Discussion North American Mission Board
Parks Recreation Director Frates reviewed Brenda Crim's presentation from the
North American Mission Board, noting Crim had been invited to give the same
presentation to the City Council on June 17, 2009 and the City would accommodate
the group's request made for parking in the North Beach Parking Lot.
5 -b. Discussion Kenai Boat Harbor
Frates provided the Commission with a feasibility study from the 1980's and a general
discussion occurred.
MOTION:
Commissioner Poynor MOVED to request Administration respond to Mr Pollard
regarding the development of a harbor, noting the Commission deemed this not
economically feasible at this time. Commissioner Morin SECONDED the motion.
There were no objections. SO ORDERED.
5 c. Discussion Concrete Ramp Replacement
Frates reported, pending Council approval, work would begin on the concrete ramp
replacement by mid August, noting permits were in place and 30 ramps would be
replaced.

7 a. Director Frates reported on the dedication of the bird viewing
platform; fuel tanks would be replenished at a cost of $17,500; and general status of
the dock facility including the state's "Kids Don't Float" program
7 b. City Council Liaison Council Member Boyle gave an update on the
Bluff Erosion Project.
ITEM 8: COMMISSIONER COMMENTS /QUESTIONS
Morin requested contact be made with newspapers regarding the dip net fishery and
inquired about KRSMA as related to the drift boat pull -out.

Increasing the Mayor's Salary From S900 to $1,000 Per Month and

allow for further consideration of a salary increase during the budget FY10 budget

Appropriations by $45,501 in the Airport Fund and by $1,820,000 in the

Land Use Table in KMC 14.22.010 to: 1) Change the Uses of Some
Personal Services, Restaurants, Dormitories /Boarding Houses and
Greenhouses /Tree Nurseries From Principal Permitted Uses (P) to
Conditional Uses (C) in the Limited Commercial Zone (LC); 2) Change
Mobile Home Parks From Conditional Use (C) to Not Permitted (N) in the
Limited Commercial Zone (LC); 3) Change Automotive Repair From Not

This letter is about my treatment as a user of your City Dock this summer. I regret that I don't know
Dan's last name. Nor did I ever meet him. But we spoke on the phone a few times, and I dealt with Andy
on two or three occasions. I also encountered Zach -who may have been a City employee -as well as the
fellows from Copper River Seafood and from the fuel facility.
Those workers at City Dock have an impossible job. Between the commercial fishing fleet and the run of
dipnetters in the River it's a wonder that systems work at all. But they do.
Not only does Dan manage to minimize the conflicts, but he instills a sense of politeness and good humor
in the employees who run the dock. As a user of the facility at its most crowded I was pleased to receive
such treatment. Please pass along to the dock crew my admiration for their attitudes.
Also, allow me to compliment the City of Kenai on the dock facility. The access, parking, restrooms, and
tie -ups are all deeply appreciated. As someone who drifted the Inlet from the mid -60s to the early 80s,
and knows how it used to be in the River, the improvements are very welcome. Sure, it's painful to see
everything overrun when the reds run, but you folks supply infinite pleasure to thousands of Alaskans with
your efforts.
