RESOLUTION NO. 2026-17

A RESOLUTION AUTHORIZING A CONTRACT AWARD FOR THE 2026 WATER TREATMENT PUMP
HOUSE CONSTRUCTION.
WHEREAS, an Invitation to Bid was released on February 5, 2026 with bids due on March 18, 2026 for
the 2026 Water Treatment Pump House Construction project; and,
WHEREAS, four bids were received
Contractor Cost
UIC Construction $3,022,200
Orion Construction, Inc. $3,080,000
Peninsula Construction $3,142,500
Blazy Construction $3,527,970; and,
WHEREAS, UIC Construction was the lowest bidder with a total cost of $3,022,200 for the base bid and
two additive alternates; and,
WHEREAS, the bids were determined to be responsive and responsible; and,
WHEREAS, this purchase will construct a new pump house at the Water Treatment Plant with a backup
generator, new water mains, electronic gate access and pressure tanks; and,
WHEREAS, it is in the best interest of the City to award the contract to UIC Construction.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF KENAI, ALASKA:
Section 1. That the City Manager is authorized to execute a contract with UIC in the amount of
$3,022,200 for the 2026 Water Treatment Pump House Construction project.
Section 2. That this Resolution takes effect immediately upon passage. l

Resolution No. 2026-17 - Authorizing a Contract Award for the 2026 Water
Treatment Pump House Construction.
This memo requests Council's approval to award a contract for the construction of the new Water
Treatment Pump House to UIC Construction. The project was released for bidding and four bids
were received. Bids received are as follows:

UIC Construction $3,022,200
Orion Construction, Inc. $3,080,000
Peninsula Construction $3,142,500
Blazy Construction $3,527,970
UIC Construction was the lowest bid for the project with a total cost of $3,022,200 for the base
bid and both additive alternates. The project consists of construction of a new pump house at the
water treatment plant with a backup generator and installation of new water mains to improve
distribution. Additive alternate one will include construction of new electronic gate access to the
facility and additive alternate two will include installation of pressure tanks in Well House #3 to
assist in maintaining system pressure.
Award of this agreement is in the best interest of the City. Council's approval is respectfully
