Mayor Porter called the work session to order and introductions were made. The
Salmon Task Force discussed the presentation with the council. The presentation
included topics of the process taken to compile the presentation; why the city should
care; the timeline of major events from statehood; economics; stock management; City
of Kenai habitat issues; and recommendations.
It was also noted:
The Task Force did not discuss allocation as the group wanted to stay as
neutral as possible.
The City was a receiver of decisions of political groups, i.e. Board of Fish,
Legislature, Fish Game and the City needed to be aware of how the decisions could
affect the city.
The City of Soldotna was interested in setting up a partnership with the
City of Kenai to capture more influence.
Recommendation to set up a natural resource commission to be better
informed and assist the Council to make informed policy decisions.
More technical expertise than the Harbor, Parks Recreation and
Planning Zoning Commissions was needed.
Administration was requested to include the recommendations of the
Task Force on a future council meeting agenda.
Suggestion made it would be much more useful to have a combined
commission between the cities of Kenai and Soldotna.
The Kenai Peninsula Borough may be interested in participating because
of the impacts to processors with the Borough. All have a special interest in the
fishery.

Suggestion made it would be better the commission be members from the
cities and then work with the borough to bring issues to the daylight.
Suggestion made, the joint commission should represent technical
expertise and not user groups.
With the formation of the task force and the recommendations presented,
it was a great opportunity for the city not to be reactive, but proactive.
The work Sessiori ended at approximately 7:50 p.m.
