Director Joiner reported 126 surveys had been returned to date. Distribution of the
survey was discussed and it was noted surveys were included in ±he Kenai Chamber of
Commerce newsletter mailing as we11 as by staff at the Library.

A lengthy discussion took place which included the following comments:
• Reminder of the council work session related to the proposed expansion
scheduled for'l~iesday, June 27, 2006 and beginning at 6:00 p.m.
~ Reviewed the four options (single story addition; expand to second floor;
second story w/ under-buil~iing parking; acquire/remodel old courthouse.
m Contacting State regarding acquisition of the old courthouse and
consideration of "taking" it as an option.

Joiner explained the form and requested the Commission members comptete their

systems; announced the State budgeted $20,000 for the Library; and, three new
computer stations will be added for summer public access.

April 24 for Joiner and City Manager Koch; a new board member has been appointed;

approved.

budget would be considered at the June 7 meeting and budgetary concerns include

Giiman stated her desire for the library expansion to progress faster.
Brenckle stated she felt it was an interesting meeting with serious discussion related to
the proposed expansion.
Cook stated she did not feel any momentum and asked how to speed up the process.
Peters suggested setting the July meeting to the eleventh as the regular date is a
holiday.
Heus stated it was a good meeting and she hoped the maintained momentum and
obtain necessary information to go forward.
DeForest stated her hope the momentum continues.

The staff reaction was n2ixed on tl2e subject of charging a non-resident.fee. Most m-e
against charging rne~vibers of neigkboring commu~iities and would like a defziiifio~z of
no~z-resident. Soine tkoug/2t a nonainal fee, $10 is reasonable. While some staff inember,s
~~~~ thought an Internet only card witk a fee a good idea, thi~s is cle.arly delineated as illegal
by the Alaska State Library in a white paper that is available o~i tlaeir website.
Observatdon
Many libraries resh°iet bor~rowing privileges sb•ict[y to Pheir ovr~i eon~srituents and/or
tax~ayer base. They offer na fenxporary or non-resident bo»rowing. Some stales stipulate
that all residents of lheir state may borrow fram any public library within the stafe. Most
libraries charge some sort of non-resident fee, which varces widely.
Alaska exa~ples: (fees noted in bodd)
Anehorage: A library card is available without charge to any Anchorage resident. Non-
resident cards are available for a yeaa-ly ffee of $35. Guest cards aze available for a fee cF
~10 for 3 months. Register for a card at Loussac library or any branch.

Any permanent resident of the state of Alaska who presents an Alaslta Driver's License or
other acceptabte fonn of identification showing pennanent tnailing address is eligiblc to
register as a borrower. A person under 18 years of age may have parent or guardian sign a
parental responsibility card in lieu of other identifieation. ~

As a temporary or newly arrived resident of Ketchikan, you may place a$30.00 cash ~
deposit in exchange for borrowing privileges at the Ketchikan Public Library. Whcn you
are ready to leave town, no sooner Qhan 24 hours aFter issue, and all library materials
have been returned, you rnay have your $20.00 deposit back. $10.00 covers some costs of
having a deposit program. TI7e deposit card is valid for six months. If you do not claim
your deposit when the six month period has passed, the library will consider your deposit
a donation. Your deposit allows you liinited borrowing privileges and use of tlze Internet.
All borrowers are limited to two items for their first check-out. After the first riuo iterns
aze retumed, you may have up to fuur items out at a time. Library equipment and
Interlibrary Loan are not available to deposit caxd patrons. Should any item become mare
than one month overdue, your deposit wili not be returned t~o you. If you have enjoyed
using the library, please consider donating your deposit when you leave.
Fairbanks
The following specia] registrarions are available:
Non-resident Cards are issued to residents of the State of Alaska who reside outside of
the Fairbanks North Star Borough. A non-refundable annual fee of ~AO is charged.
Temporary Cards are issued to visitors who plan to be in the local area for a short
period oF tin~e. A refundable $20.00 deposit per card is required, and it is valid for three
monfhs. ~
Gold Cards are issued by the Library Roundation for a one year period for a danation
of $25 and may be renewed with payment of the annual fee. Lost Gold Cards are replaced
free of eharge.
Spokane, WA
Non-resident library eards are available to inclividuals and families who wish to borrow
materials and/or take advantage of other library services. Non-residents can purchase a
card for $42 per year or $10.50 per quarter (per card), In addition to all in-library
services, this Fee inetudes full borrowing privileges. It does not include interlibrary loan.
Cardholders may request items For pickixp at no charge, or have items mailed to them at a
cost of $2.00 per item. Applieable eharges will be added to the account at the tiine
materials are mailed.
Brook9yn, NY
If you live, work, pay taxes, ar are a student in New York City, the library card is free.
People who live outside New York State must pay a yearly $50 fee and must renew their
cards every year.
Highlattd Park, TX
The Non-resident Fee is $150 per year per family, and allows as many cards as there are
Pamily members and the same check-out privileges as residents
Edgartown, MA
Out of staLe residents may register and pay a fee of $10 per year in lieu of taxes which

We ar~e in fact issuing an inteniet only ca~~d tlais summe~~ t3zat is succes,sful. People who
are traveling have come to rely on libraries as places they can go to and check their
email f'ree of charge. On the other lianct, local residents who pay the faxes to rupport ara
institution can resent subsidizing non-reside~2t use affacilities. Ciry ad~ninistration would
cer~ainly like to see some inco~ne for non-resident use.

BOOK SELECTION
The Library Commission recognizing the pluralistic nature of this community and the
va~-ied backgrounds and the needs of the citizens, declares as a matter of book selecrion policy
that:
a. &ooks and/or other library material selection is and shall be vesTed in the
Ii~DI'aYY~ri. Any book and/or library material so selected shall be held to be selected by the
Commission.
b. Selection of books and/or other library material shall be made on the basis of
their vatue of interest, information, and enlightenment of all the people of the coinmunity. No
book and(or library material shall be excluded because of the race, nationaliry or the political or
soeial views of the author.
c. This Commission believes that censorstup is a purely individua] matter and
declares that while anyone is free to reject for himself books of which he does not approve, he
cannot exercise this right of censorship to restrict the freedom to read to others.
d. This Commission defends the principles of the freedom to read and declares that
wl~enever censorship is involved no book and/or library material shall be removed from the
library save under the orders of a court or competent jurisdiction.
e. This Commission adopts and declares thaY it will adhere to and support:
L The Library Bill of Rights, and
2. The Freedom to Read Statement adopted by the American I ibrary Association,
both of which are made a part hereo£
Gifts will be accepTed with provisions as to addition to the collecfion upon examination
of materials. Non-usable gifts will be given fhe disposition that rs of most value to the library.
