THE CONDITIONS REQUIRED FOR SAID OPERATIO AND THEREFORE THE
COMMISSION (DOES} {DQES NOT) AUTHORIZE THE ADMINISTRATIVE OFFICIAL
TO ISSUE THE APPROPRIATE PERMIT.
