RESOLUTION NO. 89-2
A RESOLUTION OF THE PLANNING & ZONING COMMISSION OF THE CITY OF KENAI,
ALASKA ADOPTING THE 1989 GOALS & OBJECTIVES.
WHEREAS, the Planning & Zoning Commission desires to complete several
defined projects within a specified time period, and
WHEREAS, the Mayor and Council have indicated a desire for one of the
projects to "move ahead with all speed", and,
WHEREAS, the Commission has identified the following projects as the
primary goals for calendar year 1989:
Goal 1 Update City of Kenai Comprehensive Plan
This has been an ongoing project since 1983 when the Kenai
Peninsula Borough initiated the funding and assistance under
Title 29. To date the Plan has not been updated in a form
approved by Council. The Commission recognizes that
intensive work needs to be done to complete. the Plan .and.
bring the City into a position of having clear guidelines in
harmony with the wishes of both the. Commission and the
Council.
Goal 2 Update Zoning Code
1. Guiding Services
2. Day Care
3. Zero Lot Line - on hold
Goal 3 Comprehensive Review of Street Names & Street Plans
This remains on the list as an ongoing project and also
because of a plan by Council to rename the streets in the Old
Towne district.
Goal 4 Review of Activity in Townsite Historic Zone
The Commission recognizes the need to work on specific
guidelines for reviewing activities in this specialized zone.
The Commission will be working with the Bicentennial Visitors
and Convention Bureau when their plans for this area have
reached the appropriate stage.

WHEREAS, NOW THEREFORE BE IT RESOLVED BY THE PLANNING & ZONING
COMMISSION OF THE CITY OF KENAI, ALASKA, that the 1989 Goals &
Objectives be adopted and brought before the Mayor and Council of the
City of Kenai for approval and/or amendment.

1989
Attached is a copy of the previous goals and accomplishments.
Following is a list of goals identified by the Commission for intensive
work this year.
Goal 1 Update City of Kenai Comprehensive Plan.
This has been an ongoing project since 1983 when the Kenai

Goal 1 Update City of Kenai Comprehensive Plan - 1989 #1 Goal
To date, the Comprehensive Plan has not been adopted. This
will be a continuing goal until a plan has been updated and
approved by both Council and Commission
Goal 2 Comprehensive Review of Street Names & Street Plan - 1989 #3
The Kenai Peninsula Borough adopted Ordinance 85-35 which
"establishes a uniform street naming system throughout the
Borough". The Borough has then initiated a computerized
Geographical Information System which has the capability of
1 being shared by users throughout the Borough, however the
system is estimated to be on line in approximately 5 years
by Borough staff. In the interim this will be an ongoing
process.
Goal 3 Update Zoning Code - Partially Completed and Amended
1. Zero Lot Line Ordinance - On Hold
The Commission approved a final draft of the ordinance and
sent it on to the City Council and Administration. The
Attorney's office reviewed and redrafted the ordinance. The
Commission requested a work session with the Attorney's
office for May 27, 1987. The ordinance has not moved
forward as of November 19, 1987.
2. Create new zone for Old Towne Site - Completed and
Operational
The rezoning was effective April 18, 1987. The new zone is
entitled, "Townsite Historic Zoning District" (TSH)
3. Home Occupation Ordinance - Issue has narrowed to a
study of Day Cares
The Commissian felt that this whole issue needed a strong
study as the economy is pushing more and more businesses
into the home. To date, this study has not been done,
however, should begin sometime in January.

4. Bed & Breakfast Revisions - Completed
The Commission now uses the "Home Occupation Permit" process
to review this type of home business, however, feels that
the issue should require a public hearing process in order
to involve the surrounding neighborhood. This will begin
sometime in January, 1988.
Goal 4 Begin First Phase of Old Towne Redevelopment - This whole
concept has changed - see 1989 Goals.
Mayor Williams has created a Kenai Bicentennial Commission
which is a combination of the Old Town Committee and the
Kenai Historic Committee. This group will begin a process
similar to that of the Kasprisin Plan to upgrade Old Towne.
The Planning Commission will be involved to the extent that
it will be assuming the duties of the Landscaping/Site Plan
Review Board which was set up to review development in this
area.
Goals S Revise Mobile Home Ordinance - Completed - RV Ordinance has
been submitted to Council.
~ This ordinance originally began in August. 1986 after the
Commission had received several complaints from citizens.
After several preliminary drafts by the Commission this
ordinance was sent to the Attorney's office for formal
drafting. Ordinance 1219-87 was introduced to Council,
however was voted down and sent back to the Planning
Commission and Parks & Recreation Commission in January
1988. A work session has been requested with Council and
Parks & Recreation Commission to finalize the ordinance.
Therefore this Goal has been amended to include RV's rather
then the original Mobile Homes ordinance.
Goal 6 Evaluate Land Use/Development Regulations on City-owned Land
Council has completed this through attorney's office.
The Kenai Comprehensive Plan was to include this item.
Currently the Plan is not adopted, therefore this item will
remain until such time as the Plan is adopted.
Goal 7 Assume Duties of Landscaping/Site Plan Review Board
This item is also on hold. See 1989 Goals for details
The City Council has Ordinance 1246-88 on the agenda for
February 3, 1988. If the ordinance passes, the Review Board
will be sunsetted and the duties assigned to the Planning
~ Commission. The Commission has requested that at least two
of the members be appointed to the Planning Commission to
assure continuity between the two bodies for future reviews.
