Discussion
The property to be rezoned lies north of the Kenai Spur Highway
and west of Forest Drive. The City of Kenai is the owner of the
strip of property which lies between the Kenai Spur Highway and
Gov't Lot 136. Gov't Lot 136 is bordered by Second Avenue on the
north and N. Gill Street on the West.
The rezoning has been requested by the owner for the purpose of
accomodating a 24-unit apartment complex on the site. Under the
present General Commercial zoning this type of development would
not be allowed. Gov't Lot 136 is present bordered by General
Commercial zoning except for the northern boundary which is
Suburban Residential.
The adjacent government lots to the east and west have been
subdivided into small building lots. Four of these subdivided
building lots have been developed to date. With the exception of
the funeral home developed in Edgington S/D to the west, the
remainder of the developed lots are in residential use.
Characteristic of the immediate neighborhood is one of a tran-
sitional character. There is commercial development immediately
on the Spur Highway to the east and to the west of the area,
however, the predominant land use north of Second Avenue is
medium density residential.
ANALYSIS

The requested rezoning district is not consistent with the Kenai
Comprehensive Lane Use Plan. As stated previously, the requested
district is-Urban Residential and the L.U.P designation is
currently neighborhood business.
Since Gov't Lot 136 does not have direct access onto the Spur
Highway it appears that.the-.proposed.use of high density multi-
family residential is~la .l.eg}t,imate ,one.. In effect, this would
provide for a transitional buffer area between the commercial
activity directly on the Spur and the lower density residential
area to the north.
The proper Land Use Plan designation to accomodate the proposed
rezone would be the "medium high density residential" land use
classification. This would be an extension of the already
existing land use classification lying to the north of the
property. (see Kenai Comprehensive Plan map)
The rezoning to Urban Residential district would establish a new
high density residential area at this particular location in the
City of Kenai. This change is allowable as the site proposed to
be rezoned exceeds one acre in size.
