HomeMy WebLinkAboutResolution No. 2026-48KENAI CITY OF KENAI RESOLUTION NO. 2026-48 Sponsored by: Administration A RESOLUTION AUTHORIZING AN AGREEMENT WITH THE BOYS AND GIRLS CLUB OF THE KENAI PENINSULA FOR THE OPERATION OF THE TEEN CENTER LOCATED IN THE KENAI RECREATION CENTER. WHEREAS, since 2021, the Boys & Girls Club of the Kenai Peninsula has successfully operated the Teen Center within the Kenai Recreation Center pursuant to agreements authorized by the City Council; and, WHEREAS, the City and the Boys & Girls Club of the Kenai Peninsula desire to continue their partnership to provide youth programming and services for teens and other youth in the Kenai community; and, WHEREAS, the proposed Agreement provides for the Boys & Girls Club of the Kenai Peninsula to manage and operate the Teen Center located in the upstairs portion of the Kenai Recreation Center; and, WHEREAS, the proposed Agreement establishes an annual City management fee of $10,000, subject to annual approval of the budget by the City Council, to assist in maintaining affordable Teen Center memberships and programming opportunities for youth, and, WHEREAS, the proposed Agreement clarifies the responsibilities of the City and the Boys & Girls Club of the Kenai Peninsula regarding facility maintenance, utilities, reporting, equipment ownership, insurance, and operational oversight; and, WHEREAS, in recognition of the benefit the Teen Center provides to the local community, the City is not charging a fee for the use of the space in the Kenai Recreation Center; and, WHEREAS, the Council finds that entering into the Agreement serves a valid public purpose and is in the best interests of the City of Kenai and its residents. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF KENAI, ALASKA: Section 1. The City Manager is authorized to execute the Agreement and, upon determining that the Agreement remains in the best interest of the City and subject to the availability of appropriated funds, execute the one additional two-year extension authorized by the Agreement without further Council action. �- Section 2. In 2021, the City Council approved Resolution No. 2021-45, authorizing an agreement with the Boys & Girls Club of the Kenai Peninsula (BGCKP) to operate the Teen Center located within the Kenai Recreation Center. Since that time, BGCKP has provided recreational, educational, and social opportunities for youth while maintaining a safe and supervised environment for teens in the Kenai community. The current agreement is nearing expiration, and the proposed agreement continues the partnership between the City and BGCKP. The agreement provides for BGCKP to continue operating the Teen Center and delivering youth programming while maintaining public access to the facility. The agreement also includes reporting requirements, operational plans, maintenance responsibilities, and insurance provisions. The agreement provides an annual City management fee of $10,000, subject to annual appropriation, to help support affordable Teen Center memberships and youth programming.
