RESOLUTION NO. 2026-56

A RESOLUTION AUTHORIZING THE RENEWAL OF THE CITY'S CASELLE SOFTWARE LICENSING
AND SUPPORT, AND CORRESPONDING PURCHASE ORDER FOR ACCOUNTING, PAYROLL AND
HUMAN RESOURCES OPERATIONS.
WHEREAS, the City of Kenai utilizes Caselle software to support essential accounting payroll, and
human resources operations; and,
WHEREAS, adequate funding in the operational budget in the Finance Department is available; and,
WHEREAS, KMC 7.15.070(b)(1) allows the City to make a purchase for contractual services which can
be furnished only by a single dealer; and,
WHEREAS, Caselle provides an established platform that supports continuity of the City's critical
financial and administrative functions; and,
WHEREAS, the continued use of the existing Caselle platform allows the City to retain employee
knowledge and experience with the system and avoid significant employee retraining and transition costs;
and,
WHEREAS, contracting with another vendor would require the migration of historical financial, payroll,
human resources and operational records creating additional risks related to data integrity, accessibility,
reconciliation and continuity of records; and,
WHEREAS, the City desires to renew the Caselle software licensing and support for a one-year term at
a cost of $36,937.92; and,
WHEREAS, renewing the existing Caselle software licensing and support is in the best interest of the
City and provides operational continuity while avoiding the significant costs and risks associated with
replacing the existing system.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF KENAI, ALASKA-
Section 1. That the City Manager is authorized to execute software licensing and support renewal
and corresponding purchase order to Caselle in the amount of $36,937.92.
Section 2. That this Resolution takes effect immediately upon passage.—

SUBJECT: Resolution No. 2026-56 - Authorizing the Renewal of the City's Caselle
Software Licensing and Support, and Corresponding Purchase Order for
Accounting, Payroll and Human Resources Operations.
This memo requests Council's approval of the annual renewal of Caselle Software Licensing and
Support.
The City currently utilizes Caselle software to support essential accounting, payroll, and human
resources operations. The system is an integral part of the City's financial and administrative
processes and supports the continuity of these critical functions.
Continuing with the existing Caselle platform allows the City to retain employee knowledge and
experience with the system and avoid significant employee retraining and transition costs.
If the City were to go with another vendor, migrating historical financial, payroll, human resources
and operational records creates additional risks related to data integrity, accessibility,
reconciliation and continuity of records.
This renewal provides the operational continuity while avoiding the significant costs and risks
associated with replacing the existing system.
KMC 7.15.070 (b)(1) allows the City to make purchases for contractual services which can be
furnished only by a single dealer.
Award of the Caselle software licensing and support renewal is in the best interest of the City.
Council's approval is respectfully requested.
