MEMORANDUM
TO: Mayor Knackstedt and Council Members
THROUGH: Terry Eubank, City Manager
FROM: Lee Frey, Public Works Director
DATE: August 12, 2026
SUBJECT: Resolution 2026-58 - Redirecting Previously Appropriated Capital Funds in
the Vintage Pointe Improvement Capital Project Fund for the Repair and
Replacement of Windows.
The City has previously budgeted funding for Apartment Kitchen and Bathroom Remodels at
Vintage Pointe and plans to continue funding this project on an annual basis until the remodels
are completed. That work is currently under design. We have issues with failing section of bay
windows that need replaced with improvements to the flashing and sealing on the exterior of the
windows. We have developed construction drawings for this replacement. We are recommending
shifting $75,000 of funding from the remodel capital project in the Vintage Pointe Improvement
Capital Project Fund to this window replacement project to cover the construction and contingency
funding. Any unused funds will be returned to the remodel capital project. If approved, the project
will be released for bidding.
It is in the best interest of the City to redirect the capital funding needed for this project.
