5-a. Discussion -- FY10 Budget
Upon review of budget information included in the packet, Airport Manager Bondurant
fielded questions related to the proposed airport FY10 budget and noted Commission-
suggested amendments to Kenai Airport Operations for central administrative charges
had been provided.
Commission requested Administration to continue to monitor central administrative
costs charged to the Airport and ensure they are appropriate.
5-b. Discussion -- Minimum Standard Requirements -- Proposed Document
Commission members reviewed the information included in the packet. Some
suggestions were noted and other issues were requested to be researched and
Administration report on at the Commission's May 14 meeting.
MOTION:
Commissioner Zirul MOVED to request a work session be held prior to the May 14
meeting with airport tenants invited as well as representatives from the Kenai Fire
Department. Commissioner Bielefeld SECONDED the motion. There were no
objections. SO ORDERED.
YTEM 6: NEW BUSYNESS
6-a. Discussion/Recommendation -- Standards for Approval
Commissioners reviewed the proposed rewrite of KMC 14.20.270/Amendment
Procedures and verbatim of council discussion which were included in the packet.
General discussion and consensus was opposition to the proposed ordinance as it was
felt the changes would cause another level of bureaucracy which would drive business
away.
MOTION:
Commissioner Zirul MOVED the Commission did not consider the proposed rewrite of
KMC 14.20.270 a sound policy. Commissioner Porter SECONDED the motion.
VOTE:
MOTION PASSED UNANIMOLSSLY.

7-a. Commission Chair -- Chair Knackstedt reported the following items:
• Council meetings were now being streamed on the Internet and a link
was provided on the city's webpage to connect to the meetings.
s Reviewed the "virtual tour" on the Airport`s webpage and thought it very
nice.
Informed the Commission of a joint work session the fuel flowage fee.
Reported on the effective meetings training for Commission members.
?-b Airport Manager -- Airport Manager Bondurant reported the following
items:
e tipdates on the apron rehabilitation project, May 30, 2009 Air Fair.
• The Alaska Volcano Observatory would be inviting council and
Commission members to tour the volcanic ash radar equipment.
7-c. City Council Liaison -- Council Member Eldridge reviewed the April 1,
2009 action agenda which was included in the packet.

Ms. Kim Howard, Assistant to the City Manager, has provided the attached
Lease Application for Commission's review and recommendation.
The property is located in the Airport Reserve. The lease's purpose is for a
"hangar and small office facility" for use by patrons of fhe Kenai Municipal Airport.
I reviewed the application in accordance with KMC 21.10.070 and my review and
recommendation is attached.
Also included is a memo outlining the City Planner's review which will be
forwarded to the Planning and Zoning Commission for their recommendation.

Attached is a lease application for the referenced property in the airport reserve. Aaron
Murray d/b/a Kenai Hangar, LLC wishes to lease the property in order to construct a 75'
x 75' free span metal hangar. The applicant would provide rental of hangar space and
rental of professional offices. Construction would begin in August 2009 and be
completed by December, 20, 2009.
Kenai Hangar, LLC proposes to pay 50% of the surveying costs to replat Lots 9, 10 and
11, Block 1, FBO Subdivision (which are 100' wide) into two 150' wide parcels. As you
are aware, the City has previously discussed the replat of these properties.
I reviewed the application as outlined in KMC 21.10.040 - .050. (Mr. Murray and I
discussed the initial application and he faxed some revisions. The original documents are
in the mail.) The filing fee and applicable deposit have been submitted. A development
plan and business plan are provided. Kenai Hangar, LLC is in the process of being
legally organized, and the Alaska Business License and provisions of compliance with
Borough Sales Tax is pending.
My recommendation is approval of the lease application and to proceed with. the
proposed replat. Please review the application as outlined in KMC 21.10.070 (2) and (3)
and make a recommendation.

Offices, and Restaurants are Principal Permitted Uses for an area zoned TL. Additionally,
the IL zoning is intended for dcveloprnent of industrial acrd comruercfal uses which are
compatible with surrounding property, and that will not introduce any nuisance effects to
the area. Principal uses of the fact ity will involve renting space for the parking of

KMC 14.20.130 Light Industrial Zone states that restrictions against noise slaa.ll not apply
to uses located within two thousand (2,000) feet of the airfield landing strip. The facility
is located within that measurement boundary, so operation noises will be within
pazameters ofthe municipal code.
The residential buffer describedvt K1NC 14.20.130 is not required for this facility, as the
subject property does not abut a residential zone.
The requirement of KMC 14,25,015 Landscaping/site plan will be met by retaining S I%
of the natural vegetation on site. Debris from clearing the Improved portion of the site
will be removed froth. the site.
Parking for the facility complies with, IONIC 14.20.250 off street parking and loading
requirements. According to the square footage criteria 6 spaces are required for the
Hangar and 2 spaces for the office. A total of 8 spaces will be provided one of which will
be handicap parking,
Parking spaces are planned on the same lot as the proposed building and will have asphalt
to meet the requirements of being durable, well-drained, and dust free. 'T'he designated
parking areas will only be for their designated uses.

Kenai Hangar, LLC is a new company that provides services in two primary
areas; rental of aircraft hangar spaoe and rental of professional offices. ®ur

Alaska Limited Liability Company. Kenai Hangar will provide and maintain a

use as Aviation-Related Activities; areas used for facilities and functions
which support the airfield, terminal, aviation commercial, and general
aviation tenants and the traveling public such as rental car or other ground
transportation maintenance areas, aviation-related offices and
warehouses, aircraft parts suppliers or hotels.
Sheet 11 of 13 Future Land Drawing designates land use as Commercial
Aviation; areas used for aviation activities requiring taxiway access such

Subdivision & a Portion of Lot 10, Block 1, F.B.O. Subdivision
1 have reviewed the proposed lease application as required in KMC 21.10.070
(3). This property is located on the corner of Geebee Avenue and North Willow
Street and is located in the Airport Reserve. The applicant proposed to construct
a 75' X 75' free span metal hangar and plans to provide rental of hangar space
and rental of professional offices.
o Airport Land Use Plan - A limited ALP was completed in December 2006.
On sheet 10 of that update, the property is shown as Aviation Related
Activities and zoned IL -Light Industrial. Sheet 11 of the updated ALP,
identifies the parcel as Commercial Aviation. The Supplemental Plan
defines Commercial Aviation as, "Areas used for aviation activities
requiring taxiway access such as air cargo facilities, hangars, corporate jet
support facilities, military facilities, fueling facilities, and airline and air taxi
hangar/office complexes."
It appears the proposed use conforms to the ALP.
- Comprehensive Plan -The City of Kenai Comprehensive Plan Land Use
Plan identifies this area as Airport Industrial and within the proposed
Airport-Dependent Development District. The Airport Industrial area is
defined as, "The Airport Industrial district identifies airport lands reserved
for the Kenai Municipal Airport and its future expansion, and tracts needed

for present and future aviation-related uses and activities. The proposed
activity conforms to the Comprehensive Plan. (Note: The proposed

Zoning -The property is zoned IL -Light Industrial. Airports and related
uses are permitted within the zone.
Future Airport Improvement Projects -The City is in the process of
bidding a project to rehabilitate the apron in this area.
Based on the information provided in the lease application, it appears that the
proposed lease conforms to the Airport Layout Plan, the Comprehensive Plan,
and Zoning.
The lease will require a replat of Lots 9, 10, and 11, Block 1, F.B.O. Subdivision.
The utility easements should also be vacated during the platting process.
Attached is a copy of the plat showing these Tots and the referenced easements.

Subject: Amendment to Lease -Dan O. Pitts -Lot 1A and Lot 2A1, F.B.O.
Subdivision
Dan O. Pitts, at the request of the City, submitted a letter identifying uses of the
above mentioned lots. The current lease for the properties lists the use as
"freight facility" and it came to the City's attention the lots were being used for
other purposes.
KMC 21.10.070 requires proposed lease amendments be referred to
Commission for review and comment.
Attached is my memo to the City Manager recommending approval of the
proposed amendments.
The lease's purpose will be amended to include "storage and vehicle parking".
Automobile or RV parking will be allowed provided that the rate charged for
automobile or RV parking shall not be Less than the rate charged by the City and
no storage allowed in parking area.
The City Planner will be reviewing the amendments and forwarding the
information to the Planning and Zoning Commission for their recommendation.
Does the Commission recommend the City proceed with the lease
amendments for Lot 1A and Lot 2A1 F.B.O. Subdivision?

The City of Kenai is processing lease amendments for the above-referenced
properties. As outlined in KMC 21.10.070, the proposed amendments are being
referred to the Commission for review and comment.
Attached is a copy of a memo to City Manager Koch outlining my review of the
proposed amendments. It appears, based on the information provided by Mr.
Pitts, that the amendments meet the Airport Land Use Plan, Comprehensive
Plan, Zoning, and Future Airport Developments. As stated in my memo to Mr.
Koch, the storage yard must be screened with an 8-foot high sight obscuring
fence to meet the requirements of KMC 14. 20. 130(f)(2) and the lessee should
be required to conform to this requirement prior to the amendments being
finalized.
The Airport Manager will be reviewing the amendments and forwarding the
information to the Airport Commission for their recommendation.

I am writing to give you an update of what our business interests include on the property
I currently lease from the City of Kenai, Lot 1-A, Block 1 and Lot 2A 1, FBO SUB
SOUTH ADDN and have for over 25 years.
• I lease space and staging areas primarily for air freight and fuel operations to
Crowley and Everts Air Fuel. Their operations require the storage of fuel and
aircraft support equipment on the property.
• ERA has operated their air cargo business and airline support from our facility for
over 25 years.
• Alaska Airlines stores portable passenger stairs for emergency use when Kenai
may have to be used as an "alternate".
• Over the course of my lease I have provided space for the operations of flight
schools, air taxi's, air charter operations, aircraft maintenance, car rentals,
government emergency vehicles, Coast Guard operations, catering services, and
law enforcement, all airport related.
• I have provided contract parking and storage to flight crews as well as owners of
automobiles, RV's and private aircraft for people who fly in and out of the Kenai
airport. Some of these individuals live in our community and others travel here for
recreation on the Kenai Peninsula:
I believe all current and past activities on my airport lease property meet the criteria

City of Kenai Investment Portfolio
At March 31, 2009 the City had investments with a market value of $23,043,647 that is down
from $23,929,556 at December 31, 2008. The City's portfolio is yielding 2.41% compared to
2.96% at December 31, 2008. Many of the City's investments contain call provisions that are
being exercised by the issuers. Bonds that are called are being reinvested but at lower rates
accounting for the decrease in the portfolios performance. This is a trend that is expected to
confinue until rates recover.

Airpart Permanent Fund investment Portfolio
The first quarter 2009 was turbulent for the portfolio. January and February were marked by
continued market declines. fn early February the portfolio was adjusted to the minimum level of
equity holdings in an effort to limit its exposure to market declines in equities. The portfolio was
once again adjusted to ttie desired segment weights in Mardfi as ttie market sfab(lized and
began a modest recovery, Returns for January and February were negative with some recovery
in March. In total the portfolio was down $1,645,262 in the first quarter 2009 or 9.22%,
Inception to date the portfolio is down $1,041,357 or 6,52%.

Enclosed is our March 200°. report for the Airport Permanent Fund, which includes a partfolio
appraisal and transactions. Please Hate that the benchmark performance calculaYron for the
month of March is the actual account return for. March. In early April I added to equities,
bringing the Domestic Equity, Emerging Markets and Mid-Cap asset class all up to their
respective target weighting. As of this writing, the Small-Cap and Rea(-estate asset class are still
at zero (results in approximately 55%fixed-income and 45% equity}.
I realize that January and February were brutal months but I believe that while things could still
very well be volatile, if we move back toward the target ranges now, in six months things will
look a lot better. Market moves can be so significant in such short time periods that we do not
advocate attempting to time short-term actions. P,t some future date we might want to talk
about changes to the allocation. but we should attempt to do sa when things are going well and
the market is not at a ten year low.
At month-end, the market value of the partfolio was $16,180,107 which includes $9?,851 in
accrued interest. Based upon the composition of the portfolio at month-end the annual cash
flow would be $393,462.

9t" Annual Kenai Peninsula Air Fair, May 30 -Airport staff is busy contacting military,
pilots, and vendors. Air Station Kodiak plans to send H60 & H65 helicopters and the
C17 crew has also put the event on their calendar. The air fair committee has received
sponsorships from Crowley Fuel, Beacon Occupational, GCI, and the Alaska Airmen's
Association. The poker run rules and registration are available at
www.kenai.airgort.oom. We are always looking for event volunteers. If you can
volunteer or have ideas to ensure our event is a great one please contact us.
Volcano Preparedness: The airport continues to monitor volcano activity in the
chance an eruption sends ash this way. The AVO people plan to notify us of their next
trip to Kenai. They will be inviting City Council and Airport Commission to a tour of the
volcanic ash radar equipment.
Airport Projects:
The Taxiways F, G, & H Lighting, Grading, and Drainage Project was awarded to
Alaska Roadbuilders at the April 1, 2009 Council meeting.
The Apron Rehabilitation Pro~ect will be advertised starting Tuesday, April 7 with the bid
opening on Thursday, May T .
Spring Clean Up: The Airport is proceeding with spring cleanup on the field and at the
terminal. The terminal will be painted inside and out and Operations has begun
sweeping the ramp and parking lots.
