation (C)
Proposed Zoning: Light Industrial (IL)
Existing Land Use: Undeveloped except for an existing borrow pit
that is now a pond, and an archery range.
Proposed Land Use: Industrial, Manufacturing, Educational,
Training Facilities, etc.
Discussion
The property described above is adjacent to Marathon Road
and encompasses land that has been set aside for such
facilities as the UAA Fire Training Center, Coast Guard
Cold Water Training Facility, People Count School, etc.
Currently, the zoning is Suburban Residential (RS) and
Conservation (C) which would not be compatible for placement
of such facilities.
The current Land Use Plan designates the area for
"Office/Manufacturing", as it does for the entire airport.
For the area in question, this use seems compatible with the
~ intended use, as no classification exists for general
industry at this time.
As the City is in the process of updating the Comprehensive
Plan, the Land Use Plan and Zoning will be reviewed
Citywide, especially within the airport lands boundary.
This zoning Change represents what I believe will be
consistent with the update. It is important, however, to
complete this rezone now to enhance the proposal the City
has presented to the University of Alaska for the placement
of the Fire Training Center and other potential facilities.
The boundaries of the proposed rezone generally follow the
fringe of upland properties as defined by the Corp of
Engineers. As the Land Use Plan is updated, the area within
the IL zone designation will have the designation of
"General Industry", and the area outside the IL zone
(presently conservation) will have the designation of _
"Conditional Use Wetlands".

AN ORDINANCE OF THE COUNCIL OF THE CITY OF KENAI, ALASKA AMENDING THE OFFICIAL
CITY OF KENAI ZONING MAP FOR CERTAIN LANDS ADJACENT TO MARATHON ROAD, WITHIN
SECTIONS 32 & 33, T6N, R11W, S.M. AK.
WHEREAS, KMC 14.2d.27d establishes a procedure to amend the Official Zoning
Map of the City of Kenai, and
WHEREAS, the Official City of Kenai Zoning Map depicts these lands as
partially Conservation (C) and partially Suburban Residential (RS).
WHEREAS, the City of Kenai desires to render the entire area one zone which
would allow the development of these airport lands for industrial,
manufacturing, and potential educational training facilities, etc., and
WHEREAS, the proposed zoning designation is Light Industrial (IL), and,
WHEREAS, the Kenai Planning & Zoning Commission held a public hearing on
January 23, 1991 and as a result of that public hearing recommend approval of
the proposed amendment to the Light Industrial (IL} zoning designation.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF KENAI, ALASKA, as
follows:
Section 1. Subject properties consisting of those lands depicted in
Exhibit A described as lands adjacent to Marathon Road, within Sections 32 &
33, T6N, R11W, S.M. AK are hereby amended to Light Industrial (IL).
PASSED BY THE COUNCIL OF THE CITY OF KENAI, ALASKA, this 6th day of February,
1991.
