A RESOLUTION OF THE PLANNING AND ZONING ADMINISTRATION OF THE
CITY OF KENAI APPROVING THE ATTACHED LANDSCAPINGISITE PLAN
SUBJECT TO THE FOLLOWING CONDITIONS:
WHEREAS, the attached Landscaping/Site Plan Review was:

• Legal Description: Lot 9A, Block 5, General Aviation Apron Subdivision
• Parcel No.: 04324026
WHEREAS, the City of Kenai Planning and Zoning Administration Ends this plan
provides for orderly and safe development within the City commensurate with protecting
the health, safety, and welfare of its citizens, and provides adequate and convenient open
spaces, light and air in order to avoid congestion of commercial and industrial areas; and,
WHEREAS, the plan appears to provide for landscaping andlor the retention of natural
vegetation in conjunction with commercial and industrial development within the City;
and,
WHEREAS, the purpose of landscaping is to visually enhance the City's appearance and
reduce erosion and storm runoff, and the plan appears to meet this criteria.
NOW, THEREFORE, BE IT RESOLVED, BY THE PLANNING AND ZONING
ADMINISTRATION OF THE CITY OF KENAI THAT THE LANDSCAPING/SITE
PLAN IS APPROVED SUBJECT TO THE CONDITIONS ON PAGE TWO.

1. All required landscaping as presented in the approved landscaping plan
must be installed within one year after issuance of Certificate of
Occupancy.
2. One hundred percent (100%) of ground cover of the landscaping beds
must be planted and maintained so that there is no exposed soil within
three years of the approved plan.
3. The plan shows some landscaping into the edge of the City's right-of--ways
along Granite Point Street and Willow Street. Robert Frates, City of Kenai
Parks and Recreation Director must approve this landscaping pxiox to
construction.
4. The parking lot must be paved within two {2) years of the Certificate of
Occupancy.
5. Snow storage must be located on the Iot and cannot be placed on required
parking spaces or the snow must be removed from the site. No snow may
be stored in such a manner that would block visibility far ingress and
egress to the lot.
b. The stxuctuxe fox the dumpster must be constructed of wood or concrete.
City administration may approve an alternative plan prior to construction.
7. If construction of the project has not started within one year of the
approval of the landscaping/site plan, the appxaval shall lapse unless
extended for good cause.

RE: PZ07-48 - LandscapelSite Plan (Preliminary} -Lot 9A, Block 5 General
Aviation Apron Subdivision No. 5 _ 155 North Willow Street
Dear Mr. Caldwell:
As requested, a review of the landscapelsite plan for the proposed hangarloffice
building for the above_referenced site has been completed. ft is understood this
is a preliminary plan that may be amended during the final planning stages. Any
amendments to the plan should be submitted prior to construction for review and
approval.
The City Engineer, Building Official and myself reviewed the plan that was
submitted. Jack La Shot, City Engineer is requesting you consider eliminating
one of the proposed entrances to the site off North Willow Street due to the short
distance to the Willow Street/Granite Point Street intersection. Deleting this
entrance would possibly eliminate the requirement to move the transformer and
light control as noted in the plan. Mr. La Shot is willing to meet with you to
dISCUS5 this recommendation. Robert Springer, Building Official, has noted that
the setback of less than 30-feet for the hangar will require a 2-hour fire rated wall.
As noted in my comments, the Airport Manager should review your plans prior to
construction to insure that all airport regulations are met. Also, prior to
construe#ion, you should make arrangements to discuss the planned landscaping
in the City's right-of-ways with Robert Frates, Parks and Recreation Director.

The plan submitted on August 16, 2007, meets the intent of the City of Kenai
code. The plan is approved with several requirements as noted on page two of
the resolution. A copy of that resolution and staff comments are included for your
