MOTION: Commissioner Bielefeld MOVED for approval of the agenda with the addition of the noted assignment of lease. Commissioner Zirul SECONDED the motion. There were no objections. SO ORDERED. ITEM 3: APPROVAL OF MEETING SUMMARY -- March 12, 2009 MOTION: Commissioner Bieldfeld MOVED to approve the March 12, 2009 meet summary and Commissioner Zirul SECONDED the motion. There were no objections. SO ORDERED. ITEM 4: PERSONS SCHEDULED TO BE HEARD -- None. ITEM 5: OLD BUSINESS 5-a. Discussion -- FY10 Budget Upon review of budget information included in the packet, Airport Manager Bondurant fielded questions related to the proposed airport FY10 budget and noted Commission- suggested amendments to Kenai Airport Operations for central administrative charges had been provided. Commission requested Administration to continue to monitor central administrative costs charged to the Airport and ensure they are appropriate. 5-b. Discussion -- Minimum Standard Requirements -- Proposed Document Commission members reviewed the information included in the packet. Some suggestions were noted and other issues were requested to be researched and Administration report on at the Commission's May 14 meeting. MOTION: Commissioner Zirul MOVED to request a work session be held prior to the May 14 meeting with airport tenants invited as well as representatives from the Kenai Fire Department. Commissioner Bielefeld SECONDED the motion. There were no objections. SO ORDERED. YTEM 6: NEW BUSYNESS 6-a. Discussion/Recommendation -- Standards for Approval Commissioners reviewed the proposed rewrite of KMC 14.20.270/Amendment Procedures and verbatim of council discussion which were included in the packet. General discussion and consensus was opposition to the proposed ordinance as it was felt the changes would cause another level of bureaucracy which would drive business away. MOTION: Commissioner Zirul MOVED the Commission did not consider the proposed rewrite of KMC 14.20.270 a sound policy. Commissioner Porter SECONDED the motion. VOTE: MOTION PASSED UNANIMOLSSLY. ITEM '7: REPORT AIRPORT COMMISSION MEETING APRIL 9, 2009 PAGE 2 7-a. Commission Chair -- Chair Knackstedt reported the following items: • Council meetings were now being streamed on the Internet and a link was provided on the city's webpage to connect to the meetings. s Reviewed the "virtual tour" on the Airport`s webpage and thought it very nice. Informed the Commission of a joint work session the fuel flowage fee. Reported on the effective meetings training for Commission members. ?-b Airport Manager -- Airport Manager Bondurant reported the following items: e tipdates on the apron rehabilitation project, May 30, 2009 Air Fair. • The Alaska Volcano Observatory would be inviting council and Commission members to tour the volcanic ash radar equipment. 7-c. City Council Liaison -- Council Member Eldridge reviewed the April 1, 2009 action agenda which was included in the packet. ITEM 8: COMMIES%ONER COMMENTS AND QUESTIONS ~irul -- Noted the Kenai Airport had received national recognition for allowing the installation of the volcanic radar equipment by the National Director of the Alaska Volcano Observatory. Aaron Murray d/b/a Kenai Hangar, LLC wishes to lease the property in order to construct a 75' x 75' free span metal hangar. The applicant would provide rental of hangar space and rental of professional offices. Construction would begin in August 2009 and be completed by December, 20, 2009. Kenai Hangar, LLC proposes to pay 50% of the surveying costs to replat Lots 9, 10 and 11, Block 1, FBO Subdivision (which are 100' wide) into two 150' wide parcels. As you are aware, the City has previously discussed the replat of these properties. I reviewed the application as outlined in KMC 21.10.040 - .050. This property is located on the corner of Geebee Avenue and North Willow Street and is located in the Airport Reserve. The applicant proposed to construct a 75' X 75' free span metal hangar and plans to provide rental of hangar space and rental of professional offices. o Airport Land Use Plan - A limited ALP was completed in December 2006. On sheet 10 of that update, the property is shown as Aviation Related Activities and zoned IL -Light Industrial. Sheet 11 of the updated ALP, identifies the parcel as Commercial Aviation. The Supplemental Plan defines Commercial Aviation as, "Areas used for aviation activities requiring taxiway access such as air cargo facilities, hangars, corporate jet support facilities, military facilities, fueling facilities, and airline and air taxi hangar/office complexes." Their operations require the storage of fuel and aircraft support equipment on the property. • ERA has operated their air cargo business and airline support from our facility for over 25 years. • Alaska Airlines stores portable passenger stairs for emergency use when Kenai may have to be used as an "alternate". • Over the course of my lease I have provided space for the operations of flight schools, air taxi's, air charter operations, aircraft maintenance, car rentals, government emergency vehicles, Coast Guard operations, catering services, and law enforcement, all airport related. • I have provided contract parking and storage to flight crews as well as owners of automobiles, RV's and private aircraft for people who fly in and out of the Kenai airport. Some of these individuals live in our community and others travel here for recreation on the Kenai Peninsula: I believe all current and past activities on my airport lease property meet the criteria of airport related. The City's portfolio is yielding 2.41% compared to 2.96% at December 31, 2008. Many of the City's investments contain call provisions that are being exercised by the issuers. Bonds that are called are being reinvested but at lower rates accounting for the decrease in the portfolios performance. This is a trend that is expected to confinue until rates recover. In early April I added to equities, bringing the Domestic Equity, Emerging Markets and Mid-Cap asset class all up to their respective target weighting. As of this writing, the Small-Cap and Rea(-estate asset class are still at zero (results in approximately 55%fixed-income and 45% equity}. I realize that January and February were brutal months but I believe that while things could still very well be volatile, if we move back toward the target ranges now, in six months things will look a lot better. Market moves can be so significant in such short time periods that we do not advocate attempting to time short-term actions. P,t some future date we might want to talk about changes to the allocation. but we should attempt to do sa when things are going well and the market is not at a ten year low. At month-end, the market value of the partfolio was $16,180,107 which includes $9?,851 in accrued interest. Air Station Kodiak plans to send H60 & H65 helicopters and the C17 crew has also put the event on their calendar. The air fair committee has received sponsorships from Crowley Fuel, Beacon Occupational, GCI, and the Alaska Airmen's Association. The poker run rules and registration are available at www.kenai.airgort.oom. We are always looking for event volunteers. If you can volunteer or have ideas to ensure our event is a great one please contact us. Volcano Preparedness: The airport continues to monitor volcano activity in the chance an eruption sends ash this way. The AVO people plan to notify us of their next trip to Kenai. They will be inviting City Council and Airport Commission to a tour of the volcanic ash radar equipment. Airport Projects: The Taxiways F, G, & H Lighting, Grading, and Drainage Project was awarded to Alaska Roadbuilders at the April 1, 2009 Council meeting. The Apron Rehabilitation Pro~ect will be advertised starting Tuesday, April 7 with the bid opening on Thursday, May T . Spring Clean Up: The Airport is proceeding with spring cleanup on the field and at the terminal.
