D usty roads seem to be stirring up a lot of
hot air and grime recently in Kenai,
with asphalt being flung around like
politicians tossing mud. P
It's election season, but the campaign trail in
Kenai this year will likely not be paved. In fact,
the pavement issue might be too sticky for the
candidates to get their fingers in. i
The issue of paving streets has definitely divid-
ed the Kenai City Council. but one can't help but i!
wonder that if different personalities were in-
volved, maybe the divisions wouldn't be so deep. )4
A good asphalt history of
the city is necessary to
understand the problem.
Back when times were good
and money was flowing waist
high, the council decided it
needed to spend its capital e(
improvement dollars on im- P
proving the aspect of city life
which affected people most 3
directly: roads, water and sewer. The plan was to
pave as the money became available, working at
the center of the city, then moving out. Perhaps a
better plan, with sharper foresight, would have
established partial assessments for all.
The vision from Juneau grew dim, and the
council began to think they could spread its money
out if the people benefiting from the paving, water
and sewer had to pay just a bit for these im-
provements which add value to their property.
The decision was made. All future subdivisions
would be assessed. Then came Lilac and Cook In-
let View Drive residents. "No!" they cried. 0
"We've been on the list so long, you can't make us
pay now!" So the council didn't.
Then came Marathon Road businesses. "Dust
from the HEA building is ruining our business.
Pave!" So the council paved. Never mind the fact t
the location of HEA was decided long before the
businesses were built.
