HomeMy WebLinkAboutPZ1985-12~~I~~G/ ~~~~~ CITY OF KENAI ADVISORY PLANNING & ZONING COMMISSION RESOLUTION PZ 85-12 A RESOLUTION OF THE ADVISORY PLANNING & ZONING COMMISSION OF THE CITY OF KENAI RECOMMENDING AMENDMENT5 TO KMC 14.05.020 REGARDING THE DUTIES AND POWERS OF THE COMMISSION. WHEREAS, the Kenai Municipal Code Section 14.05.020 defines the duties and powers of the Kenai Advisory Planning & Zoning Commission, and WHEREAS, the existing Code does not accurately establish the specific responsibilities of the Commission, and WHEREAS, the assumption of the zoning power by the City of Kenai on July 1, 1984 has impacted the duties of the Commission, and WHEREAS, the Commission exercises a variety of advisory and quasi- legislative functions and relationships with the Kenai City Council and Kenai Peninsula Borough Planning Commission. NOW, THEREFORE, BE IT RESOLVED THAT THE KENAI ADVISORY PLANNING & ZONING COMMISSION, OF THE CITY OF KENAI, recommends adoption of amendments contained in "Exhibit A". Loper, Planning Secretary "EXHIBIT A" 14.05.020 Duties and Powers: (a) The Commission shall be required to ,perform the following duties: [i] Review and act upon requests for variance permits, conditional use permits, planned unit residential development permits, and other matters requiring consideration under the Kenai Zoning code. [ii] Interpret the provisions of the Kenai Zoning Code, make deter- minations when requested by the Administrative Official. [iii] Review the City of Kenai Comprehensive Plan on an annual basis and conduct a minimum of one public hearing. Said recom- mendations shall be forwarded to the Council for consideration. [iv] Promote public interest and understanding of comprehensive planning, platting, zoning, land management, and other issues relating to community planning and development. [v] Propose plans for the rehabilitation or redevelopment of any area or district within the City. (b) The Commission shall act in an advisory capacity to the Kenai City Council regarding the following matters: [i] Kenai Zoning Code and Official City of Kenai Zoning Map amend- ments [ii] City and airport land lease or sale petitions [iii] Capital Improvements Programming. The Commission shall submit annually to the Council, a list of recommended capital improvements which, in the opinion of the Commission, are necessary and desirable to be constructed during the forth- coming three year period. Such list shall be arranged in order of preference, with recommendations as to which projects shall be constructed in which year. (c) The Commission shall act in an advisory capacity to the Kenai Peninsula Borough Planning Commission regarding the following matters: [i] Subdivision plat proposals [ii) Right-of-way and easement vacation petitions [iii] City of Kenai Comprehensive Plan amendments
