January 8, 1985.

First order of business w~sdiscussion of removal of FAA towers
from building site. Bill Brighton reported it could take over
two .years to have towers removed. Feeling was not to delay, p'ro-
gress on the ~roject by insisting buil~ding be placed where towers
are located. Motion was made by Tom ?~ur.Dhy and seconded by di'm
Evenson to acce~t site presently located in contract documents.
Motion was unanSmouslv carried.
Jim Carter suggested we keep in contact with FAA and the
Council to continually urge the removal of the towers.
City
Resolution #B4,-.2 was nresented b~$.~ chairman !~i. alston to the board
for adoption. Amotion as made by Lero,/ Heinrich and seconded by
Connie Keevil to adopt the ~esolution and present it to City
Council. Motion was passed unanimously. A con..,v of Resolut'ion
~.84-1, which was adopted by committee at earlier meeting~ was
also to be presented to City COuncil.
Mr. Gintoli~ Architect, issued an invitation to all committee
members to dro.n by his office and review construction documents
at their convenience.
Sallie Bailie is to contact Community Centers in Valdez and Juneau
for possible contacts to advertise for manager of Kenai Center.
She is also to ask if the.~ would mind sending copies of their
manager contracts for committee to review.

Also Present: Charles Baily, Bob Williams, Dave Brown, Councilwoman Ballle,
and Mayor Tom Wagoner
Chairman Mals~on opened the meeting to discussion of "where do we go from
here". It appears that the community wants the center, having vo~ed for it
twlce before. Should the Committee decide %o .move forward, plans~need to
be made to present the brochure to the vo~ers.
Chairman Malston called on Bob Williams, Kenal Vlsito~s Center. Mr.
Williams discussed the bed~ ~ax issue sta~ing ~ha~ he is fo~ the community
center but only if ~he bed tax funds are not dive,ted for the cente~. The
Visitors Cen~e~ couId not survive without funding. While it is t~ue voters
approved the cente~, however, it was a~ a time when no one doubted that
money would be available. Several communities have had to aider'plans fo~
Iarge~ .buiidings, opting for smaller accomodations. Mr. ~Williams suggested
using ~he ~oid post office buiiding. The good points a~e tha~' the buiiding
is owned by the city and unde'~ lease to people who live outside the s~ate
and are looking fo~ a write-off. In ~5 yea~s the lease wouid expire and ~he
buiIding wiI1 ~eve~t back to the city. It would cos~ fa~ less ~o ~enova'te
~he building and add on to it ~han to buiid the entire center. By using
~his alternative, the City would not have ~o bond,.~he bed tax wouid not be
diverted, and would provide 't.he much needed ~meeting space soone~. The
la~ge~ cen~e~ could always be constructed iate~ when funds are more readiIy
availabIe.
The~ Committee turned discussion ~o cost of reno~vation and square footage of
the 'old pos't: office building. Mr.. B'ro~n asked where themoney comes from
for ~he Visitor's Cen.ter,~ Mr. Williams answered that $t7,.000 per year comes
fr:om the City which probably 'will cease as the budget gets tighter and
should that happen the Center ~ill probably close.
Mayo~ Wagoner and ~he Committee discussed the promotion of the Cente~. The
Mayor stated that it was hls feeling ~hat the Clty should not be involved
in the promotion of the Center, that City money shouId not be used. Mayor
Wagoner suggested waiting 2 years at which time money may be more readily
available. And further that an alternative may be to fund the promotion
through private businesses. Mayor Wagoner felt that $3 to $5,000 would be
necessary. Councilwoman Bailie stressed the time factor, the pubIic
hearing being 2 weeks away. Committee Member Carter felt that if the issue
fails, the old post office would be an alternative. Carmen Gintoli stated
that while state oil revenues are declining, Kenai should be looking for

alternatives for income and the tourist/convention ~rade is the third
largest in the state. Kenai has some potential to tap ~his market where
other Alaskan communities do not.
The Committee agreed that the wisest move would be to begin forming a PAC
Committee now and proceed wi~h the p~omotion as time is an important
factor.
The next meeting will be Monday at ?::~0 PM at Chairman Malston's. Prior
to that ~ime, members for a RAC Committee will be contact concerning
interes~ in serving.
